Re: Steven and Pamela Rowen - Site Specific Development Plan and
Special Review Permit - USR-1141
Dear Ms. Eastin:
The Mountain View Fire Protection District is in receipt of the Steve and Pamela Rowen
Site Specific Development Plan and has no conflicts provided the following requirements
are met.
1. The applicant needs to provide additional information to the Fire District as it relates
to the mold making operation. To be more specific, an analogy of what the process
involves and any materials used in that process.
2. A letter be submitted to the Fire District indicating that a minimum available fire flow
of 1,500 gallons per minute at 20 pounds per square inch residual is available to the
site.
3. A fire hydrant be placed at the drive entrance to be located by the Fire District at such
time.
4. Complete construction plans be submitted to the Fire District for review prior to
construction.
5. Additional fire code requirements may apply to include, but not limited to, an
increase in water supply, sprinkler systems, etc. This will be determined by the exact
use of the building.

Subject: Case Number: USR-1141 Name: Rowen, Steven and Pamela
Environmental Protection Services has reviewed this proposal; the following
conditions are recommended to be part of any approval:
1. All liquid and solid wastes shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, blowing debris, and other potential nuisance
conditions.
4. Fugitive dust shall be controlled on this site.
5. The maximum permissible noise level shall not exceed the, commercial limit
of 60 db(A), residential limit of 55 db(A)] as measured according to 25-
12-102, Colorado Revised Statutes.
6. The Environmental Protection Services of the Weld County Health Department
was unable to locate a septic permit for the septic system serving the
existing home on the property. Any existing septic system(s) which is not
currently permitted through the Weld County Health Department will require
an I.S.D.S. Evaluation prior to the issuance of the required septic
permit(s). In the event the system(s) is found to be inadequate, the
system(s) must be brought into compliance with current Individual Sewage
Disposal System regulations.
8. All pesticides, fertilizers, and other potentially hazardous chemicals
must be stored on an impervious surface, in an enclosed structure,
provided the manufactures recommendations for safe storage and handling are
in accord. In any event, the manufacture recommendations will take
precedence.

9. Prior to recording the plat, the applicant shall submit a waste handling
plan to the Environmental Protection Services Division of the Weld County
Health Department. The Plan shall include at a minimum, the following:
1) A list of waste which are expected to be generated on site (this
should include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on
site.
3) The waste handler and facility where the waste will be disposed
(including the facility name, address, and phone number).

10. The septic system has been designed for 5 employees. In the event the
number of employees at the site exceeds five (5), the applicant shall
enlarge the system in accordance with the Weld County I.S.D.S regulations.

The area surrounding and contiguous to the location
described in the above captioned application consists of
single family homes. Obvious activities appear related to
horse raising, gardens and yards, with attendant
outbuildings. From all appearances, a rural suburban
setting with no apparent commercial/light industrial
activities in an agricultural zone. As noted in the
application, the,"...site is surrounded by 3-5 acre home
sites as well as field and pasture areas."
Primary plans referred to in the application relate to an
area for future growth, potential commercial landscaping,
and development of 1,600 to 2,200 sq. ft. of light
industrial space requiring up to five employees. On the
surface, this would appear to be a substantial deviation
from the existing environment and provide a basis for future
erosion within the area.
Although we were unable to immediately identify a written
definition for a "home business", we feel that 2,000
sq. ft. in a separate building requiring five full-time
employees is a "stretch" to say the least. Failing a
precise definition (which we would appreciate, by the way),
the avenues for future exploitation appear unlimited.
The Commission unanimously voted to recommend rejection of
the proposed Plan.
