RE: DECLARE CERTAIN EQUIPMENT AS SURPLUS PROPERTY AND APPROVE
CONTRACT TO AUCTION WITH PARKER AND COMPANY AUCTIONEERS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, State statute and the Weld County Administrative Manual require that all
items disposed of be declared surplus by the Board of County Commissioners, and
WHEREAS, the County has determined that certain equipment, as described in
Schedule "A" to the Contract to Auction mentioned below, a copy of which is attached hereto
and incorporated herein by reference, is no longer required for County use, and
WHEREAS, the Board has been presented with a Contract to Auction between Parker
and Company Auctioneers, and Weld County, Colorado, concerning said equipment, with the
terms and conditions being as stated in said contract, and
WHEREAS, after review, the Board deems it advisable to approve said contract, a copy
of which is attached hereto and incorporated herein by reference, and declare said equipment
as surplus.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that certain equipment, as described in Schedule "A", be, and hereby
is, declared as surplus.
BE IT FURTHER RESOLVED by the Board that the sale of said equipment at auction
and the Contract to Auction between Parker and Company Auctioneers, and Weld County,
Colorado, be, and hereby are, approved.

The undersigned having become familiar with the specifications for the AUCTION
SERVICES/Finance Department hereby proposes to auction off their surplus property as set
forth in the following schedule:
REQUEST FOR PROPOSAL FOR SURPLUS PROPERTY AUCTIONS AND DISPOSAL
Weld County Government is interested in finding a qualified auctioneer to auction off the
County's surplus property such as vehicles, non-usable or obsolete equipment, and other
miscellaneous items. The preferred date for the auction has been set for July 31"t, 1999.
But optional dates will be accepted. The auction will be at the Missile Site, 10531 WCR #60
approximately eight miles west of Greeley. This will cut down on the hours spent on moving
all the items to another location. We will have a
walk through for those interested in seeing the missle site and the items we do have on
June 29, 1999. Please submit a proposal and quotation to our office by the date above. The
proposal can be faxed to 970-352-9019, or mailed/dropped off at 915 10th Street, Greeley CO
(2nd floor) . The proposal should include references, a firm quotation of a percentage of
sales be *-rained, advertising, any hauling of the merchandise that is not sold, and any
other service that your quote may include. Your quote should be detailed. Receipts or
detailed records will be furnished by the auction service to the respective buyer for their
purchases.
WELD COUNTY IS EXEMPT FROM COLORADO SALES TAXES. CERTIFICATE OF EXEMPTION
NO. 98-03551. PLEASE NOTE: ANY ERASER MARKS OR WHITE OUT USED ON THE:
PRICES WITHOUT BEING INITIALED WILL AUTOMATICALLY BE DISQUALIFIED.
The Board of Weld County Commissioners reserves the right to reject any or all bids, to waive any informalities
in bids, and to accept the bid that, in the opinion of the Board, is to the best interests of the Board and of the
County of Weld, State of Colorado. The Board of Weld County Commissioners shall give preference to resident Weld
County Bidders in all cases where the bids are competitive in price and quality. I certify that the quotation is
exclusive of any federal excise taxes and all other state and local taxes. I further certify that the items offered

The undersigned bidder hereby offers to provide the goods and/or services designated
in the attached proposal at the price in said proposal, in the quantity and quality quoted
in said proposal, and for the term designated in said proposal if said proposal is accepted
by the Weld County Board of Commissioners and the bid is awarded to the undersigned further
understands and agrees that the price quoted for each item of goods and for services is the
total prices to the Weld County government and that all additional costs, including but not
limited to freight, postage, handling, federal, state or local taxes shall be borne by the
undersigned.
The undersigned further agrees to keep this proposal open for a period of 30 days after
the bid opening date of July 31st-, 1999. The undersigned bidder further understands that upon
acceptance of the attached proposal by the weld County Board of Commissioners, the proposal
shall become a contract between the bidder and Weld County government and that said contract
shall be enforceable at law; and further that should Weld County need to enforce such
contract by commencing a legal action, Weld County shall be entitled to reimbursement of its
