This project falls primarily under the purview of the Weld County Site Specific Development Plan and Use By Special Review Standards. Our requirements are as follows: 1. WCR 71: WCR 71 is designated on the Transportation Plan Map as a local gravel road. On my site investigation, it appeared that WCR 71 has recently been graveled, utilizing some recycled asphalt. The road appears to be in good shape with adequate width to accommodate two-way traffic. J 2. Access: The main access route to the proposed facility shall be south on WCR 71 from State Highway 14. There are two main access points from WCR 71 to the facility. The north access point would accommodate the proposed 200-yard rifle/pistol, archery, and sporting clays ranges and the 600-yard rifle range. This access point will require a 15-inch CMP culvert approximately 30 feet in width. - 7 The southern most access point is located at the crest of the hill with adequate sight distance in both directions. This access point will accommodate the trap and skeet area. The applicant is indicating access E and C north of the 200-yard rifle/pistol range are being utilized J as agricultural accesses. I would recommend these accesses either be closed or utilized when the 200-yard range is not being used. / Both access points should be recessed from WCR 71 to accommodate at least one vehicle to open the locked gates. No staging or parking will be allowed on WCR 71. J 3. Traffic Circulation: The applicant shall place, on the plat, adequate parking at each range area and Continuation of the traffic circulation pattern to the 600-yard range. 4. Dust Suppressant: There is one existing residence south of State Highway 14 on WCR 71 that may be affected by the impact of the additional traffic. The applicant shall place dust suppressant. J adjacent to the residence as determined by the Public Works Department, not to exceed a maximum . of twice a year. There will be an estimated 100 shooters/hunters per week to utilize the facility. On days when there are tournaments, there will be 100+ shooters using the facility. 15. Safety Zone: Weld County Public Works has a concern with the 200-yard rifle/pistol range being parallel to WCR 71. We recommend that a safety zone be designated on the plat to identify the distance between WCR 71 and the berm and that the range be rotated to the north and east so as not to parallel the road. We are aware that the facility must comply with Section 45.3 of the Weld County Zoning Ordinance. The following conditions are recommended to be part of any approval: 1. All activities at this site shall comply with the Rules and Regulations of the National Skeet Shooting Association,the American Trap Association, and the Colorado Division of Wildlife. 2. The site shall use only non-toxic, biodegradable clay targets. 3. All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 4. No permanent disposal of wastes shall be permitted at this site. 5. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 6. Fugitive dust shall be controlled on this site. 7. The maximum permissible noise level shall not exceed the industrial limit of 80 dB(A), as measured according to 25-12-102, Colorado Revised Statutes. Enforcement of the provision will occur only in accordance with CRS 25-12-109(3)(a). 8. An individual sewage disposal system is required for the private residence(s)according to the Weld County Individual Sewage Disposal Regulations. 9. Adequate toilet facilities shall be provided for patrons of the facility. 10. Individual sewage disposal systems are required for the two proposed clubhouses/shop buildings. The septic systems shall be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. 11. Port-a-pottys may be utilized to supplement the toilet facilities in the Clubhouse(s)temporarily for large groups. 12. If more than five acres are disturbed during construction, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health& Environment, Water Quality Control Division. 13. The water system shall comply with the requirements for a non-community water system as defined in the Primary Drinking Water Regulations (5 CCR 1003-1).
