HomeMy WebLinkAbout991777.tiff WELD COUNTY COUNCIL June 15, 1999 Tapes 132AB99 & 133AB99 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Lochbuie Town Hall, 0152 Poplar Street, Lochbuie, CO, Tuesday, June 15, 1999, 6:30 p.m. ROLL CALL: The meeting was called to order by President Dan Oster. Vice President Al Roberts, Councilman Dwaine Kurtz, Councilman Rob Masden and Councilwoman Joyce Smock were present, constituting a quorum of the members. Also present: Frank Hempen, Dave Becker, Matt Magley, John Manee, Glenneda Evans, Sharon Hopper, Lois Kanter, and the Council secretary, Bev Thomas. SPEAKER: Councilman Rob Masden introduced Weld County Public Works Director Frank Hempen and Operations Director Dave Becker. Mr. Hempen said that the Public Works Department is 130 strong with an additional 50 to 60 seasonal people to help with special projects. Mr. Hempen explained the organizational structure of the Public Works Department noting that this was the first month the department was located under one roof in the County's new Public Works Service Center. Mr. Hempen stated that of Weld County's 3200 miles of roads 700 miles are asphalt roads. 2500 miles of Weld County's roads are rock and therefore Weld County does its own mining. Preservation of the existing roads is a priority to the Public Works Department. Mr. Hempen and Mr. Becker shared information about goals of the department's spot safety projects and discussed its 3-year work plan for new construction. Mr. Hempen said that it was a priority of the Board of County Commissioners that the Public Works Department interact with communities and citizen groups and that the information gained from those interactions be part of the Weld County transportation planning process. Questions were fielded regarding mowing along roads, water problems related to the County's mining operations, turning County roads over to municipalities, school buses' anti-lock brake systems on wash board roads, and the status of Weld County's bridges. CITIZEN'S CONCERNS: Weld County Finance Corporation Mrs. Sharon Hopper requested that the Council do an audit of the Weld County Finance Corporation noting that she was concerned that the buildings recently occupied by Weld County do not belong to Weld County. President Dan Oster said that a previous Council had extensively investigated the Weld County Finance Corporation and did not find reason to call for a performance audit of the Corporation. 991777 Weld County Council Minutes June 15, 1999 Page 2 of 3 Distribution of Council Minutes President Dan Oster will check into Sharon Hopper's request that certain citizens receive Council minutes cost free, perhaps via electronic mail. APPROVAL OF MINUTES: Councilman Rob Masden made a motion to approve the May 18 Council minutes. Councilman Dwaine Kurtz seconded the motion and it was approved unanimously. APPOINTMENTS: President Dan Oster, Councilman Roberts, and Councilwoman Joyce Smock will try to attend the July 12 Elected Officials Meeting. CORRESPONDENCE Councilman Masden reported that Mr. Don Sandoval of the Colorado Department of Local Affairs would be able to meet with the Weld County Council at the September 21 Council meeting. Mr. Sandoval and the Council will discuss the Council's appointment procedure including potential interview questions for use during an appointment process. UNFINISHED BUSINESS: Council's 2000 Budget Proposal President Dan Oster and Councilman Roberts presented their recommendations for the Council's 2000 budget. Councilman Dwaine Kurtz made a motion that the Council's 2000 budget be adopted as printed. Councilwoman Joyce Smock seconded the motion and it carried unanimously. NEW BUSINESS: Weld County Council Office Location Change The Council was informed of the need for the Council's office to be relocated to accommodate needs of Weld County Courthouse personnel. The options suggested by the Director of Buildings and Grounds, Mr. Pat Persichino included a third floor office in the Weld County Centennial Center or an office with an exterior door in the Sheriff Department's wing of the Weld County Centennial Center. Councilwoman Joyce Smock made a motion that the Council choose the easily-accessible, exterior-door office for the new location of the Weld County Council. Councilman Rob Masden seconded the motion and it carried unanimously. Protocol for the Media President Oster said that the Council would discuss its procedure for contact with the media at its July meeting. Weld County Council Minutes June 15, 1999 Page 3 of 3 Payment of the Bills Councilman Roberts made a motion to pay the bills as follows: Legal Notice Invoice for Metro Publishing $ 21.00 Meals Paid by President Oster $146.68 Mileage for President Oster $ 40.50 Mileage for Vice President Al Roberts $ 32.94 Mileage for Councilman Masden $ 23.22 Mileage for Councilwoman Joyce Smock $ 52.38 Councilman Rob Masden seconded the motion and it carried unanimously. Secretarial Research Requests The Council approved the installation of a speaker phone in the Council office. ADJOURNMENT: Councilman Rob Masden thanked the mayor and officials of Lochbuie for the use of their building.
