BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in a regular
session as the Board of Social Services in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, December 7, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter- EXCUSED
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Webster moved to approve the minutes of the Board of Social
Services meeting of November 30, 1998, as printed. Commissioner Hall
seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for
approval by the Board in the amount of$69,876.77. Commissioner Kirkmeyer
moved to approve the warrants as presented by Mr. Warden. Commissioner
Hall seconded the motion, which carried unanimously.
BUSINESS:
NEW: CONSIDER SECTION 7.000 OF DEPARTMENT OF SOCIAL SERVICES
OPERATIONS MANUAL, AS A SUPPLEMENT TO WELD COUNTY
EMPLOYEE PERSONNEL POLICY HANDBOOK: Judy Griego, Director of
Social Services, stated the revisions to Section 7 reflect the changes made to the
Weld County Employee Personnel Policy Handbook regarding dress policy, rest
for exempt employees, compensation plan, and performance evaluations.
Commissioner Hall moved to approve the change to said supplement.
Seconded by Commissioner Webster, the motion carried unanimously.

CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN -OREST DUBYNSKY, M.D.: Ms. Griego stated
this is an on-going agreement with Orest Dubynsky to provide psychiatric
consultation and crisis intervention with staff for abused and neglected children.
Ms. Griego stated Dr. Dubynsky will be reimbursed no more than the maximum
amount of$3,600 for the term of January 1, 1999, through December 31, 1999,
at an hourly rate of $75. Commissioner Kirkmeyer moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner
Webster, the motion carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN - THERON SILLS, M.D.: Ms. Griego stated
Theron Sills will provide similar services as described in the preceding matter.
She stated the term of the agreement is January 1, 1999, through December 31,
1999, and Dr. Sills will be reimbursed no more than the maximum amount of
$3,600, at an hourly rate of$75. Commissioner Webster moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner Hall,
the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:05 a.m.
