All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. The maximum permissible noise level shall not exceed the light industrial limit of 70 db(A), as measured according to 25-12-102, Colorado Revised Statutes. 5. The toilet facilities in the house shall be available for employees and patrons of the repair shop. 6. The existing house septic system is required to be reviewed by a Colorado Registered Professional Engineer and a copy of that review submitted to this Division. IN the event the system is found to be inadequate, the system must be brought into compliance with current I.S.D.S. Regulations. Corner SH 52/WCR 41 1 1/2 Miles W. of Hudson November 15, 1994 Mr. Todd Hodges - Current Planner Department of Planning Services Weld County Administrative Offices 1400 N. 17th Avenue Greeley, CO 80631 Dear Todd, The Arthur and Patricia Boyd Site Specific Development Plan and Special Review to add an auto repair shop has been reviewed. We offer the following comments: RIGHT-OF-WAY The plan shows a 50 foot right-of-way south of the section line and does not indicate the relationship of the section line to the state highway centerline. Projected traffic on SH 52 indicates the need for a 150 foot total ROW, with 75 feet each side of the highway centerline. Additional width to meet the projected need should be protected by reservation or, preferably, dedication as permitted by County regulations. ACCESS The plan shows and describes two existing accesses to SH 52. Items H and I of the Special Review address those two existing driveways and future traffic to the site. Item F addresses the number of employees. The information which has been provided does not include existing traffic information. It is not possible without a comparison of those two volumes to make a complete review of this proposal. Access to the state highway system is governed by the State Highway Access Code. Section 2.10.3 defines the term "change of use" of property. If it is determined that the increase of traffic is more than 201 over the existing volume, the Department should be contacted in order to review access. We have the opportunity and the obligation to bring access to a property into conformance with the Code if a change of use is anticipated. That conformance could require closure and/or improvements to existing accesses which would be authorized by a State Highway Access Permit. That permit is obtained from this office. If you determine that the traffic volume is increased more than 20%, I recommend that you contact Ms. Gloria Hice-Idler at (303) 350-2148 in order to arrange a site visit.
