USE BY SPECIAL QUESTIONNAIRE
This proposal is consistant with the Weld County Comprehensive Plan because
the property will remain used for agriculture.
2. This proposal is for the expansion of and existing dairy operation and meets the
intent of the zone district because it will remain agricultural. The existing dairy
houses and milks about 500 head and houses an additional 30 head of near term
dry cows and about 180 head of newborn to 3 -month old calves. The remainder
of the herd is housed off site at several rented locations. This proposal for use by
special review will permit increasing the size of the milking herd to about 850 head
and housing 30 near term dry cows, 300 long term cows, 100 newborn calves
[0-2 months], 180 weaned calves [2-6 months] and 540 replacement heifers
[6 months -2 years] for a total of 2000 head.
3. Our proposal is compatible with future development as shown in our expansion
plan. Agriculture will remain the property's prime use.
The type of uses surrounding this site are primarily agricultural with some single
family residences. We feel our request is compatible with the surrounding area.
5. The property is not located in any hazardous zones.
6. To conserve production agricultural land, the remaining portion of the property
not utilized in the dairy expansion will be used for the production of alfalfa or
feed grains. Additionally the dairy operations are agricultural.
7. Because we also want a safe and pleasant place to live, public health safety and
welfare will be one of our primary concerns. As conscientious neighbors, we have
located the activity centers of the dairy toward the center of the property construct
and aggressively maintain all facilities and structures and will retain storm drainage
from the facility on the property. The existing parlor sewage treatment facilities
and manure composting operations will be expanded to meet the demands of the
increase in herd size. Landscaping will be installed to reduce the visual impact of
the facility.
This site will continue to be used as a dairy.
9. This is approximately 500 feet from the nearest residence.
10. Upon completion of the proposed expansion, approximately 14 people will be
employed at the site. About 10 people will be present during the day shift from
8:00 a.m. to 4:00 p.m., two people will be present during the evening shift from
4:00 p.m. to 12:00 a.m. and two people will be present during the night shift from
12:00 a.m. to 8:00 a.m. Of the total of 14 employees, five will be owners or
members of owners families.

11. Two families will live on this site both of whom are owners.
12. The site will contain 2000 Holstein dairy cows as permitted by the special use
permit.
13. Operating equipment on this site will consist only of the necessary to operate
and maintain the dairy and to produce crops on non-dairy areas. Primary
stationary equipment includes milk pumps, refrigeration compressors, vacuum
pumps, air compressors and sewage lagoon pumps. Primary mobile equipment
will include feed truck, loader tractors and agricultural tractors and equipment.
14. New structures to be constructed as a part of the expansion will be four free -stall
barns with open exercise lots and concrete manure collection pits each housing 120
head of milking cows and four open lot pens to house dry cows and replacement
stock. The existing milking parlor and tank rooms will be modified to increase the
size from 16 milking stalls and 7000 gallons of milk storage to 22 milking stalls
and 12000 gallons of milk storage.
15. Primary traffic will consist of personal vehicles and agricultural equipment.
Additionally a tractor trailer will come to the site daily to pickup milk and other
commercial trucks will come to the site regularly to deliver feed supplies and
equipment.
16. This site uses a septic system for domestic sewage.
17. Manure will be stored and composted on site until removed for application to
fields farmed by the owners, neighbors fields or sold to landscape companies.
18. Normal waste and debris is picked up weekly by a commercial waste contractor.
Waste oil is retained and periodically delivered to a recycling point. Other large
amount of debris and scrap are neatly stored and periodically taken to the dump
or recycling center by the owners.
19. It will take approximately 4 years to complete the entire construction of the
proposed expansion. We would like to begin in the spring of 1997.
20. Landscaping will be installed around the perimeter of the facility to screen and
breakup views of the operation. New landscaping will consist of ornamental and
shade trees and low maintenance shrubs and bushes placed primarily to screen
storm drainage ponds and composting operations.

22. We feel there is a need to maintain the agricultural use of lands within Weld

County. This dairy will maintain its site in an agricultural use and will use the
products of other agricultural lands within the neighborhood and other areas of
Weld County to produce milk.
23. Fire protection is provided by the Windsor -Severance Fire Protection District.
24. Water is provided to the site by North Weld County Water District.
25. Storm drainage will be handled by directing the runoff through ditches to three
retention lagoons as shown on the site plan.
