The City of Longmont, through this application, would like to remove the "High Intensity Employment Center" designation on the MUD Map 2.1 and replace the land designation as a"Regional Park." Demonstrate the proposed amendment is adjacent to and contiguous with the existing 1-25 Mixed Use Development Area Map. Describe how the proposed amendment will not place a burden upon existing or planned service capabilities. This statement shall include how emergency services will be provided to the proposed area. The applicant has stated in the submitted application materials that utilities and services, including emergency services, will continue to be provided by Weld County or special districts until the property is annexed by the City of Longmont. Arnexation is anticipated to occur before the end of 1998. No development will occur prior to annexation. c. Delineate the number of people who will reside in the proposed area. This statement shall include the number of school-aged children and address the cultural and social service provision needs of the proposed population. The application states that in the future, there may be one on-site ranger in residence. This recommendation is based, in part, upon a review of the application materials submitted by the applicant, other relevant information regarding the request, and responses from referral entities. The Planning Commission's recommendation for approval is conditional upon the following: 1. The Mountain View Fire Protection District has no objections to a regional park being located within this area. If 4:he park is developed within unincorporated Weld County, then the access to all area of the park, and the water supply to any buildings within the park will need to meet the standards of the Fire District. Plans should be submitted to the Fire District for approval. If the park is developed after annexation to the City of Longmont and after removal from the Fire District, then the project will not need to meet the standards of the Fire District. The proposed annexation master plan is identifying two east-west access points which appear to match Vista View Drive and Skyway Drive within the Vista Commercial Center which connects to WCR 3.5. On the west side of the property, an access from State Highway 119 is identified. (Weld County Department of Public Works) 5. A referral was sent to Colorado Department of Transportation and returned with no conflicts. (Planning Department) 6. When the property being annexed is developed, the historical storm water drainage patterns and runoff amounts must be maintained. The municipality should require the developer to perform a detailed engineering study that shows both the undeveloped and developed drainage patterns. Also, the drainage study should trace the route of off-site discharge until it reaches a natural drainage course such as a creek of river. The developer should be required to mitigate any downstream impacts. Weld County requests the opportunity to review and comment on drainage studies. We hope the Planning Commission and the BOCC will appreciate the appropriateness of having some relief from the continuous high intensity employment center zoning that now is projected along the south side of' SH] 19 on MUD Map 2.1. Additionally, the Sandstone project will preserve some of the habitat and the sandstone bluffs on the north side of St. Vrain Creek. The Ranch will provide a positive adjunct to the proposed trail system if it appropriately follows the St. Vrain Creek drainage. The trail would have less impact on habiitat if it followed the south side of the creek where mining operations are already destroying it. Unfortunately, if it did then bridging the creek for access to the ranch might prove a funding problem. The only other specific comment we have is that passive recreation [hiking, viewing, education] rather than active recreation [field and court sports] might more befitting in retaining the nature of the area. The following describes the property and why the City is proposing the amendment. Provide a statement describing why the comprehensive plan is in need of revision. The Weld County Comprehensive Plan does not reflect the City of Longmont's ownership and plans to develop a 300+/- acre regional park and open space corridor on the property known as Sandstone Ranch. This parcel of land is located east of County Line Road and south of SH1 I9 and is currently designated as Mixed Use Development(see attached site map). The MUD Structural Land Use Map identifies three conceptual land uses on this site: Employment Center (High Intensity), Residential (Mixed Intensity), and Limiting Site Factors (Lowest Intensity). In order to be consistent with the land use designations in the MUD Structural Map, Longmont is requesting that the Map be amended to show a Regional Park land use designation for Sandstone Ranch. Provide a statement describing how the proposed amendment will be consistent with existing and future goals,policies and needs of the County. Establishment of the Sandstone Ranch park and open space will assure an attractive working and living environment for residents (MUD.Goal 6) provide additional recreational opportunities, and allow for the preservation or development of wildlife habitat and other critical ecosystems (W.Goal 1, O.Goals 4, 6, 7, 8, 9). Currently there is only one other regional park, Barbour Ponds State Recreation Area, within the MUD area and it is heavily utilized. This amendment would also be consistent with the Urban Growth Boundaries, Goals and Policies that: speaks to the value of coordinated "land use planning in urban growth boundary areas, including...open space, public infrastructure and other matters affecting orderly development" (UGB.Goal 3). Demonstrate that the proposed amendment is adjacent to and contiguous with the existing 1-25 MUD Area Map. Sandstone Ranch is located in the MUD area, east of County Line Road and south of SH 119. COLORADO SUBJECT: Sandstone Ranch - City of Longmont The Weld County Public Works Department has reviewed this proposed annexation for the Sandstone Ranch Master Plan. I have provided a set of drawings for Vista Commercial Center. The proposed annexation master plan is identifying two east-west access points which appear to match Vista View Drive and Skyway Drive within the Vista Commercial Center which connects to WCR 3.5. On the west side of the property, an access from State Highway 119 is identified. Please send a referral to the Greeley CDOT office, Attention Tess Jones or Gloria Idler, to verify any existing or future improvements at this location. When the property being annexed is developed, the historical storm water drainage patterns and runoff amounts must be maintained. The municipality should require the developer to perform a detailed engineering study that shows both the undeveloped and developed drainage patterns. Also, the drainage study should trace the route of off site discharge until it reaches a natural drainage course such as a creek or river. The developer should be required to mitigate any downstream impacts. The Fire District has no objections to a regional park being located within this area. If the park is developed within unincorporated Weld County, then the access to all areas of the park, and the water supply to any buildings within the park will need to meet the standards of the Fire District. Plans should be submitted to the Fire District for approval. If the park is developed after annexation to the City of Longmont and after removal from the Fire District, then the project will not need to meet the standards of the Fire District. The Fire District will continue to provide emergency services to the area until the area is annexed to the City of Longmont.
