The assessment percentage for residences is projected to be 9.74%. Generally, all other property is assessed at 29% of actual value (39-1-104(1) and (I.5)(a), C.R.S.). A change in the projected residential assessment percentage is not grounds for appealing property values or abatement (39-5- 121(1), C.R.S.) Assessed value for oil & gas production is 87.5% primary and 75% secondary. Appraisal data used to establish value were gathered from the 18 month period ending June 30 1996. If data from that period were insufficient, data from the five year period ending June 30 1996 were used. Your property was valued as of January 1 of the current year. The "current year actual value" represents the actual or market value of your property. The tax notice you receive next January from the treasurer will be based on that value. DOCUMENTATION - REASON FOR REQUESTING A REVIEW: ATTACHMENT TO APPEAL NORRIS, RICHARD H & MARGARET L 1. This home is less than 35% brick veneer and should not be classified as "Frame Masonry Veneer." Changing this information would decrease the cost per SF according to the Weld County, Office of County Assessor Appraiser. This change was not made in the records nor is there any indication it was considered in the appeal process. 2. Re: Time Trended Sales. During my discussion with the Appraiser it was agreed that sales in Westmoor Acres did not rise continuously during the 18 month period identified but leveled off toward the end of 1995 and remained level into 1996. Also, as far as I can determine, any increase during this period did not come close to the 20+% that we were assessed. 3. The Appraiser stated that he thought this property was "over valued" and would do a "market study" before rendering a decision on this appeal. There is no indication in the "Notice of Denial" that a market study was accomplished. 4. The recorded sales of eleven "comparable(?)" residences in Westmoor Acres averaged $111,891 for the 18 month period identified (prices ranged from $83,000 to $142,000; dates of sale from 2/95 to 5/96.) 5. Our valuation increased 28.3% (land 33.3%; improvements 27.5%) for 1995 and 22.2% (land 25%; improvements 21.7%) for 1997. I have found no data for Westmoor Acres that supports an average increase in Market Values of 12.6% per year for the last 4 years (28.3% + 22.2% / 4 = 12.6%.) This hearing will be held at the Weld County Centennial Center, 915 10th Street, Greeley, Colorado, in the First Floor Hearing Room. A number of hearings have been scheduled at this time; peitioners will be asked to sign in with the Clerk upon arrival, and cases will be heard on a first come / first heard basis. You have a right to attend this hearing and present evidence to the Board in support of your petition. The Weld County Assessor or his representative will be present.
