WELD COUNTY EMS Advisory Council COs,-'.ilt ',17JERS Minutes—September 9, 1999 1999 NOV -3 &9 a 19 Meeting called to order at 1645 hours, WCAS Station 1 1121 M Street, Greeley, CO RECEIVED Attendance: L Larry Brooks, CDPHE Cloyd Conley Jim Campain Mith Wagy Randy Carlson Marlene Richter Jim McEachron Barb Foster Larry Brooks, invited guest from State EMS spoke, at length, addressing concerns and giving recommendations for the County EMS Plan. Some of those suggestions included: More information reflected on the county system diagram for communications Including Med channel designations for NCMC, Air Life Including latitude and longitude for all towers Frequencies for Med 4 and Med 9 There was a great deal of discussion relative to the 800 MHz systems. Equipment has been ordered for various state agencies. CDOT, State Patrol, and agencies in and South of Denver will be getting equipment and sharing infrastructure. Agencies North of Denver will begin acquiring equipment in the year 2001. Currently there are 10 med channels, which are split into 40 frequencies, as a result UHF and VHF channels are hard to come by. The 800 MHz systems will help to alleviate the need for additional channels. Because frequencies are difficult to come by the cost has increased. The 800 MHz system is expensive as well, however. The cost for one portable radio is $3500. Commissioner Vaad asked Jim McEachron to explain the implementation process for a 800 MHz systme. Apparently there will be four phases, each costing approximately $2 million dollars. Discussion addressed the possibility of larger agencies supporting smaller agencies for the transition in the future Neighboring states would need to communicate with each other about their individual progress with conversions to allow for interstate communication. Council discussed the need for a joint meeting and set March as the target date. This meeting would involve all emergency service agencies in the region. Jim McEachron reported that Deb Mauer had attended the Navigator 1999 course in Texas. She brought back information for updated software, and resolved concerns for attaching code response determinants. Any agencies that are interested in training for EMD are encouraged to contact Jim or Deb for information, and to set up training. Jim Campain discussed a call that originated in. Fort Lupton, the criteria for the Air Life crew to launch for a trauma arrest, and the role of the first responding units. Follow up will be conducted to get all pertinent information, and to discuss the proper utilization of resources. Jim also discussed the contract for the physician,advisor. The contract needs to be updated and revised. The cost for the physician advisor will not be changed. First Responders will be added Ca tik 11/4/99 1914-649 914 992729 throughout the contract as a responsibility for the advisor, in all aspects of care. It is limited at this time. This change will ensure consistency through out the county. Jim McEachron discussed EMD Card 26-Sick party call, with a RN or MD scene, dispatch will advise crews of situation and the crew will decide on response. Traffic accidents that are reported, without additional information, is dispatched using card 29, Bravo 2. Dispatch will provide any additional information provided to the center from the scene. The EMS plan was reviewed by section, comments will be added to the final plan, signed and sent to the State EMS Office. Deadline for submitting the plan is October 1 postmark.
