HomeMy WebLinkAbout690047.tiffRESOLUTION RE: REGULATION OF SPEED ON COUNTY ROAD NO, 39 BETWEEN GREELEY CITY LIMITS ON NORTH 11TH AVENUE AND STATE HIGHWAY NO. 85, NORTH OF JUNCTION OF COUNTY ROADS NO. 39 AND 64, WELD COUNTY, COLORADO. WHEREAS, a multitude of complaints have been made to the Board of County Commissioners of Weld County, Colorado, that motor vehicles are habitually being driven at speeds greater than is reason- able and prudent along that part of said highway, being in Weld County, and known as County Road No. 39, between Greeley City Limits on North 11th Avenue and Highway No. 85, north of the junction of County Roads No. 39 and 64, and all intersections of streets and roads therewith, and WHEREAS, said Board is authorized by the statutes of the State of Colorado to regulate the speed of vehicles, and WHEREAS, said Board, pursuant to such complaints, has deter- mined upon the basis of engineering, traffic investigations and a special speed survey, that any speed along or over said portion of said road or roadway, and all intersections of other roads therewith, in excess of the following, to -wit: Northbound Traffic: From Greeley city limits to approximately . 70 miles north of city limits - 50 MPH; From approximately . 70 miles north of city limits to County Road 64 - 35 MPH; From County Road 64 to approximately . 65 miles north of County Road 64 - 50 MPH; From approximately . 65 miles north of County Road 64 to U. S. 85 - 35 MPH. Southbound Traffic: From U.S. 85 to approximately . 65 miles south of U.S. 85 - 50 MPH; From approximately .65 miles south of U.S. 85 to County Road 64 - 35 MPH; From County Road 64 to Poudre River Bridge - 50 MPH; is excessive and is greater than is reasonable, safe or prudent under the conditions that exist. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that no motor vehicle shall be driven on, over or along any portion, or portions, of said roads or highways, or at or across, or at the entrance to, any intersection of any other street, road or highway therewith, at a speed in excess of the following, to -wit: OU TY ATTOR Y Northbound Traffic: From Greeley city limits to approximately . 70 miles north of city limits - 50 MPH; From approximately . 70 miles north of city limits to County Road 64 35 MPH; From County Road 64 to approximately .65 miles north of County Road 64 - 50 MPH; From approximately . 65 miles north of County Road 64 to U. S. 85 - 35 MPH. Southbound Traffic: From U.S. 85 to approximately . 65 miles south of U.S. 85 - 50 MPH; From approximately . 65 miles south of U. S. 85 to County Road 64 - 35 MPH; From County Road 64 to Poudre River Bridge - 50 MPH; and that any speed in excess of the aforementioned speed limits, and the driving of any vehicles at any speed in excess of said limits, as afore- mentioned, thereon or thereat, shall be prima facie evidence that said speed is not reasonable, safe or prudent, and that it is unlawful. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote, on the 12 day of November, A.D., 1969. There were two points at which we took the study, one at .25 miles north of the junction of County Roads 39 and 614, and the other at .36 miles south of the junction of County Roads 39 and 64. The 85 percentile speed of the traffic at the point north of the intersection was 56 MPH southbound and 52 MPH northbound. The 85 percentile speed of the traffic at the point south of the intersection was 514 MPH both northbound and southbound. As a result I recommend the speed to be set as follows: Northbound Traffic: From Greeley city limits to approximately .70 miles north of city limits - 50 MPH From approximately .70 miles north of city limits to County Road 64 - 35 MPH From County Road 614 to approximately .65 miles north of County Road 64-50MPH From approximately .65 miles north of County Road 614 to U.S. 85 - 35 MPH Southbound Traffic: From U.S. 85 to approximately .65 miles south of U.S. 85 - 50 MPH From approximately .65 miles south of U.S. 85 to County Road 64-35MPH From naiaTi Road 6!4 to Poudre River Bridge - 50 MPH Also due to the number of accidents at the junction of County Roads 6!4 and 39, we nave installed 14 way stop signs to reduce the number of accidents.
