We have reviewed the above applicant's request. The Eaton School District has
a process in place addressing growth within the District.
As outlined in their "Use by Special Review Questionnaire" question 5d indicates
there will be 2 houses on the site.
I have enclosed information that requests either a dedication of land or payment
of a cash amount in lieu of land from the applicant.
Should the applicant decide to build these residences on the Site Specific
Development Plan we would like to discuss with the nature of their request and
how the Eaton School District will accommodate the increase in student
population from this request.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review Standards. Our requirements are as follows:
1. Access: The Colorado Department of Transportation (CDOT) has jurisdiction over all accesses to
the state highways. Please contact Gloria Hice-Idler or Tess Jones at the Greeley office to verify
the access permit or for any additional requirements that may be needed to obtain or upgrade the
permit. The applicant shall indicate, on the plat, type of right-of-way or easement, dedication,
or a deed to provide adequate access to the parcel. Section line accesses are considered
private lanes with no county maintenance.
3. Road Maintenance: The right-of-way or easement shall be a graded or drained road to provide all
weather access.
4. Noxious Weeds: Pursuant to Ordinance 169A, if noxious weeds exist on the property or become
established as a result of the proposed development, the applicant/landowner shall be responsible
for controlling the noxious weeds.

Environmental Health Services has reviewed this proposal for a fishery. We have divided our
response into proposed Conditions of Approval and Development Standards.
Proposed Conditions of Approval are as follows:
1) The applicant shall obtain a Colorado Discharge Permit System Permit, for aquatic animal
production, from the Water Quality Control Division of the Colorado Department of Public
Health and Environment. A copy of any permit shall be submitted to the Weld County
Department of Public Health and Environment.
2) The applicant shall submit a handling plan to the Weld County Department of Public Health and
Environment, for review and approval, that describes how fish excrement will he stored,
handled,and disposed. In the event that the excrement will be land applied,the plan should also
describe how the operation will prevent nuisance conditions and how the excrement will be
applied at agronomic rates.
3) The applicant shall obtain or amend all appropriate well permits for the operation and the
proposed residences from the Colorado Division of Water Resources.
4) The applicant shall submit a waste handling plan to the Environmental Health Services Division
of the Weld County Department of Public Health and Environment. The plan shall include at
a minimum, the following:
1) A list of wastes which are expected to be generated on site ( this should include
expected volumes and types of waste generated.
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed(including the facility
name, address, and phone number).

Proposed Development Standards are as follows:
1) All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-
20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
4) Fugitive dust shall be controlled on this site.
5) The maximum permissible noise level shall not exceed the residential limit of 55 db(A) as
measured according to 25-12-102, Colorado Revised Statutes.
6) Individual sewage disposal systems are required for the proposed residences and shall be
installed according to the Weld County Individual Sewage Disposal Regulations.
7) The facility shall comply with all provisions of any discharge permit issued by the Water
Quality Control Division of the Colorado Department of Public Health and Environment.
8) The applicant shall comply with all applicable requirements of the Colorado Division of
Wildlife.
9) Any fish excrement applied to the land shall be applied at agronomic rates. Records shall be
maintained to demonstrate that the excrement has been applied at agronomic rates.
