Guests: Bill Ramsel Members Absent: Representatives Tri-Area Ambulance, WCFCA President, Weld County OEM Office, Sector 1 Representative. Chairman Cloyd Conley called the meeting to order at 1840 with the following members as listed above in attendance. The minutes from September 9, 1999 were approved as written. The following reports were given: Jim Campain, Physician Advisor. • Contract•still under revision and will be distributed prior to the next meeting. • Kersey EMT on Board and-doing well with CME training being conducted. EMS Coordinator— Barb Foster • EMS County Plans mailed in with revisions two weeks ago. Will not hear back until November as it goes to committee. • Schedule for CME in 2000 was mailed out last month. • Winter schedule at Aims is in the works and will feature continued potpourri for EMS providers. • County CME issues were addressed at the Weld County fire Chiefs meeting. There next meeting will be held on December 8th at 7:30 p.m. and will feature a presentation by the communications center. If you have issues with CME, need to contact Barb. • State EMS — new curriculum for EMT-I and EMT-P will be released to the training centers by fall of 2000. The Anatomy and Physiology pre-requisite debate goes on. No transition course will be required, as there has not been a change in scope of practice. Weld County Ambulance — Gary McCabe • Rumor— NE Colorado ATAC may be split. Next Tuesday ATAC meets in Estes Park and Gary will try to attend. Mitch•Wagy is representative from here. State is in favor of seeing this regionalized. If it does split, may be forced to move into Denver Area. More to come. QgL,�pQ0. 1 1/4, 992730 • State QA training well done. Basic but covered a lot in short period. Additional training due to response will be conducted. • WCA bought another Braun Ambulance — bigger and better with on board computer and ability for self-diagnosis of vehicle problems. • NE Coalition of Educators and Ambulance Agencies in this area will explore county and educational boundaries. Looking at joint protocols and sharing of personnel and operations along the border. Communication has become a key component of this committee. • 5 year 2000 budget approval by commissioners. Impact of Medicare will come into play by February— some agencies have already felt the impact. • Carol Brom with NEJC is looking for contract negotiations for EMT-I's. WCA is rapidly reaching saturation point with students. And don't want to dilute system thus keeping agency from keeping their own skills up. Looking for alternatives. • Looking at Acts Allowed and Physician Advisor in allowing WCA to carry and use additional procedures and drugs. • Would like to have Council address the proposal to have all physicians within the county to adapt the DNR forms. Education is needed along these lines, as there is still confusion between living wills and DNR's. State has training package for CPR directives. Meetings need to be scheduled with heads of nursing homes, etc. to encourage their usage of the standardized form and what to dci when the patient arrests that has one. Gary will talk to the commissioners about this undertaking. Communications Center— Jim McEachron • Back up site up and operative. Would take a catastrophic event to knock out all the back up, which have been put into place. • EMD training —working the Doug Round and UCFRA to put together a power point presentation to expand the overview of EMD. Excellent review— Hudson next week and then LaSalle. Allows use of the cards so responders can gain a better understanding of the EMD process. • Three new dispatchers have been hired. WCFCA Sector 4 —Yvonne Duarte • Platteville got their AED. • New Brush and Rescue truck on board. WCFRA Sector 2 —Marlene Richter— no report WCFRA Sector 3 — Gary Sandau— no report Welcome to Julie Klein — new department head in the ED at North Colorado Medical Center. UCFRA— Clcyd Conley • Thanks to Barb for EMS Plan • ISO will be here in two weeks — currently rated at 3 —would like to stay there. • Would like to improve Western Hills from 9 to 7.
