P O Box 758 Greeley CO 80632 Subject: Intergovernmental agreements with school districts Dear Commissioners: Milliken and Johnstown are responsibly joining the ever growing list of Weld County municipal governments committing themselves to intergovernmental agreements with school districts. These agreements will assure there is funding for necessary new school sites and facilities as Weld County's rapid growth continues. They will make sure that at least some of the burden of school financing will be born by those moving into county and thus adding to the schools' student loads. Neighboring counties and their municpalities have also enetered into such agreements. If new home construction only took place within the municipalities in the county, the agreements between them and the school districts would be sufficient to cover new residential construction. However, as we are all aware much of the residential construction will take place on unincorporated county land. As an example, in the MUD district even the Weld Comprehensive Plan [P3-17] allows for a population of 30,000 people in 13,50 dwellings on unincorporated Weld land not covered by an IGA with the St. Vrain Valley School District. It is difficult to comprehend the opposition of the Weld County commissioners to such obviously, urgently needed agreements. Are the 10 Weld County school districts all erring in requesting Weld government to negotiate IGAs? Can the adjacent counties and many Weld municipalities be wrong in signing these agreements? It is hoped that Weld County government will recognize their responsibility for ensuring adequate facilities for the education of the children of the county. This hope is not too well founded, given County government's record in other areas such as requiring growth to be only within the boundaries of municipalities, use of state funding where it is needed in the county, furnishing adequate public safety and providing for regional open space and land conservation.
