RE: SITE SPECIFIC DEVELOPMENT PLAN AND FINAL PLAN, S#505 FOR A FOUR(4) LOT
MINOR SUBDIVISION - LESLIE AND JEANNE GELVIN
A public hearing was conducted on December 8, 1999, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated November 22, 1999, and duly published
November 24, 1999, in the South Weld Sun, a public hearing was conducted to consider the
request of Leslie and Jeanne Gelvin for a Site Specific Development Plan and Final Plan#505 for
a four(4) lot Minor Subdivision. Lee Morrison, Assistant County Attorney, made this a matter of
record. Kim Ogle, Department of Planning Services, presented a brief summary of the proposal,
as well as a description of the location of the site,which is approximately 30 acres. Mr. Ogle stated
the site will be accessed by Weld County Road 15; surrounding property uses include agricultural
lands and single family residences; and the site has historically been used to raise a grass crop.
Mr. Ogle stated this final plan proposes four lots averaging 7.36 acres; the Department of Public
Works has indicated the transportation portion of the Improvements Agreement and Collateral
amount are satisfactory; and the Department of Planning Services recommends approval of the
landscaping and open space portion of the Improvements Agreement. Mr. Ogle stated the lots will
be serviced by the North Weld County Water District and will have individual septic systems; six
referrals responded favorably with proposed conditions; on October 14, 1999, the Utilities
Coordinating Advisory Board approved the utility plan; and the application is in compliance with the
Weld County Subdivision Ordinance, Comprehensive Plan, and Estate Zone District; there is
evidence of a sufficient water supply;and the soils and proposed streets are adequate for this type
of development.
Les Gelvin, applicant,stated all agencies involved are recommending approval with no objections,
and he has reviewed and agrees with the Conditions of Approval.
No public testimony was offered concerning this matter.

Commissioner Baxter moved to approve the request of Leslie and Jeanne Gelvin for a Site Specific
Development Plan and Final Plan #505 for a four (4) lot Minor Subdivision, based on the
recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval as entered into the record. The motion was seconded by Commissioner Geile, and it
carried unanimously.
This Certification was approved on the 13th day of December, 1999.
