Dear Sirs:
As neighbors, we oppose the feedlot proposed by Soukup
Investments. Such use of the property is not now permitted
nor was it when this owner bought the property. We
understand that such a feedlot was specifically considered
by the county about 4 years ago as the Valley View Ranch PUD
was being planned. And at that appropriate time the
decicion was made by Weld County that a feedlot was
incompatible with the kind of development eventually
approved for Valley View. We understand the large-scale
feedlot was therefore prohibited starting 6 months after the
first house was completed adjacent to the property, which
was ours in April 1994.
The current non-resident owner's wish to grow a feedlot
business there appears to be purely economic and no hardship
compels him to do this. This property is about 100 feet
upstream and upwind of ours. These are our objections:
1. Our economic investment in our home is threatened by a
feedlot. Not only should the prohibition stand because of
the number of nearby properties affected by this one, but
also because the long-term stability of this land -use
restriction was the expectation upon which adjacent property
has now been developed. 3 new houses and 1 being built sit
within about 1500 feet of the feedlot property.
2. The quality of life at our home is threatened by

3. Our health is threatened by a feedlot. The flies are a
hazard, but so is pollution of both our groundwater (which
is only 5 feet below the surface at our house) and our
irrigation water (which passes in a ditch through the
feedlot property).

On another matter concerning the same property, we were told
the reason many people are living on this property is that
the county permits this on the basis that they are involved
in the agricultural operations there. We suspect there
could be over 50 people who have some connection with a
business with some connection with this property. There
could in the future be a dozen people involved with a horse
facility alone. For a hypothetical example, a vet who
treats horses there does not need to live on the property.
It is also our understanding that only 2 of the 4 strtrs
that appear to be lived in now have county-approved
edepn plumbing
and septic systems. One building appears to have
converted to living space within the past year under the new
ownership. This morning there were 12 cars and pickups
parked at these 4 buildings, not counting larger trucks. We
have 2 concerns here:
1. The property is apparently being used by a non-resident
owner for very inexpensive housing that does not meet county
standards. This could lead to hazards

2. The plumbing situation could lead to pollution of the
ditch and groundwater described above.
We ask that you declare this small property capable of
supporting only 2 families and end the practice of allowing
housing for anyone connected with a business connection.

THIS PROPERTY. BEFORE I PURCHASED MY PROPERTY I CHECKED ON
THIS PROPERTY AND WAS TOLD THEY HAD WENT OUT OF BUSINESS AS
A LIVESTOCK CONFINEMENT OPERATION AND HAD SINCE TRIED TO GET
IT ZONED BACK TO A FEEDLOT AND WAS TURNED DOWN. THE REASON
BEING OF THE RESIDENTIAL PROPERTY NEAR BY. THE MAJORITY OF
THE PROPERTY SURROUNDING THIS PIECE OF PROPERTY IS ZONED
RESIDENTIAL. WITH ALL THE HOMES ADJACENT TO THIS PROPERTY
PRESENT AND FUTURE I FEEL THERE ARE SEVERAL GOOD REASONS TO DEY THIS D WEN WORKED SOOHARD LTOFGET, SECOND LITDWOULD EBEUR PROPERTY THAT
A HEALTH
CONCERN AND THE SMELL AND FLIES WOULD BE A REAL NUISANCE FOR
OUR NEIGHBORHOOD. THE OWNERS OF THIS PROPERTY SEEM TO HAVE
NO RESPECT

FOR IT. THEY HAVE COMPLETED CONSTRUCTION WORK SUCH AS SEPTIC
SYSTEMS AND FINISHED OUT BUILDINGS INTO LIVING QUARTERS

Re: Soukup Investments, LLC
I would like to comment on the hearing which was scheduled for Wednesday,
February 19, 1997, involving the above captioned. First of all, I believe the
applicant exhibited a lack of consideration for all of the attendees who took time
away from their busy schedules to attend this hearing. Secondly, I contacted the
Mayor of Windsor regarding the purported meeting with the applicant; no meeting
was scheduled. Our office also checked with Mayor Ann Azari's office in Fort
Collins; the only Leadership Council meeting they were aware of was to be held on
February 27. Finally, the applicants representative indicated that Mr. Soukup's
primary witness had an exam and could not attend; college exams can be made up
when extenuating circumstances prevail.
I will not be able to attend the meeting on March 12, 1997. Please consider the
foregoing comments if the March 12, 1997 hearing transpires.
