ning thence East three and one half miles to a point one half mile West of the Southeast corner
of section 34; thence North and along one half section lines for a distance of four miles to a
point one half mile east of the southwest corner of section 10--7--67 West ; thence East and along
section lines three and one half miles to the Southeast corner of section 7, Pp . 7N. , R. 66 W. ;

Windsor Justice Precinct No . 19 shall include all the territory lying within the Boundary lines
of North Windsor Voting Precinct No. 19 and also all the territory lying within the boundary
lines of Severance Voting Precinct No. 47 ; and that Justice Precinct No. 35 shall include all
that territory lying within and bounded with the boundary lines of Voting Precincts 35--45 and

The petition of Simeon Shupe praying for a rebate of taxes assessed against personal proper-

Coroner' s report of the inquest held upon George W. Van Olstyne, deceased was presented,
examined and on motion allowed for the amounts stated thereon.

OF REAL PROPERTY,
E, P . House came before the Board and stated that all of Section 5, Tp . 5N. ,
Range 56 West , Weld County, Colorado is now held by Weld County and that he desired to purchase
the interest of the county in said property and offered to pay the sum of $36 .80 therefor;
Upon investigating the matter it was found that said property was sold to Weld County in
1903 for the taxes of 1902 ; that said land is still held by Weld County under treasurer' s cer-
tificate No . 24 by virtue of said tax sale; that in consequence of said property being held
by said Weld County no taxes have been paid or collected thereon since the issuance of said cer-
tificate, and in order to place said property back upon the tax rolls it was thought best to dis-
pose of the same;
Therefore it was on motion ordered that the offer of Mr. E. P . House be and the same is .
hereby accepted and the County Treasurer be and he is hereby authorized and directed to issue
a certificate 'of sale for said land upon the payment of the said sum of 436 .80.

/// ,/ IN THE MATTER OF REDEMPTION CER-
TIFICATE FROM TAX SALE OF 1903 .
Myron B . Knowles , having filed his affidavit shaving that in 1903
he became the purchaser of tax sale certificate of Lot 2 Block 2 Take View Addition to the town
of Windsor, being certificate No. No. g, sales of 1902 ; that said certificate of purchase has
not been redeemed, but that said certificate of purchase has since been lost and after diliGent
search he has been and is still unable to find the same ; that said tax " sale is a cloud upon the
title to said land and he asks that the Board, by proper order entered of record, authorize the
County Treasurer of Weld County, to issue his certificate of redemption from said sale.
It further appearinG to the Board that said Myron B . Knowles has filed his indemnifying
bond in the penal sum of $4 , g8 to save and keep harmless the said County of Weld and all of its
officials from all damages that may be occasioned by said redemption without the surrender of
the oriGinal certificate of purchase, it was , on motion ordered that the County Treasurer be and
he is hereby authorized and empowered to issue proper redemption certificates for said real
estate from the: tax sale of 1903 upon payment of the proper fee therefor .
e � IN THE MATTER OF CHANGES TO BE MADE
AT THE GREELEY i, AND COUNTY HOSPITALS .
On motion of Coicanissi oner DeVinriy and Seconded by Commis-
sioner Wattenberg the following resolution was unanimously passed and adopted, viz--
WHEREAS, After an experiment of more than two years with the Greeley Hospital a thorough
investigation by this Board shows that the Greeley Hospital is not self supporting but constantly
shows a deficit , and
WHEREAS, This Board is very desirous of avoiding such deficit and placing the Greeley
Hospital on such a basis that its efficiency to the people of Weld County be increased and that
the institution be made self sustaining, and
WHEREAS, After due consideration and investigation tó decide upon some plan to extend the '
benefits of the Greeley Hospital to a greater number of the citizens of Weld County and avoid an
exp ens e to the County ;
THEREFORE BE IT RESOLVED AND ORDERED BY THE BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY,

COLORADO, FOR AND ON BEHALF OF SAID WELD COUNTY :
1st . That the Greeley Hospital and the County Hospit al , be and by this order are for all

business and practical purposes consolidated under the name and titke of the Weld County Hospital.
2nd. That the heretofore Greeley Hospital is by this order designated and named the Pay
Branch of the Weld County Hospital.
3rd. That the Treasurer of Weld County is hereby instructed to change the name of the
Greeley Hospital account on the Treasurer' s books to "The Weld County Hospital--Pay Branch" , and
that an receipts from the said above named "P€y Branch" of the Weld County Hospital shall be
credited to s ai d above named account on and after July 1, 1906 .
4th . That the Treasurer of Weld County is hereby instructed to transfer at the close of
business at the end of each and every month after July 1st, 1906 any and all money to the credit ar)e4it-
of the Weld County Hospital Pay branch to the Pauper fund account.

5th. That the Clerk of this Board be and he is hereby directed when dreinG any warrant
in payment for services rendered or supplies furnished that the same be drawn from the Pauper
Fund under the name of "Weld County Hospital--Pay Branch. "
6th That all parties applying for Hospital care at said Weld County Hospital--Pay Branch
must. pay one week in advance and continue to pay one week in advance during the time they re-
main in said hospital unless their expenses be guaranteed in writing by other responsible par-
ties
or friends ; in case of failure to comply with this rule the patient shall at once be ad-
mitted to the Pauper ward.

/9/ The Chairman of the Board, S . A. Bradfield, stated that the meeting had been called pur-
suant to the requirements of the statutes for the purpose of canvassing the vote cast at the
election held on Saturday, the ninth day of June, 1906, in the proposed, The Green City Irriga-
tion District , as ordered by the Board, notice of which was duly given and advertised pursuant
to said order, as required by law .
Whereupon it was moved by Commissioner Fritz Wittenberg, and Seconded by Commissioner
R W DeVinny, that the Board proceed to examine the proofs and determine whether or not notice of
said election had been properly advertised and Given as required by law and as commanded in the
order of the Board calling said election.
The said motion was put to a vote and the same was carried, all the commissioners voting
aye •
On examination of the proofs of publication it was found and determined that the order of
the Board callinG said election had been duly published and notice of said election duly and
regularly given as required py law and that all netters and things necessary to be done prior
to the holding of said election had been done and performed as required by law; a copy of the
notice cof said election as required by law having been duly published in The Greeley Sun a news-
paper of General circulation in said county; and thereafter the same was filed and is now upon
file herein, with due proof of its regular publication in all respects as required by law.
Whereupon it was moved by Commissioner R . W. DeVinny, seconded by Commissioner Fritz
Wattenberg that the Board proceed to open the returns and canvass the votes cast at the election
held in the proposed The Green City Irrigation District , to determine the question of whether or
not the territory within the county of Weld and State of Colorado, embraced within the B ound ari es
of said district as therein and in said orders of the Board and notice of said election set
forth, should be organized into an irrigation district to be known as The Green City Irrigation
District , and for the election of a board of directors in and for the various divisions of said
irrigation district4Y The motion of Commissioner DeVinny was put to a vote and carried, all the
commissioners voting aye .
Whereupon the returns were opened and the votes canvassed and counted from which it was
found that twelve votes were cast at said election, twelve votes of which were marked,
"Irrigation District , Yes , " and none of said votes were marked, "Irrigation District , No ; " from
which it appeared to the Board and was found by said Board that a majority of all the resident
free-holders who are legal electors in said proposed district and have paid property taxes in
the year last preceding said election have voted, "Irrigation District, yes ; " and

Thereupon the Board proceeded to canvass the votes cast in said district for directors and
found the f oll,owing result :
For Director in and for division No . 1 , E. V. Warner received 12 .votes .
For Director in and for division No. 2, J . T . Warren received 12 votes .
For Director in and for Division No. , 3, S . Sanford received 12 votes .
Commissioner Fritz Wattenberg thereupon presented the following resolution and order for
the ,consideration of the Board and moved its adoption by the Board, to-wit:
"WHEREAS heret of ore on the, fifth day of May, 1906 , at a regular meeting of this Board, there
was presented by E . V. Warner, John T . Warren and S . Sanford a petition signed by the said per-
sons and others , praying for the establishment formation and creation of an irrigation district
to be known as The Green City Irrigation District, together with proof of the proper publication
of- notice of the presentation of said petition to said Board, and
WHEREAS the matter of the establishment of the Boundaries of said district was adjourned
from said day for further consideration to and until the Sth day of May 1906 , and again by said
Board adjourned and continued until the tenth day of May 1906 , and
WHEREAS . said Board did at said last meeting held on the 10th day of May, 1906, duly fix
determine, form, create and establish the Boundaries of said rpoposed district ; and the said
Board did further at said time order an election to be held of all the qualified electors of
said district as by statute in such cases made and provided, for the purpose of voting upon and
determining whether said proposed irrigation district should be organized as by law required,, to
be held upon the 9th day of June, 1906, after notice thereof should be given as required by lav;
that said notice was given and duly published as by law required; that all matters and things
in and about the s ai.d el ect i on were done and performed pursuant to the said orders and pursu ant
to the authority of law; that the return of said election has been duly made and the votes east th
thereat duly counted and canvassed; that the said election held as aforesaid for the purpose of
determining the organization of said proposed district has been c arri ed and that a majority of
the qualified voters within said district have voted upon the said submission, "Irrigation Dis-
trict , yes , " said vote being as follows , to-wit :---
"Irrigation District, yes" 12 votes .
"Irrigation District, No, " no votes .
It is therefore ordered that in pursuance to the lair and in pursuance of said proceedings
and of the proceedings sad. se the pirooliodlingsk and orders of this Board and in pursuance of the
election and vote held and cast as aforesaid that the following described territory in the
county of Weld and State of Colorado is hereby declared to be duly organized as an irrigation
di strict under the name and style of "THE GREEN CITY IFRIGATION DISTRICT, " said territory being
shown and described by the plat filed herein this day, a copy of which 1,s to be duly certified
by the Clerk of the Board of County Commissioners of the County f f Weld and State of Colorado,
and be immediately filed for record in the office of the county clerk and recorder of the said
county of Weld and State of Colorado, the said territory so organized into said irrigation dis-
trict , being situate, lying and being wiin the Boundaries which are hereby established, fixed
formed, and created as the boundaries of said, The Green City Irrigation District, to-wit :
Commencing at the South Bank off; the South Platte River on the section line between sections

seventeen and eighteen, township four north, range 62 west , and extending south along said sec-
tion line to the south line of the right of way of the Bijou ditch as the same is laid out and
c ouns trutt ed across said sections ; thence following the south line of the right of way of the
Bijou ditch by various meanderings , courses and distances , to a point on the center line of sec-
tion twenty-five, township four, north, range 61 west of the 6th P . M. ,, about 500 f e et south of
the north line of said section twenty-five, where said right of way of said ditch crosses said
line ; thence North along said center line of said section twenty-five, to the north line of said
section twenty-five.
Thence West along the section line on the north side of section twenty-five, to a point on
the north line of section 26, in said Township Rad range 1320 feet east of the west line of said
section 26 ; thence north to the Putnam ditch as now constructed; thence west along the south line
of the right of way of said ditch to the point where the right of way of said ditch crosses the
center line of section twenty-two, Township 4 North, Range 61 west ; thence south to the South
quarter corner of said section twenty-two; thence west along the south line of said section 22, to
the southwest corner of said section 22 ; thence south along the west line of section 27, town-
ship four north, range 61 west to a point 66o feet north of the quarter corner common to sections

across section 21 , Township 4 North, Range 61 West ; thence along the south bank of said right of
way of said Putnam ditch by various courses and meanderings , and distances , to the point where
said ditch crosses the center line of section 19, township 4 North, Range 61 west ; thence south
on said center line to the center of section 19; and thence west to the west quarter corner of
said section nineteen; thence south to the North line of the right of way of the said Bijou
ditch; thence west by various meanderings , courses and distances along the North line of the
right of way of said Bijou ditch to the point where the north line of said right of way crosses
the west line of section twenty-two, township four north, range 62 west ; thence North on said
section line to the south bank of the South Platte river; thence by various courses , meanderings
and distances along the south bank of said south platte river to the point where said bank of said
river crosses the west line of section 16 , Township 4 North, Range 62 West ; . thence South along
said line to the north line of the right of way of the Bijou Ditch; thence west along the North
line of the right of way of said ditch to the place where the same crosses the west line of
section 17, township 4 North, range 62 West, and thence south slong said line to the place of
beginning.
It is further ordered and declared that from the canvass of the votes cast in the several
divisions of said district for directors of said district and of the several divisions thereof ,
it appears that the following persons having' received the highest number of votes cast in the

That said persons are hereby declared to be the duly elected and qualified directors of
The Green City Irrigation District and authorized and directed to exercise, hold and discharge
their offices as such until their successors are duly elected and qualified and chosen by The
Green City Irrigation District , and said directors so elected at said election shall hold office
until their successors are duly elected and qualified as required by law, as aforesaid.
It is Further ordered that a copy of this order including the plat or plats of said The
Green City Irrigation District filed herein duly certified be immediately filed for record and
recorded in the office of the County Clerk and recorder of the County of Weld, and State of
Colorado, the said order to be given and certified under the seal of the Board and signed and
attested by the chairman and Clerk of the Board of County Commissioners in end for Weld County,
Colorado.
The motion of Commissioner Fritz Wattenberg for adoption of the above resolution was then
duly seconded by Commissioner R. W. DeVinny, and being put to a vote, was unanimously adopted,
all the commissioners voting aye.

A, petition signed by Harvey E. Witwer and others , being two
thirds of the freeholders, praying for the vacation of the following described line of road, viz : -

Beginning on the public highway number 231 as now laid out and established on the section
line between sections 18 and 17, Township 5 North, Range 65 West, at a point 30 feet south of the
Northwest corner of said section 17, on the south line of the public highway intersecting said
section line at said point ; thence south 340 . 6 feet ; said road for said distance sought to be
vacated being 30 feet wide on each side of said section line.

The Board of County Commissioners of Weld County Colorado having carefully considered the
petition herein, as well as the objections thereto, FIND said petition correct in form and that
not less than two thirds of the freeholders, owning land adjoining said road, or

to be vacated, have signed said petition; that if said road be vacated no adjoining land owned
by other than the signers to said petition will be left without an established public road con-
necting it with another established public road, and upon motion it was ORDERED that said pe-
tition be granted, and said highway declared vacated. The Clerk is directed to record the
petition, issue and have posted notices of such vacating and notify the Road Overseer of the
district to close said road as by law required.

Commencing at a point 480 feet or 160 yards east of the S .W. corner of the S . r.4- of section
21 , Tp. 5N . , Range 67 West ; thence running due East about 1440 feet with center of road 30 feet
North of the South line of said S . E.4 of . said section 21 , thence in' a Northeasterly direction
about 480 feet ; thence East about 160 feet ; thence southeast for a distance of about 240 feet
to the S . E. corner of said section 21 ; thence due East one mile to the S . E. corner of section 22,
Tp . 5N . , R. 67 west--The center of the road for the last one mile being the section line between
said section 22 and 27. The first 480 feet at the point of beginning being already gr ant ed and
known as County Rodd No. 121 the same having been granted July 11 , 1gg2.

C . M. Ireland appeeared before the Board and stated that the undivided one

In Compliance with an Act of the lams passed at an extra session' of the
Thirteenth General Assembly of the State of Colorado, entitled "REVE 'UE" to provide for the better
assessment end collection of Revenue, etc. (See Section 110, Page 104, Session Laws of 1902 ) and in
accordance with the reports of the State Board of Equalization for the year A. D. 1906, the follow-
ing resolution was on motion unanimously passed and adopted, viz : --
BE IT RESOLVED AND ORDERED By the Board of County Commissioners of. Weld County, Colorado that
the following distribution of mileage and valuations thereof of the. several Railway, Telegraph and
Telephone lines , Sleeping and other Car Companies be and the same are hereby ordered made to the
several school districts and municipal corporations within the County and State aforesaid and en-
tered in the records of the proceedings of this Board .
AND IT IS FURTHER ORDERED That a copy thereof be furnished to the County Assessor directing

the date of the meeting of the County Board of Equalization. Said notice to be published in the
Greeley Sun in its issues of August 24 and 31, A D. 1906 .
b IN THE MATTER OF COUNTY CLERK' S SEMI ANNUAL REPORT.
The County Clerk presented his semi-annual
report for the six months ending June 30, 1906, showing the financial condition of the County
together with the standing of the several State, County, School Districts and Town funds, and
after carefully examing the same, it was on motion ordered approved and that portion usually
printed was ordered published and the Statement, in duplicate, showing the standing of the
several state funds was ordered signed by the Board and one copy thereof placed on file and the
other one forwarded to the Auditor of State.

Hon. W. L . Clayton, J .M.B . Petrlkin, I .
Rothschild and several others , a committee from the Greeley Commercial club appeared before the
Board and urged that an appropriation be made for the purpose of advertising the resources of
Weld County; after listening to oral argument by different members of s said committee; taking
into consideration all points made, and fully believing that en appropriation from the county
would be of material benefit to each and all the taxpayers thereof, it was on moti on ordered
that their request be Granted, and that an appropriation of $100 . be and the same is hereby made
with the understanding that the same will be used in securing an agricultural exhibit for adver-
tis ing the resources of said county.

George J . Spear, representing The Colorado State Fair Associ-
ation, appeared before the Board and asked that an appropriation be made fnr the purpose of col-
lecting Agricultural Exhibits to be used in Advertising the various resources of Weld County at
Pueblo from September 10 to and including September 14, 1906; after carefully considering the
matter and being fully advised in the premises, on motion ordered that the request be granted
and that an appropriation of $60 . be and the same is hereby made,

Report of S . P . Bryant, C . H . Rea and Fritz Wattenberg viewers
appointed April 7, 1906 to view the following described line of road, viz: --
Commencing at the terminus of what is designated as County Road No. 443 on the halF section
line running East and West through section 36, Tp. 5N. , R. 6 West and . section 31 . Tp. . 5N. s. R. 66
West and running thence south for. a distance of about 1320 feet ; thence running in a Southeasterly
direction about 250 feet to a point about 1200 feet north of the Township line . on on the south
side of section 31 thereof And about 200 feet east of range line between said sections 36 and 31 ;
thence ,South and p ral l el with range line a distance of about 2640 feet the same being about
1320 feet south of the North line of said section 6, Tp. 4N . , R. 66 West and about 200 feet East
of the range line; thence on a curve in a southwesterly direction and a southeasterly direction
LN o for a distance of about 1500 feet to a point about 300 feet east of range line and on one half
o section ,line of said section 6 ; thence south and southwest and crossing range line to a point

The Board having carefully considered the report of the viewers herein, as well as the ob-
jections made thereto, and finding the report correct as to form, and believing the public good
requires the laying out of the road as recommended by the viewers, it was on motion ordered that

the report be approved and adopted and the road 'therein described and recommended by the viewers
be and is hereby declared a public highway. . The clerk is directed to record the report , plat the
road , draw warrants in favor of parties for damages Larded , and cause notices to be posted of the
opening of said road and notify the road overseer 'of the proper district to open the same to
travel in sixty days as required by law ,

1 Festival committee , appeared before the Board and requested that the county donate $200 .. to said
committee, the same to be used toward advertising the resources of the county. After carefully

‘9f the $100 . appropriated to the Greeley Commercial club be taken from said appropriation arid
extended to said Weld County Harvest Day Festival Committee . The clerk is directed to notify

WHEREAS , It is deemed advisable and expedient and for the best interests of Weld County

others praying for a county Road sixty feet in width and described as follows , viz : --
Commencing at the Southwest corner of the S .W.-k of section 32, Pp . 1N . , R. 67 West and
run North Three ( 3 ) miles to the Northwest corner of the N .W. - of section 20, Tp . 1N . , R. 67
West . Said road to be not less than sixty feet in width, 30 feet on each side of the section.

It appearing to the Board that the right of way for the line of road prayed 'for is not all
granted, and Fritz Wittenberg having deposited 15. to pay the expense of viewing in case said
road be not granted, on motion it was ordered that Commissioner Fritz Wattenberg, J . 144 Stolz
and John StIeber be and they are hereby appointed viewers to meet at the starting point . at 10 :
o ' clock a. m. Monday the 17th day of September, A. D. 1906 and view the line of road herein
prayed for and file their report thereon, as required by law, with the County Clerk ten days
before the next regular meeting of Vie Board. William MorGan is hereby appointed to post the
notices as required by law.

Commencing at the terminus of the old county Road in the c exit er of the N . W.i of section 8,
Tp. 3N . , R. 6g West and run thence due West and along the quarter quarter section line a dis-
tance of one quarter of a pile to the section line between sections 7 and 8, Tp . 3N . , R. 68 ;
thence south one quarter of a mile and along section line between the S . E. N . E. ? of section
7, and the S .W.*. T . f.* of section 8 to the one half section line running east and west through
the center of said sections 7 and 8 ; t hence running due west one mile and along one half sec-

when the following action was taken and entered of record, to-wit : --
The Board having carefully considered the report of the viewers herein, as well as the
objections made thereto, and finding the report correct as to form, and believing the public
good requires the laying out of the road as recommended by the viewers , it was on motion
ordered that the report be approved and adopted, and the road therein described and recommended
by the viewers be and is hereby declared a public highway . The Clerk is directed to record. the
report , plat the road, draw warrants in favor of parties for da,' ages a ,carded, and cause no-
tices to be posted of the opening ,f said road, and notify the road overseer of the proper
district to open the sRrne to travel in sixty clays as required by law.
