The Weld County Public Works Department has reviewed this proposal,the following requirement is recommended
to be a part of any approval:
COMMENTS:
I have visited the site and have the following comments:
WCR 72 is designated on the Transportation Plan Map as a local gravel road and is maintained by Weld County.
Access to the recreational facility(rodeo arena), in an agricultural zoned district, will be from WCR 72 via an existing
privately maintained lane that would access the rodeo arena and adjacent residential structures. The access road
appears to have adequate gravel and accessibility to the site.
On the plat, the documented access to Lot B is designated as a 30-foot easement. This easement crosses existing
Lot A to serve Lot B. The access to the facility has adequate site distance in both directions.
I have checked the site for any problems with storm water drainage. The site appears to be fairly flat and any
drainage that may occur from the additional arena facility would flow to the east toward the drainage pattern. I have
no conflict with requiring a storm water drainage packet for this proposal.
REQUIREMENT:
The applicant needs to place, on the plat, a designated parking area to accommodate the maximum amount of
pickups, horse trailers, and passenger vehicles that may be utilizing the facility at one time.

Environmental Protection Services has reviewed this proposal; the following conditions are
recommended to be part of any approval:
1) The applicant shall remove, handle, and stockpile manure from the livestock area in a
manner that will prevent nuisance conditions. The manure piles shall not be allowed
to exist or deteriorate to a condition that facilitates excessive odors, flies, insect pests,
or pollutant runoff.
2) All liquid and solid wastes shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
3) No permanent disposal of wastes shall be permitted at this site.
4) Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions.
5) Fugitive dust shall be controlled on this site.
6) The maximum permissible noise level shall not exceed the residential limit of 55db(A)
as measured according to 25-12-102, Colorado Revised Statutes.
7) A safe source of drinking water shall be provided to visitors of the facility. Bottled
water shall be considered acceptable. In the event any well is used as a drinking
water supply, for patrons of the facility, it shall comply with the requirements of the
Colorado Primary Drinking Water Regulations (5CCR 1003-1).
8) A dust abatement plan shall be submitted to W.C. Health Department for review and
approval prior to operation. The facility shall operate in accordance with the approved
dust abatement plan at all times.
9) The riding arena shall be provided with permanent restroom facilities. A vault system
shall be acceptable. A septic permit must be obtained from the Weld County Health
Department and all Weld County Individual Sewage Disposal System Regulations
apply. The vault shall be cleaned out periodically by a Weld County licensed septic •
tank cleaner.
a) In the event the applicant chooses to install a conventional septic system, it
be designed in accordance with the Weld County Individual Sewage Disposal li EXHIBIT

10) The facility shall comply with the Confined Animal Feeding Operation Control
Regulations (5CCR 1002-81) and all applicable portions of the Weld County Z.
