The proposed business use is an agricultural irrigation equipment sales and service. Irrigation pumps, pipe, poly pipe fittings and sprinkler heads will be sold as part of the business. Mr. Barnes will also rebuild pumps and repair pipes on the premises. An existing farm building will be converted to use as a shop for the repair and maintenance activity. There will be some pipe storage associated with the business, however the storage area is behind the buildings and trees and will not be visible from County Road 24. 1. How is this proposal consistent with the Weld County Comprehensive Plan? Agricultural Goal "Promote the development of commercial and industrial uses directly dependent upon the agricultural industry (e.g. commercial feed lots, farm implement dealerships, irrigation equipment companies)." The impact of feedlot or implement dealership uses is beyond comparison to the Barnes small irrigation business. However, the Barnes irrigation business is totally dependent upon the agricultural industry. This Goal promotes the development of irrigation equipment companies. 2. How does this proposal meet the intent of the zone district it is located in? Weld County Agricultural Policies "Agricultural zone districts shall be established and maintained to protect and promote the County's agricultural industry. The agricultural zone district is intended to preserve prime agricultural land and to provide areas for agricultural activities and uses dependent upon agriculture without the interference of incompatible residential, commercial and industrial land uses." That policy supports the Barnes irrigation business which is dependent upon agriculture. I 950415 1 3. How is this use compatible with future development as stated in the Weld County Comprehensive Plan? If yes, how? This property and the surrounding area is zoned Agricultural and the Comprehensive Plan projects agricultural uses for this general area. The Barnes agricultural irrigation business will be compatible with agricultural uses. 4. What type of uses surround this site? Is this request compatible with surrounding uses? This area is in various agricultural uses. Crop farming, livestock and farm homes occupy the areas north, east and south. The property on the west side is rural residential with greenhouses, a residence and farming. The Barnes irrigation business will have no detrimental impacts on these adjacent uses. 5. Is this property located within a - Flood Hazard zone, Geologic Hazard zone, or Airport Overlay zone - and does it meet these special requirements? This property is not in a designated flood plain, has no geological hazards and is not in an Overlay Zone. 6. What efforts have been made to conserve productive agricultural land? The Barnes agricultural irrigation business will not use any land which has been used for crop production. They will continue to farm the ground that has been in crop production. 7. How will public health, safety and welfare be protected? There will average less than 2 vehicle trips per day during the 5 month business operation each year. All on site work will be done in an enclosed shop building. There will be no off -site impacts that will negatively affect the health, safety and welfare of the inhabitants of the neighborhood nor the County. 8. What will the site be used for? The site will be used for crop production and the irrigation business. 9. How close is this site to other residential structures? This area is in various agricultural uses. Crop farming, livestock and farm homes occupy the areas north, east and south. The property on the west side is rural residential with greenhouses, a residence and farming. The house on the east side is the nearest to the shop building at about 600 feet. The distance from the shop to other residences in this vicinity are, south 900 feet, west 750 feet and north approximately 3/4 mile. 10. How many people will be employed at this site and what hours will they work, and; 2 950418 11. How many people will use this site? This business will operate from April through August. The rest of the year there are very few customers. The Barnes experience over a 10 year period at their previous location shows they average about 250 clients during the 5 month business operation. However, many of these clients are service calls and do not come to the shop. The business generates less than 2 trips per day during the 5 months business operation. Mr. and Mrs. Barnes operate the business and there will be no other employees. 12. What type and how many animals, if any, will be on this site? Presently the Barnes have no livestock and none will be brought on site associated with the irrigation business. 13. What type and how much, if any, operating and processing equipment will be utilized on site? No operating and processing equipment is involved with the irrigation business. 14. What type and how many structures will be erected (built) on this site? None as a result of the irrigation business. An existing building will be used for the shop. 15. What kind (type, size, weight) of vehicles will access this site and how often? Weld County Road 24 is the main access to the Barnes property. Mr. Barnes uses a pick- up truck for service calls and one semi -truck per season delivers pipe. Clients coming to the shop usually drive pickup trucks or cars. 16. Will this site use a septic system or public sewer facilities? The existing farm home is on a septic system. No additional sewage disposal facilities are necessary for the irrigation business. 17. Are you proposing storage or stockpile of wastes on this site? If so, what is the size and type proposed; and 18. How often will debris, junk, or waste be disposed of? By what means? No additional utility extensions are required to serve the business. Some scrap aluminum and steel is generated by repair work in the shop. This doesn't amount to much, usually between one and two tons. The waste is stored on a pallet or trailer and hauled to a salvage yard at the end of the season. 3 950418 19. How long will it take to construct this site and when will construction begin? No construction is required, an existing building will be used for the irrigation business shop. 20. Explain the proposed landscaping plans and erosion control measures associated with this site. None. 21. Explain any proposed reclamation procedures when termination of the Special Review use begins. None. 22. Explain the need for the proposed use (activity) in Weld County. The irrigation business will serve agricultural uses in this area. 23. Who will provide fire protection for this site? Mountain View Fire Protection District 24. What or who will provide water to this site? Central Weld County Water District serves the home. No additional service is required for the business. 25. How will storm water drainage be handled on the site? There will be no change in the historical drainage pattern. There is a location on the Barnes property that is screened by existing trees and shrubs. This location is north of the house and shop buildings and has access from an existing driveway. The Barnes' propose to use this area for exterior storage of equipment and pipe related to the irrigation business. This area is screened from view from surrounding residences and roadways.
