Dear Ms. Eastin:
I have reviewed the submitted material pertaining to the request to build a roping arena
and ticket selling operation (Case Number: USR-1167, Case Name: Wallace). The
property named is within the boundaries of the Mountain View Fire Protection District
and receives service from the District. The Fire District does not object to this request
provided the requirements of the Fire District can be met. All applicable codes must be
met as they pertain to water supply, fire hydrant locations and fire apparatus access.
Based on my review, I have the following comments:
• All construction shall be in accordance with the provisions of the 1994 Edition of the
Uniform Fire Code, as adopted by the Weld County Commissioners, and the 1994
Edition of the Uniform Building Code, as enforced by Weld County.
• Fire apparatus access must be provided to the roping arena and the future barn. Fire
apparatus access roads must be a minimum of 20 feet in width and designed to
support the imposed loads of fire apparatus (60,000 pounds) in all-weather situations.
• Not enough information is known about the future barn or the roping arena to
determine if water supply for fire protection is needed for either structure. If the
roping arena is an indoor facility, water supply for fire protection will be required. If
the barn is used for commercial operations (business related activities, such as an
office situation), water supply for fire protection will be required.
• Two sets of final site plans must be provided to the Fire District for review and
approval prior to the issuance of any building permit in order to assure compliance
with the requirements of the Fire District.

Dear Sir or Madame:
This letter is in regards to the above referral received by the Town of Mead.
The following comments pertain to that referral .
1. This request falls within the Town of Mead's Comprehensive Plan's Area
of Influence.
2. Regarding the commercial/sponsorship management business, we have no
concerns or problems with the proposal as presented. Additionally,
the Town of Mead finds that utilizing a barn or barn style building to
house this business would be favorable to any other commerical style
structure. This type of building would be in keeping with the rural
atmosphere of the area.
3. In regards to the roping arena, after careful consideration of this
proposal , we have several concerns which we would like additional
information on before a final answer is given. It is our recommendation
that a decision on the roping arena be tabled until the following
concerns have been addressed:
a. The size of the arena.
b. Possible lighting that may be required to stage events.
c. Water
d. If the septic system or porta-pottys would be utilized.
e. Possible noise levels.
f. Traffic
g. Parking
h. Dust control
i. Food concessions
3. Seating sytles and/or capacity.
k. Hours •
4. Lastly, we would appreciate all adjacent landowners being notified.

Subject: Case Number: USR-1167 Name: Wallace, Brian & Lisa
Environmental Protection Services has reviewed this proposal; the following conditions are recommended
to be part of any approval:
1. The applicant shall remove, handle, and stockpile manure from the livestock area in a manner that
will prevent nuisance conditions. The manure piles shall not be allowed to exist or deteriorate to
a condition that facilitates excessive odors, flies, insect pests, or pollutant runoff. The manure
storage site shall have a water-tight surface which does not permit seepage or percolation of
manure pollutants into the ground.
2. All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects
against surface and groundwater contamination.
3. No permanent disposal of wastes shall be permitted at this site.
4. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
5. Fugitive dust shall be controlled on this site.
6. The maximum permissible noise level shall not exceed the commercial limit of 60 db(A), as
measured according to 25-12-102, Colorado Revised Statutes.
7. The facility shall utilize the existing public water supply.
8. Restroom facilities in the on-site residence shall be available to employees of the Sports Marketing
Company.
9. The riding arena shall be provided with a restroom which is served by a septic system. A vault
system shall be acceptable.
10. The facility shall comply with the Confined Animal Feeding Operation Control Regulations
(5CCR 1002-81) and all applicable portions of the Weld County Zoning Ordinance.
Please note that in the event the roping arena is located within 200 feet of the residence, the restrooms in
the residence would be considered adequate. However, if the restrooms in the residence are used for
patrons of the roping arena, an engineer must evaluate the septic systems' ability to handle the proposed
additional hydraulic load. In the event the system is not adequate, it must be enlarged in accordance
with the Weld County I.S.D.S. Regulations.
In addition, according to our calculations the existing septic system serving the residence is adequate for
up to an additional 8 daytime workers. The applicant should be aware that in the event they intend to
employ more that 8 employees, the system must be enlarged in accordance with the Weld County I.S.D.S.

The Weld County Public Works has reviewed this proposal; the following requirements are recommended to be
a part of any approval:
COMMENTS:
The Public Works Department is familiar with this site from the previous review of the recorded exemption split
(RE-1888). At the time the RE was reviewed, the applicant was required to elevate the access point to obtain an
adequate sight distance to the north. By elevating the access point, it met the minimum sight distance
requirement. With the proposed change in use to a commercial/recreational facility (roping arena), the
commercial/recreational vehicles require additional time to access the facility from across the road due to their
length.
REQUIREMENTS:
Access Sight Distance: The applicant must maintain the weeds at the crest of the hill adjacent to the borrow
ditch. In addition, the knob needs to be cut down at the same location. Both requirements are to provide
additional sight distance to the north for slower vehicles to access the property.
The roping arena needs to be set back far enough from WCR 13 for adequate sight distance to the north. The
applicant needs to place on the plat the circulation vehicle plan and the parking area for the proposed roping
arena.
