The new federal All Families requirement rate has increased to 35% effective October 1, 1998. As you can see, our year-to-date figure is at 35.4%. Your staff is to be congratulated for their efforts to meet this increased rate, especially considering the average weekly hours has increased as well. The new federal requirement for the Two-Parent rate is now 90%. Our two-month average is well below that at 40%. Meeting the Two-Parent rate will definitely be a challenge.
