All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. The existing Emission Permit must be modified indicating the relocation of the operation. 3. No permanent disposal of wastes shall be permitted at this site. 4. Waste materials shall be handled and stored in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 5. Fugitive dust shall be controlled on this site. 6. The maximum permissible noise level shall not exceed the light industrial limit of 70 db(A), as measured according to 25-12-102, Colorado Revised Statutes. 7. The facility shall provide port -a -potty facilities during periods when the site is in operation. 8. No on -site disposal of produce of any type shall be permitted at anytime. Produce shall be handled and stored at the facility in such a manner so that no nuisance is created by odor, blowing of debris, fugitive dust, or spoiled produce on or around the facility. The location of the parcel of land for which this application has been submitted is east of and adjacent to Weld County Road 13 and south of and adjacent to Weld County Road 32. The application is submitted to you for review and recommendation. Any comments or recommendation you consider relevant to this request would be appreciated. Eastin, Current Planner April 19, 1995 Date a Subject: Don Carroll, Project Coordinator USR-1082, Strkich Equipment Company The applicant has requested for a Site Specific Development Plan and Special Use Permit for an agricultural and sugar beet receiving station. I have visited the site and have the following comments: The existing sugar beet receiving station was located directly south of the new proposed facility. The existing area was subdivided into a housing community then annexed by the Town of Mead. The two original accesses need to be abandoned at the existing sugar beet site to minimize accesses on to WCR 13 from the housing development. The applicant has requested two new accesses from WCR 13 to the facility, one access being an entrance, the other being and exit. i Both of these access points would require a large culvert to accommodate the existing drainage in place: Our traffic count records are indicating 700 to 800 vehicles per day. We have done extensive repair on WCR 13 between the existing entrance to the beet receiving station and State Hwy 66 due to heavy hauling from this location. The County still maintains WCR 13 from St. Hwy 66 north through the facility even though the Town of Mead has annexed the SW 4 of this section. The County will not allow parking on the side of WCR 13 or staging of any beet trucks on the shoulder prior to entering the facility. On WCR 32, there is no access proposed in the 600' section in question. There are two accesses directly east and across the street from the farm houses. These are accessing tank batteries and well heads. If excessive hauling occurs in WCR 32, the applicant may be asked to provide dust control in front of the houses adjacent to the facility. A stop sign needs to be placed at the exit point to provide additional safety., There is a good possibility with the volume of truck traffic entering and existing the facility of tracking large volume of mud and debris on to WCR 13 causing a possible maintenance or safety problem. Bastin, Current Planner Dept. of Planning Services Weld County Administrative Offices 1400 N. 17th Ave. Greeley, CO 80631 WELD COUNTY PLANNING p JUN 2 0 1995 EC[ I V E Dear Shani: We have reviewed the application for the Sugar Beet Receiving Station to be located in the southeast corner of Weld County Road (WCR) 13 and WCR 32 approximately one mile north of the intersection of State Highway (SH) 66/WCR 13. The Department's interest in this development is in regard to the traffic to be generated by this use and its impact upon the state highway. We have received several inquiries regarding the safety of that intersection, the accident history at that location, and the probable impact that increased traffic will have. Traffic information was provided in the review package. The projections seem to be conflicting. Don Carroll's memorandum dated April 19, 1995, states that 700 to 800 vehicles per day will come to this site. There is no specific address made of the direction of travel to and from this site. There is also no address made of the impact of this traffic upon the State Highway System, specifically the intersection of WCR 13 and SH 66. My SH 66/WCR 13 site visit indicates a narrow paved roadway on WCR 13 and minimal radii, which do not, at this time, provide adequate turning radius for the large agricultural vehicles which frequent that intersection. There are minimal shoulders and deep ditches immediately adjacent to the intersection, culverts end very near the edge of shoulder, and the flow line is approximately four feet below the pavement grade. A sign also exists at the fence corner. The trees, fence, and string of utility poles at the right-of-way do not obstruct southbound vehicle site distance from the normal distance of 10 feet back from the intersection for vehicles stopped preparing to pull out onto the highway or cross the highway- However, lavehirge er vehicles which turn at the intersection require waiting which are southbound on WCR 13 to.back away from the intersection in order to allow the large vehicles to make their turn. This is due the proximity of the culverts, the narrowness of shoulders, and the lack of adequate radii. The lack of auxiliary lanes, adequate shoulders, and proper radii require all turning maneuvers at the intersection to be made at a very slow speed, disrupting high speed_traffic on SH 66. There is no address made of the current traffic onorthbound ddontWCR 13 at SFt 66. Please be advised that if this proposal po he sugar beet receiving station increases the currentintersection use by more than 20 percent, the Department strongly improvements to the existing intersection configuration. The conditions which exist at this intersection are currently not standard for the vehicle types. Please be reminded that the State Highway Access Code (Code), which governs access to SH 66, assigns the responsibility for vehicular use and operation of this intersectionnatosn to the the appropriate local authority. The app county currently maintains WCR 13. Section 2.10.4 of the Code reads as follows: Vehicular use and operation of public accesses (county roads and municipal streets) to the state highway is the responsibility of the appropriate local authority. The local authority should maintain access conformance with the code to the extent feasible and practicable within statutory and public funding limitations. The local authority contributions fund any necessary improvements by requiring from the primary users of the access or as off-site iteafet subdivision improvements necessary for the pp' cnd fetyion pursuant to section 30-28-133 and 133.1, 31-23-201 to 227, C.R.S., or other available public funds. We have reviewed accident history at this intersection. My most comprehensive report provides information from January 1990 through December 1994. That accident report identifies to total accdnts, no arelaecombinationaoftbroadaside rear -end, and approach . The intersection of SH 66 to WCR 13 does not appear to be a high accident location; although, a flashing beacon does exist for this stopping traffic on wCR 13 indicating that this location has been recognized as a potential hazard. Again the Department states our position that the intersection currently is not in conformance with the Code and recognizes that backing maneuvers for use of the intersection by large vehicles presents a hazardous and unsafe condition for both the intersection traffic and the through traffic on SH 66. If the County determines that access improvements can be made (as it appears they are warranted) a state highway access permit must be obtained through this office.
