SUBJECT: USR-1182; City of Longmont, BMX Bike Racing Track
The Weld County Public Works Department has reviewed this proposal; the following requirements are
recommended to be a part of any approval:
COMMENTS:
WCR 26 is designated on the 1-25 Mixed Use Development Area Comprehensive Plan as a two-lane/Collector
Status Road requiring 80-feet of right-of-way at total build out, there is presently 60 feet. WCR 26 between WCR
1 and WCR 3 has an average daily traffic count of 168 vehicles in a 24-hour period, from 1996. This facility falls
within the Mixed Used Development Plan area and should follow these guidelines.
The existing BMX bike track is located directly south of the Union Reservoir Complex and is maintained and
operated by the City of Longmont. The existing facility was being used at the time of my field site investigation.
The main access point is through a double gated fenced area which appears to have adequate parking in two
different locations to accommodate users of the facility. For special events, there is overflow parking directly across
the street in the City of Longmont's Union Reservoir Complex paved parking facility. No staging or parking will be
allowed along WCR 26.
No culvert will be required at the access point.
REQUIREMENTS:
A 10-foot dedication adjacent to WCR 26, on your side, will be required for future widening of WCR 26 to match
the MUD Area Comprehensive Plan Structural Transportation Network cross section.
In Policy#5 of the MUD, new development should demonstrate compatibility with the existing surrounding land use.
The existing Union Reservoir Recreational Area parking lot is hard surfaced. The internal road system and parking
area are to be hard surfaced to accommodate traffic utilizing the facility. Once this has been done, the applicant
needs to demonstrate a Storm Water Drainage Plan that would accommodate any runoff from the hard surfacing
at this location. This could be accomplished through a retention or detention facility.

Environmental Protection Services has reviewed this proposal;the following condtions are
recommended to be part of any approval:
1) All liquid and solid wastes shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust,blowing debris, and other potential nuisance conditions.
4) Fugitive dust shall be controlled on this site.
5) The maximum permissible noise level shall not exceed the residential limit of 55 db(A) as
measured according to 25-12-102, Colorado Revised Statutes.
6) Adequate toilet facilities shall be provided for the public and volunteers.
7) A permanent individual sewage disposal system is required for the proposed facility and shall
be installed according to the Weld County Individual Sewage Disposal Regulations. Vault
systems shall be acceptable. The system shall be located near the proposed concession/storage/
scoring building. It shall provide a separate unit for both men and women.
A) The permanent on-site system (described above) shall be adequate for up to 100 daily
users of the facility. In the event daily use of the facility exceeds 100 patrons, separate
men and women septic systems shall be installed for every 100 daily facility users.
B) The facility may supplement the on-site septic systems with port-a-potty units for
temporary events where the existing systems are not sufficient for patrons of the
facility. The on-site systems shall be adequate for up to 100 daily users of the facility.
The facility shall provide one (1)port-a-potty unit for each additional 100 expected
patrons for temporary events.
C) If vault units are installed, they shall be maintained in a sanitary manner to prevent

nuisance condtions, such as odor,flies, etc. The vaults shall be pumped by a licensed

D) In the event the facility installs a sub-surface absorption septic system or other septic
system where disposal will occur on-site, those systems must be designed by a
Colorado Registered Professional Engineer.
E) The disposal of all sewage generated at the site shall comply with the Weld County
Individual Sewage Disposal System Regulations.
8) The facility shall utilize the existing public water supply.
9) The facility shall comply with the Rules and Regulations Governing the Sanitation of Food
Service Establishment in the State of Colorado (6CCR 1010-2).

I have reviewed the submitted material pertaining to Use by Special Review for a Recreational
Facility (BMX bicycle track) to be located adjacent to Weld County Road 26, 1/2 mile east of
Weld County Road 1 (Case Number: USR-1182). The property named is within the boundaries
of the Mountain View Fire Protection District and receives service from the District. The Fire
District does not object to the request to use this property for a BMX bicycle tract. Cooking
operations, for concession sales, are limited to food warmers, and micro-wave type activity
where no grease-laden vapors will be produced.

Recreation Facility(BMX bicycle racing track)
Gentleman,
This request is for a 15 X 30 foot building for storage. There is already a moto cross track on the
site. The total area of the site is two acres.
The soil on this site is classified as Nunn. These have severe limitations for small commercial
buildings because of shrink-swell problems. You may wish to do a larger footing because of this
type of soil.
Thank you for the opportunity to comment on the soil problems related to this property.
