HomeMy WebLinkAbout961620.tiff MINUTES 2 WELD COUNTY COUNCIL August 7, 1996 CI Tapes #52AB96, #53AB96 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Keenesburg Town Hall, Keenesburg, Colorado, Wednesday, August 7, 1996, 7:30 p.m. ROLL CALL: The meeting was called to order by President Stephanie Hayward. The following members were present, constituting a quorum of the members thereof: Vice President Pam Malcom, Councilman Ralph Campbell, Councilwoman Judy Curtis, and Councilman Jim Gardner. Also present: Weld County Health Educator Kelly Hoime, Bud and Sharon Hopper, Floyd and Virginia Scheel, Ronald Linnebur, and the Council secretary. APPROVAL OF MINUTES: Councilman Jim Gardner made a motion, seconded by Vice President Pam Malcom to approve the July 3, 1996 meeting minutes. The motion carried unanimously. ADDITIONS TO THE AGENDA: Invoices for mileage and a Council meal were added to the agenda under "Payment of the Bills." GUEST SPEAKER AND PUBLIC COMMENTS: Weld County Health Education Specialist Kelly Hoime Guest speaker Kelly Hoime spoke about the area's Community Task Force for Health Education. The Task Force has been focusing on drug and alcohol education, and activities for youth that deter them from drug and alcohol use. Ms. Hoime also explained other Health Department Community Assessment Projects that have occurred in Weld County. She explained how community assessments are conducted, and the resulting grass roots teams that have successfully made a difference in health issues in communities including Johnstown, Milliken, and Windsor. Ms,Aoime expressed concern regarding the cutbacks in federal funding for health purposes. The funding for the Weld County Immunization Program, rated number orie in the state, has been cut. Mr. Bud Hopper RE: Preparole Ballot Title Mr. Bud Hopper addressed the Weld Council regarding the proposals submitted to the Ballot Title Setting Board. Mr. Hopper requested that the August 19 Ballot Title Setting Hearing be held at the Budget Host Motel in Del Camino at 7:00 p.m.. President Stephanie Hayward placed the Citizens Action Committee's request under New Business. The Council secretary will contact members, and verify the attendance figure. CORRESPONDENCE: The Council reviewed the correspondence as listed on the agenda. COORDINATOR REPORTS: There were no coordinator reports. UNFINISHED BUSINESS: Signatures on Commissioners' Salaries Resolution Weld County Council members signed Resolution 109 setting the County Commissioners' salaries for the years 1999 and 2000. Publishing of the Second Quarter Report to the People and Weld County Newspaper of Public Record Beverly Thomas, Council secretary, reported that the Council paid $4.11 for publishing the July 3, 1996 Report to the People in the North Weld Herald. Publishing the same item as a legal notice in The Greeley Tribune would have cost approximately $80.00. President Stephanie Hayward expressed concern about accessibility of Weld County legal notices to County residents. It was decided that President Stephanie Hayward would make contacts within the County to clarify the bid process for publication of Weld County legal notices. President Stephanie Hayward and Vice President Pam Malcom would compose a letter to the editor of The Greeley Tribune regarding this topic if appropriate. Restaurant Invitations to Visit with Weld County Council Councilman Ralph Campbell outlined a suggestion that the Council prepare an invitation be distributed at the restaurant where the Council eats before its out-of- town meetings. The printed invitation would be to encourage Weld residents to interact with Council members while the Council is in Weld's outlying towns. Windsor's Harvest Day Parade September 2, 1996 The County Council decided to participate in the Windsor Harvest Day Parade on September 2, 1996. Councilman Jim Gardner will provide the vehicle for the parade. Council Open House for Council Candidates President Stephanie Hayward said that it was too late to have a pre-election Council open house. The Council agreed that the Council should hold an after-election County Council Minutes August 7, 1996 Page 3 of 4 reception. President Stephanie Hayward put "After Election Reception" on the September 4 agenda as Unfinished Business. President Stephanie Hayward and Councilman Jim Gardner said that they would not be running for reelection to the Weld County Council. NEW BUSINESS: Payment of the Bills Councilman Jim Gardner made a motion, seconded by Councilman Ralph Campbell, that the bills be paid as listed: North Weld Herald for 7/3/96 Mtg Legal Notice $ .98 North Weld Herald for 2nd Qtr Report to the People $ 4.11 South Weld Sun Subscription $10.00 Mileage for Ralph Campbell $ 7.02 Mileage for Jim Gardner $16.20 Mileage for Judy Curtis $23.22 Mileage for Bev Thomas $18.90 Council Meal President Stephanie Hayward $67.49 The motion carried unanimously. Citizens Action Committee Request Councilman Ralph Campbell made a motion that the Council request that the Board of County Commissioners change the venue for the August 19 Preparole Ballot Title Hearing from Greeley, to the Budget Host Motel in Del Camino at 7:00 p.m.; or recess the Greeley hearing for continuance at the Budget Host Motel at 7:00 p.m., August 19. This request is to enable and encourage citizen participation in the hearing process. Councilman Jim Gardner seconded the motion, and it carried unanimously. A letter is to be prepared and sent with this request as soon as possible. Thank You For Gordon Weichel, Jr. Councilwoman Jim Gardner made a motion, seconded by Councilman Judy Curtis, that the Council mail a thank you note with a $40. restaurant gift certificate to Gordon Weichel, Jr.. This would serve as a "thank you"for providing his truck, trailer, and time in helping the Council with the July 4 Stampede Parade. The motion carried unanimously: O Street Prison Facility in Greeley Virginia Scheel presented her concerns about the O Street prison facility under construction in Greeley. County Council Minutes August 7, 1996 Page 4 of 4 Secretarial Research Requests The Council gave permission to the Council secretary to order a "Please Sign In" sign to be used at future Council meetings. President Stephanie Hayward will laminate five legal-sized files for the Council's newspaper files. The Council's review of this matter was prompted by letters received from Weld County Commissioner Connie Harbert and Department of Social Services Head, Judy Griego. In the letters the County officials advised the County Council that a conflict of interest was perceived by a CDSI board member. Ms. Harbert and Ms. Griego had therefore notified the County Council as per the Weld County Home Rule Charter. The Council concluded that there was no direct personal benefit to either Commissioner Harbert or Ms. Griego from their service on the Board of CDSI. Commissioner George Baxter Speaks About November Ballot Issue Commissioner George Baxter was the guest speaker at the September 4, 1996 Weld County Council meeting at the Grover Town Hall. Commissioner Baxter outlined the history of the pre-parole prison proposal for the Del Camino area of Weld County. He said that local citizens opposed to the pre-parole prison had taken the issue to court several times. County citizens will have an opportunity to vote whether the proposed facility will be built. He felt it was important that all citizens understand that the County will potentially have to pay The Villa for their "vested rights" in the project, if the pre- parole facility is rejected by the voters. cbi 09 /0 Hello
