RE: GRANT PERMIT FOR TEMPORARY ASSEMBLY TO JASON BILLS AND BRADLEY
ROULIER, COME TOGETHER PRODUCTIONS - SEPTEMBER 6, 1997
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Jason Bills and Bradley Roulier, Come Together Productions, 371 Corona
Street, Denver, Colorado 80218, has presented to the Board of County Commissioners an
application for a Permit for Temporary Assembly for the "Spacelab 4" festival event on land within
the unincorporated portion of the County of Weld, State of Colorado, to be held from 11:00 p.m.,
September 6, 1997, to 8:00 a.m., September 7, 1997, on property described as follows:

Fort Lupton, Colorado 80621
WHEREAS, said applicant has paid to the Weld County the sum of ONE -HUNDRED
DOLLARS ($100.00) for said Weld County Permit for Temporary Assembly, and
WHEREAS, having examined said application, the Board deems it appropriate to grant a
Weld County Permit for Temporary Assembly to the Jason Bills and Bradley Roulier, Come
Together Productions, conditional upon verification of appropriate liability insurance, and
WHEREAS, said permit shall be issued subject to compliance with the terms and
conditions as set forth in the application materials, specific conditions stated herein, and upon
the express agreement that the temporary assemblage will be conducted in strict conformity to all
laws of the State of Colorado, and
WHEREAS, any violation to said terms and conditions shall be cause for revocation of
said permit and forfeiture of bond.

I In regards to our insurance policy. We had a 12 month policy in conjunction with
{Manner Insurance a bonded insurance in the state of Colorado}Our policy expired on
July 19,1997. We are continuing our relationship to use Manner Ions. as our carrier but on
a per event basis instead of the 12 month policy we formally had. Our agent states " it is
not our company policy to issue a letter of intent until the plan is paid in full." Our
response is we are not paying for the plan in full until we have been approved for our
special event permit. Attached I have a copy of our plan from July 4th 1997 "Unity" that
was our last event.
II Let us first thank you for your time in reviewing our case for a temporary assembly
permit Sept. 6th 1997. If there are any means you feel are appropriate to add for your

Dear Barbara:
I have been advised by Jason Bills that his request fora Public Gathering Permit will be
reviewed by Weld County at today's meeting.
Although, I cannot attend the meeting personally, I would like tv makw the following statemont:
"Jason and his production company have used Platte Valley Airport numerous times in the past
for their teen dance ponies. I have never experienced any problems or had any complaints
from the surrounding neighbors. Jason and his staff are very cooperative and conscience
about safety and crowd control. I om confident that they will handle this proposed function in
their usual professional manner."

SUBJECT; COME TOGETHER PRODUCTIONS PARTY/PLATTE VALLEY/SEPTEMBER 6TH
Dear Barbara:
I feel it is necessary to apologize rind romment on the situation occurring at Platte Valley
Airport this past Saturday evening. Hopefully this will give you some explanation to offer in
response to the complaints you will most likely be receiving at your meeting this morning.
When I encouraged Weld County approval of the party, I assumed the sound system and
music would be the same as in past years. During previous events we had always insisted that
the base background be kept at a lower lever than usual. In addition the sound system had
always been located in the main hangar directing the music west toward a row of portable
hangars. Due to the size of this event, a large tent that cover the entire aircraft ramp area was
erected to house the stage and dance area. Consequently this arrangement did not provide
any hangar walls to act os a buffer for the sound. By the time the party started and the noise
complaints began, there were already several thousand attendees on the airport field. The
only action we could take at that time was to insist that the base level be reduced. The decimal
level was lowered considerably, however, the sound production system which had been
contracted from New York was mrirh more powerful than anything they had ever used here in
the past. Consequently the music continued to echo in the open space.
Representatives from the Weld County Sheriff's department were here the entire time assisting
with monitoring the noise level and crowd control. I was working closely with them throughout
the evening and morning. I am aware that since the group had a legal permit to hold the
party, the residents calling the sheriff's office were advised to direct their complaints to the
Weld County Commissioners for approving the function.
Please accept my sincere apologies for this unfortunate situation. It is apparent now that an
event of this nature is no longer appropriate for our facility and we will not be requesting any
future approval for "RAVE" functions.
