Please consider this letter as an unified response to your request for comments. Although the submitted materials provide a great deal of information concerning the availability of open space on the site a specific number of single family units is not stated. The land use summary shows that 134 acres have been designated for single family use, however the number of units ranges from 60 to 250. Based upon this variability it is difficult to adequately comment on all impacts this annexation may pose. There is no county commitment to upgrade WCR 5 to accommodate this municipal development without separate agreements from the developer to contribute toward their proportionate share of your municipal services. This annexation will greatly impact WCR 5, north and south of the annexation which has not been designed to accommodate the high density anticipated to accompany this subdivision. Additionally, utility permits are necessary for work on county roads. The Environmental Protection Services Department does not recommend subdivisions where the density of homes exceeds one dwelling unit per acre when individual sewage disposal systems are proposed. The Environmental Protection Services Department recommends that the subdivision connect to the St. Vrain Sanitary Sewer System. However, in the event Individual Sewage Disposal Systems are used the Environmental Protection Services Department requests a preliminary study of soils and geologic conditions representative of the entire subdivision. This study shall include soil profiles (to a depth of 10 feet), depth to groundwater, hydraulic conductivity, groundwater gradient and percolation data of soils. In the event groundwater is not encountered in the upper 10 feet, only percolation data and soil profiles need be provided.
