The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Housing Authority Board in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, December 28, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair- EXCUSED
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Esther Gesick
MINUTES: Commissioner Baxter moved to approve the minutes of the Housing Authority
Board meeting of November 23, 1998, as printed. Commissioner Kirkmeyer
seconded the motion, and it carried unanimously.
BUSINESS:
NEW: CONSIDER INTERGOVERNMENTAL AGREEMENT FOR THE PROVISION OF
HOUSING AUTHORITY SERVICES AND AUTHORIZE CHAIR TO SIGN: Judy
Griego, Director of Social Services, stated this agreement will commence
January 16, 1999, and will remain in effect indefinitely to be reviewed on an
annual basis. She stated the City of Greeley Housing Authority will provide
housing authority services in the County Housing Authority jurisdiction under the
direction of the Weld County Housing Authority Board. Ms. Griego explained
each year the Weld County Housing Authority will provide an annual budget to
reimburse the City of Greeley Housing Authority for its services. Commissioner
Hall stated the City of Greeley Housing Authority has approved this agreement
and Mr. Barker added the City Attorney has also reviewed the agreement and
had no concerns. Commissioner Hall moved to approve said agreement and
authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion
carried unanimously.

CONSIDER 1999 WELD COUNTY HOUSING AUTHORITY BUDGET: Ms.
Griego stated the total Housing Authority budget projection for 1999 is
$2,634,610.00, which is an increase over last year. She further stated the
budget costs are based on actual expenses from 1998, and Section 8 program
increases. Ms. Griego stated the elements of the 1999 Budget are explained in
her memorandum dated December 23, 1998. Commissioner Baxter moved to
approve said budget. Seconded by Commissioner Hall, the motion carried
unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
