COLORADO April 27, 1999 Thomas and Patricia Sanchez 1216 Rue De Trust Erie, CO 80516 Re: Request to Pave WCR 3 and WCR 12 Dear Mr. and Mrs. Sanchez: I want to thank you for your letter requesting the County consider paving the referenced roads. I have directed the Public Works Department to include these roads in the evaluation process for the Five-Year Roadway Capital Improvement Plan. I have also suggested the Department review the frequency of maintenance on these roads to determine whether the roughness issues you raised can be addressed. Weld County maintains approximately 3,300 miles of roadway; 2,600 miles are aggregate surface. As a part of the improvement plan noted above, Weld County plans to pave selected aggregate surfaced roads. We utilize a process which equitably evaluates all roadway candidates for paving. Obviously, our funding is limited when compared to the number of candidates. I assure you WCR 3 and WCR 12 will be fairly considered. If you have further questions on this issue, please contact Frank B. Hempen, Jr., Director of Public Works. Sincerely, BOARD OF COUNTY COMMISSIONERS Dale K. Hall, Chair cc: Frank B. Parkland Estates is in the most southwest section of Weld County just outside of Erie. This area is one of the fastest growing in Colorado. We are seeing rapidly increasing traffic. Parkland Estates has been in existence since the '70s and is a community that provides not only a high quality of life for its residents but continuing tax support for Weld County. Parkland was required by Weld County to pave our streets, and we now request that Weld County pave the connecting roads. County Road 3, south of Highway 52, provides access to Parkland Estates and Erie (once construction on bridge is complete). On the north side of the subdivision is County Road 12, which runs from County Road 5 (which is paved) to County Road 3. County Roads 3 and 12 produce not only a tremendous amount of dust, a continuing hazard to the health and safety of homeowners here, but a visual and consistent supply of air pollution harming our views. County Road 10-'/2 has been paved from Countyline (Road 1) to County Road 3. Just a few hundred yards to the north of this intersection is Rue De Trust, our community road, which is also paved. Many people won't go down County Roads 3 and 12 now because they are very dusty, rough and full of washboards. Therefore, these drivers cut through Parkland Estates via Rue De Trust to either County Roads 5 or 10-'/z. If the surrounding roads were paved it would diminish the "cut through" traffic. Parkland Estates is a family community, with residents waiting for school buses, jogging, walking (with or without dogs), and riding bikes and these "cut through" drivers pose a definite threat to their safety. Parkland's contact person for our homeowner's association is Kim Hughes and she is willing to meet with you on this matter. Please rd v C .C d C J-) C O co 1) w r, ft H X C }1 }1 > 4 aa a , H1 C o >.
