One of the goals of the Weld County Comprehensive Plan is to protect and promote the county's agricultural industry. The proposed concentrated poultry feeding operation would support this plan through the purchase of local feed commodities. Purchase of support equipment and the sale of finished products to area retailers that would otherwise buy out of state. 2. How does this proposal meet the intent of the zone district it is located in? This facility is located in the A (agricultural) zone district on land considered non -prime farmland. 3. How is this use compatible with future development as stated in the Weld County Comprehensive Plan? If yes, how? This site is not located in the growth path of any community and development in the foreseeable future would be agriculture based. This makes it compatible with the county's plan of keeping urban development and agricultural enterprises separated. 4. What type of uses surround this site? Is this request compatible with surrounding uses? This site is intermixed with both residential as well as other concentrated poultry feeding operations with the majority of the land being the latter. This makes the site very compatible with the surrounding uses. 5. Is this property located within a -Flood Hazard zone, Geologic Hazard zone, or Airport Orverlay zone- and does it meet these special requiiudents? This property is not located within any Flood or Geologic Hazard zone. Nor is it in an Airport Overlay zone. 6. What efforts have been made to conserve piuluctive agricultural land? This property is considered non -prime farm lane due to poor soils that are prone to erosion. 7. How will public health, safety and welfare be protected? Public health, safety and welfare will be protected by adhering to all county and state health and environmental as well as building codes. 97255 8. What will the site be used for? The site will be used as a poultry/egg production and processing facility. 9. How close is this site to other residential structures? This site is within 150 feet of other residential structures. 10. How many people will be employed at this site and what hours will they work? This site is designed as a family operated venture and will utilize only the residents for the foreseeable future. 11. How many people will use this site? Four. 12. What type and how many animals, if any, will be on this site? Poultry will be ducks with a maximum number of 4,000 units. 13. What type and how much, if any, operating and processing equipment will be utilized on site? The site will utilize both egg and meat processing equipment. Egg capacity will be approximately 1,000 per day. Meat processing will be 100 per week. 14. What type and how many structures will be erected (built) on this site? A total of 5 structures will be built: 2 rearing houses, 1 egg processing building, 1 meat processing building and 1 manure composting structure. 15. What kind (type, size, site and how often? weight) of vehicles will access this Vehicle traffic will be normal pickup and small tractor traffic. Feed trucks with a 20,000 GVW rating will access approximately once a month. 16. Will this site use a septic system or public sewer facilities? This site will use the existing septic system. The original installation specification required a 1,000 gallon septic tank and 645 sq. ft. absorption bed. As builts are one 1,000 gallon septic tank, one 1,000 gallon two compartment septic tank, one 7.5 foot 300 gallon lift station and 680 sq. ft. absorption bed. 9725• 17. Are you proposing storage or stockpile of wastes on this site? If so, what is the size and type proposed? Storage of manure will be in composting bin sized 20'x10'x5'. In lieu of composting the raw manure will be transported as needed to a contracted composting site. Bad eggs will be hauled to landfill or to a by-products processor. Meat processing will be once a week and will be coordinated so by-products are zutLoved within 24 hours. 18. How often will debris, junk, or waste be disposed of? By what means? Debris and junk will be hauled as needed to comply with county ordinance. 19. How long will it take to construct this site and when will construction begin? Construction will begin as soon as possible after issuance of USR and will run approximately 2 years. 20. Explain the proposed landscaping plans and erosion control measures associated with this site. Landscape is mostly in place with windbreak trees and cover crop for erosion control. 21. Explain any proposed reclamation procedures when termination of the Special Review use begins. The structures that will be erected are not specific for one purpose, and could be utilized for other purses if the special use was terminated. 22. Explain the need for the proposed use (activity) in Weld County. The proposed use will supply commodities to the surrounding area that are now being imported from other states and countries. The supply by a local company would not only give the consumer a better product, but will also bring in additional revenue to both county and state. 23. Who will provide fire protection for this site? Ft. Lupton Fire Protection District. 24. What or who will provide water to this site? Weld Central Water District. (See letter from same.) 972E:03 25. How will stoup water drainage be handled on the site? The 3% easterly slope sends any storm water to Weld County Road 21. In the ten years that we have resided here, our experience is the SM soils combined with ground cover absorb water fast enough we have never seen water accumulate.
