WELD COUNTY COUNCIL
May 3, 1995

The Weld County Council met in regular session in full conformity with the Weld County Home Rule
Charter at the Dacono City Hall, Dacono, CO at 7:30 p.m.
ROLL CALL: The meeting was called to order by Vice President Stephanie Hayward, and the
following members were present, constituting a quorum of the members thereof: Councilman Ralph
Campbell, Councilwoman Judy Curtis, Councilwoman Pam Malcom. President Jim Gardner was
excused.
Also present were County Engineer Drew Scheltinga, Dacono Mayor Linda Stepien, area residents,
and the Council secretary.
APPROVAL OF MINUTES: Councilman Ralph Campbell moved to approve the minutes of the April
5, 1995, meeting. Councilwoman Pam Malcom seconded; the motion passed.
APPOINTMENTS: Councilwoman Pam Malcom will try to attend the May 8, 1995, Elected Officials
Meeting. It was suggested that President Jim Gardner represent the Council at the May 16, 1995,
KFKA Coffee Break. Councilman Ralph Campbell would be the back up participant if President Jim
Gardner could not attend.
PUBLIC COMMENTS: Vice President Stephanie Hayward introduced County Engineer Drew
Scheltinga. Mr. Scheltinga gave a presentation explaining the procedures followed by the Road and
Bridge Department in establishing the work that it does. The bridge work, the pavement
maintenance work, the new construction (paving gravel roads), and the gravel road work were the
four major areas that he covered.
Residents had questions about the status of specific roads on the "to be paved" list. Mr. Scheltinga
urged residents to submit requests for paving, and to make certain that the facts that the County has
about specific roads are correct. He noted that complaints received from citizens are plotted on the
Road and Bridge maps and inspected by the Road and Bridge Department.
Other audience questions were discussed including the following:
Agreements regarding road repair and maintenance
Weld County's gravel pits and gravel pit policies
Noise, dust, and water level problems created by the County's gravel mining
The future of the County's gravel pit at WCR 24 1/2 and Service Road
The role of traffic counts and accident reports in County road work
Use of sand/gravel/cinder for icy roads
Beet receiving station on WCR 13
Weld County's access policies
Compliments to Road and Bridge personnel

In response to a citizen's request, Councilman Ralph Campbell said that the Council would find out if
all citizens of Weld County can vote on the new County jail.
Discussion was held regarding the need for governments to look for forms of revenue other than
property taxes. Vice President Stephanie Hayward said that she would start research on this topic.
CORRESPONDENCE: It was noted that President Jim Gardner had had a telephone conversation
with, and sent a letter to, Sharon Dunn of the Greeley Tribune, regarding newspaper coverage of the
County Council's meetings. Vice President Stephanie Hayward requested that President Jim learn
Ms. Dunn's reason for not attending the County Council's meetings.
COORDINATOR REPORTS: Councilwoman Judy Curtis addressed the gravel questions raised at
the New Raymer Council meeting. She noted that there was a printed County gravel policy. She
mentioned that Mr. Scheltinga had explained that gravel distribution was by need and that the County
gravel pits were on maps that are available to the public.
OLD BUSINESS:
July 4th Parade Car Banner
It was decided that all Council members will participate in the July 4th Parade. President Jim
Gardner will locate the vehicle, preferably a convertible, for the occasion. Councilman Ralph
Campbell moved that the Council purchase two banners appropriate for use in the parade. Cost of
the banners is not to exceed $100. Councilwoman Judy Curtis seconded and the motion passed.
Councilwoman Pam Malcom will proceed with the ordering and purchasing of the banners which will
state, 'WELD COUNTY COUNCIL - Voice of the People." The parade application needs to be
submitted by June 2, 1995.
Thank You Cards to Citizens Who Attend County Council Meetings
Sending thank you cards to citizens who attend the Council meetings was discussed. The majority of
the citizens present volunteered that they felt that saving money was more important than anyone
receiving a personal thank you. The current policy of sending thank you letters to the host community
will be continued.
Press Release After Council Meetings
The idea of the Council President preparing a press release summarizing each County Council
meeting was discussed. It was decided that this topic would be discussed further at the June Council
meeting.
First Quarter Report to the People
A draft for the First Quarter 1995, Report to the People prepared by President Jim Gardner was
discussed. Councilman Ralph Campbell moved to accept the Report to the People with the deletion
of the sentence regarding the April 3, 1995, workshop. Councilwoman Pam Malcom seconded; the
motion passed.

Citizens' Concerns RE: 71st Avenue
A report was given regarding President Jim Gardners research into the 71st Avenue Homeowner's
Coalition's letter to the Council. Consideration of 71st Avenue as a bypass route around Greeley was
not an activity of the Weld County Commissioners. The 71st Avenue Group has had a meeting with
the Weld County Commissioners. Mr. Scheltinga gave a brief history of this situation. The Council
asked that President Jim Gardner write a letter to the 71st Avenue Group in response to their letter.
NEW BUSINESS:
Payment of the Bills
Councilman Ralph Campbell added expenses totaling $47.64 to the bills printed in the agenda. There
was discussion about the cost and value of receiving the Loveland Reporter Herald. Councilman
Ralph Campbell moved that the bill from the Loveland Reporter Herald be removed from the list of
bills to be paid (canceling the Council's subscription). Councilwoman Judy Curtis seconded; the
motion passed. Councilwoman Pam Malcom moved to pay the bills as amended. Councilman Ralph
Campbell seconded; the motion passed.

Information was given to the Council members regarding the following items:
Colorado Counties' Conferences Schedule
Health Risk Appraisal for Weld County Employees
Toll -free Telephone Numbers to Weld County
Updated Home Rule Charter -1/25/95
ADJOURNMENT: As there was no further business the meeting was adjourned at 10:20 p.m.

PRESS RELEASE
June 14, 1995
In accordance with the Weld County Home Rule Charter, the Weld County
Council adjourned its June 13, 1995 meeting until June 16, 1995 when it will meet at 6
p.m. at Pepe O' Toole's Restaurant, 2726 W. 11th Street Road, Greeley, Colorado.
The June 16, 1995 continuation of the June 13, 1995 meeting is for the purpose
of preparing the Council's 1996 budget.
The public is invited to attend the Council meeting. Please call the Council office
at 356-400 ext. 4780 if more information is needed.
