RE: ESTABLISH THE NORTHEAST COLORADO AREA TRAUMA ADVISORY COUNCIL
AS ATAC FOR WELD COUNTY AND APPOINT TWO MEMBERS THERETO
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to the provisions of C.R.S. § 30-11-107(1)(q) and C.R.S.
§ 25-3.5-101, et seq., the "Statewide Trauma Care System Act" ("the Act"), the Board is
authorized to provide for high quality emergency medical services for the people of the County
of Weld, and
WHEREAS, the Board recognizes that trauma is the greatest single cause of death and
disability in Colorado for persons under the age of forty-five years and that trauma care is a
unique type of emergency medical service, and
WHEREAS, the Act directs governing bodies for counties to establish Area Trauma
Advisory Councils (ATACs) for the implementation of area trauma plans that describe methods
for providing the appropriate service and care to persons injured in areas included in those
plans, and
WHEREAS, the Northeast Colorado Trauma Consortium, composed of pre -hospital
providers and hospital representatives, has developed and maintained cooperative working
relationships for trauma service and care in the counties of Jackson, Larimer, Logan, Morgan,
Phillips, Sedgwick, Washington, Weld, and Yuma, and is and will be known by such counties as
the "Northeast Colorado Trauma Advisory Council," and
WHEREAS, the Northeast Colorado Trauma Consortium has made significant
contributions to the development of ATAC preparation at regional and State levels, and
WHEREAS, the Board deems it to be in the best interest of the health, safety, and
welfare of the citizens of Weld County to establish the Northeast Colorado Area Trauma
Advisory Council as ATAC for Weld County and appoint Chris Hoffman, RN, to a three%ear
term, and Mitch Wagy, EMT -P, to a one-year term, as members thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that, in order to reduce mortality and morbidity due to trauma, and to
preserve the public peace, health, safety, and welfare of the citizens in Weld County, the
Northeast Colorado Area Trauma Advisory Council be, and hereby is, established as the ATAC
for Weld County for the purposes of complying with the provisions of the Act and, in particular,
to submit to the Board an area trauma plan for submission to the Colorado Department of
Public Health and Environment.

BE IT FURTHER RESOLVED by the Board that Chris Hoffman, RN, and Mitch Wagy,
EMT -P, be, and hereby are, appointed to said Northeast Colorado Area Trauma Advisory
Council as Weld County's two initial members, to serve a three-year term and a one-year term,
respectively.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 25th day of June, A.D., 1997.
