Tuesday, September 17, 1996
A regular meeting of the Weld County Planning Commission was held September 17, 1996, in the County
Commissioners' Hearing Room (Room#101), Weld County Centennial Building, 915 10th Street, Greeley,
Colorado. The meeting was called to order by Chairman, Arlan Marrs.

The summary of the last regular meeting of the Weld County Planning Commission held on September 17,
1996, was approved with a correction.
CASE NUMBER: USR-1126
PLANNER: Chris Goranson
APPLICANT: Western Wireless
REQUEST: A Site Specific Development Plan and a Special Review Permit for a 70' monopole radio
communication tower and equipment structure in the A(Agricultural)zone district.
LEGAL DESCRIPTION: Part of the NW4 of Section 35, T4N, R68W of the 6th P.M. Weld County,
Colorado.
LOCATION: Approximately 1/2 mile north of Weld County Road 38; east of and adjacent to the 1-25
Frontage Road.
Chris Goranson explained that this application is for a Site Specific Development Plan and Special Review
Permit for a 70 foot monopole radio communications tower and equipment structure in the agricultural zone
district. This site is approximately one-half acre in size and originally had proposed a five hundred foot access
to the north. Mr. Goranson stated that the applicant has changed their proposal on the access to this site.
The applicant has made an agreement with the operators of the U.S. West/New Vector site to access from
their property which is located south of and adjacent to this site. This site will be visited approximately once
every six weeks by a technician. Mr. Goranson referenced corrections to the Conditions of Approval and
Development Standards to reflect the proposed access.
Don Sizemore, representative for Western Wireless, submitted background information with photos and a
schematic drawing of a typical PCS monopole site. Mr. Sizemore explained that this is a small company and
emphasizes its location in the westem United States and Hawaii. This is a family of communication services
and provides services to variety of people, including individuals, businesses, and local governments. Mr.
Sizemore gave an overview of this business and stated there are currently twelve sites under consideration
in Weld County. Five of these sites are located in unincorporated Weld County. Forty percent are on existing
structures.

Man Marrs asked if they were the only entity awarded a contract in this area. Mr. Sizemore explained that
there are currently two cellular telephone providers and two personal communication services providers and
it is anticipated there will be more contracts to be awarded in this area.
The Chairman asked if there was anyone in the audience who wished to speak for or against this application.
No one wished to speak.
Marie Koolstra motioned that Case Number USR-1126, Western Wireless, be forwarded to the Board of
County Commissioners with the Conditions of Approval and Development Standards with Planning
Commissions recommendation for approval. Rusty Tucker seconded the motion.
The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Rusty
Tucker-yes; Fred Walker-yes; Shirley Camenisch-yes; Cristie Nicklas-yes; Marie Koolstra-yes; Arlan Marrs-
yes. Motion carried unanimously.
