Dear Commissioner Hall:
The State Energy Impact Assistance/CDBG Advisory Committee reviewed the
county's application at its recent meeting in Greeley. The committee recommended
funding for the project.
I concur with that recommendation and am offering to enter into a contract for a
grant in the amount of $500,000. This award is contingent on the state's receipt of
federal fiscal year 1995 CDBG funds, which is expected in April or May. Please
contact Don Sandoval at (303) 679-4501 for information on how to proceed.
As you know, no state funds should be obligated before a grant contract is fully
executed. Expenditures made prior to the contract being fully executed may not be
reimbursed by the state. In addition, federal regulations prohibit obligating or
. expending CDBG funds until an environmental review has been completed and
funds formally released by the state.
