ORDINANCE NO. 147-P
IN THE MATTER OF THE REPEAL AND RE-ENACTMENT, INCLUDING AMENDMENT OF
CERTAIN MAPS, TO ORDINANCE NO. 147, WELD COUNTY COMPREHENSIVE PLAN, AS
CURRENTLY AMENDED
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF
WELD, STATE OF COLORADO:
WHEREAS, the Board of County Commissioners of the County of Weld, State of
Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with
the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners has the power and authority under the
Weld County Home Rule Charter and Article 28 of Title 30, CRS, to adopt planning goals and
policies for the unincorporated areas of the County of Weld, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, has
previously adopted Ordinance No. 147, Weld County Comprehensive Plan, establishing a
comprehensive revision of the planning goals and policies for the unincorporated areas of the
County of Weld and has adopted amendments in Ordinance No. 147-A through 147-O, and
WHEREAS, the proposed Comprehensive Plan revisions have been reviewed by the
Weld County Planning Commission and the Board of County Commissioners, and
WHEREAS, said revisions include revisions of the 1-25 Mixed Use Development Area
Structural Plan Map 2.1 "Structural Land Use Map," dated December 3, 1998; revisions to
Table 5, "Land Use Plan Distribution" dated December, 1998; and revision to text to reflect
proper grammar usage; and revisions to Urban Growth Boundary Map#1, dated December 21,
1998, and
WHEREAS, the Board of County Commissioners of Weld County hereby finds and
determines that there is a need for said revisions to the Comprehensive Plan for the County of
Weld, and that this Ordinance is for the benefit of the health, safety, and welfare of the people
of Weld County.
NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of the
County of Weld, State of Colorado, that Ordinance #147, the Weld County Comprehensive
Plan, be, and hereby is, repealed and re-enacted as follows.
1. Amend and replace the 1-25 Mixed Use Development Area Structural Plan, Map
2.1 Structural Land Use Map dated December 3, 1998. Said amendment
changes land designation of"High Intensity Employment Center" to "Regional
Park" as it pertains to the Sandstone Ranch located east of County Line Road
and south of Colorado State Highway 119.
2. To amend and replace Table 5: Land Use Plan Distribution. Said amendment
includes a date in the title, source for information at the bottom of the table, and
updated data as follows:

3. Revision to certain portions of text to reflect correct grammar usage and current
urban growth boundary areas.
A. Amend and replace the Urban Growth Boundary Map #1 to illustrate new
municipal boundaries as reflected by sanitary sewer lines. Communities
were sent a letter by certified mail and provided an opportunity in this
letter to update their boundaries. The following communities responded
to the request for changes: Broomfield, Eaton, Evans, Greeley, Grover,
Keenesburg, Longmont, Milliken and Windsor.
B. Revise page ii, Table of Contents, by changing word "Bikeways" to
"Byways."
C. Revise page iv, List of Tables, for correct table references as.

H. Revise MUD Policy 6.22, first sentence, page 3-21, to read: "Each land-
use application within the Mixed Use Development area should include a
completed Development Guide, with exception to those exempted uses
through the Planned Unit Development process as stated in the Mixed
Use Development Ordinance 191, as amended."
I. Correct RIGHT TO FARM COVENANT, page 7-1, paragraph 2, Sentence
2 to read "in" instead of "inn", and last sentence to read "Parents are
responsible for their children."
BE IT FURTHER ORDAINED by the Board that this Ordinance No. 147-P, insofar as it
is the same as Ordinance No. 147 as amended, is intended to be a continuation of the prior
ordinance and not a new enactment.
BE IT FURTHER ORDAINED by the Board, if any section, subsection, paragraph,
sentence, clause, or phrase of this Ordinance is for any reason held or decided to be
unconstitutional, such decision shall not affect the validity of the remaining portions hereof. The
Board of County Commissioners hereby declares that it would have enacted this Ordinance in
each and every section, subsection, paragraph, sentence, clause, and phrase thereof
irrespective of the fact that any one or more sections, subsections, paragraphs, sentences,
clauses, or phrases might be declared to be unconstitutional or invalid.
The above and foregoing Ordinance Number 147-P was, on motion duly made and
seconded, adopted by the following vote on the 10`h of March, A.D., 1999.

February 24, 1999, and March 10, 1999. All persons in any manner interested are requested to

Amendment to the Comprehensive Plan Ordinance 147-P and Mixed Use Development Ordinance 191-D
On December 15, 1998, at 1:30 p.m., the Weld County Planning Commission will review a request for an
amendment to the Weld County Comprehensive Plan and Mixed Use Development, Map 2.1, Structural Land
Use Map. The location is south of and adjacent to State Hwy 119 and '/% mile east of Weld County Road 1.
The hearing will be held in Room 104 in the Weld County Centennial Center, 915 10th Street, Greeley,
Colorado.

The Weld County Planning Commission will hold
a public hearing on Tuesday, December 15, 1998,
at 1:30 p.m. for the purpose of considering
Amendments to the Comprehensive Plan to
conform to the Mixed Use Development Ordinance
Policy 6.22, and to the Urban Growth Boundary
map 1, as proposed by the Weld County
Comprehensive Plan. Revisions to the Mixed Use
Development Structural Map 2.1, along with
Amendments to the Mixed Use Development
Ordinance will also be considered. Approval of the
request may create a vested property right
pursuant to Colorado Law.
