This is to advise you that the Weld County Board of Commissioners will hear your petition for

PARCEL: 120919001001. The meeting is scheduled for Wednesday, June 3, 1998, at 9:00 a.m.,
at which time you may be heard. You are required to submit any supporting documentation
regarding this petition to the Office of the Clerk to the Board and to the Weld County Assessor's
Office at least seven calendar days prior to the meeting date in order for it to be considered at said

FACTS
1 . When this vacant land was being purchased, the 1996 property taxes
were advised by the Weld County Treasurer' s office to be $766 .
(Ref : Certificate of Taxes Due, 4/29/97, 10 : 17 AM, Cert . #3974)
2 . Based partially on this knowledge, we proceeded with the purchase
and closed on this property on 5/23/97 .
3 . When the tax bill for 1997 arrived on 1/23/98, we were shocked to
discover that a significant increase had occured without our
knowledge. Taxes due were now $1299, an increase of $533 (1 .7 times ! )
over the previous year.
4 . Prior to receipt of this tax bill, no notice of any tax increase
was received, nor did we learn of this increase from any other source.
This document arrived in late January 1998 as a complete surprise to
us .
COMMENT
Although in 4/97 we felt that taxes of $766 for a piece of undeveloped
land was exhorbitant, it was at least expected and could be planned
for in the next year' s budget .
The effort to raise the new amount of $1299 in such a short time has
created a hardship for our family. This has come at a time when we
are trying to ready our current home for sale in preparation for
construction of a new home in Weld County.
We request that the taxes due be returned to the original amount of
$766, and that the overage recently paid be reimbursed to us
immediately.
Although the following will have no bearing on your action on this
petition, you should be aware that we are now quite concerned
regarding our first taxing experience in Weld County. In almost 27
years of home ownership in four states, we have never experienced
anything even remotely like this . First, an absurdly high tax for
vacant land, then a no-notice increase of 70% !
Is this "business as usual" in the Weld County administrative offices?
Please advise if we should expect more of the same treatment should we
decide to continue with plans to construct a new home in Weld County.

Dear Mr.Warden:
This communication is in response to your letter dated 5/19/98, delivered to us on the afternoon of 5/23/98,
Memorial Day weekend. In this letter,we were advised that, in order to be heard at a 6/3/98 meeting regarding
our petition for tax refund,any supporting documentation needed to be received at your office at least seven
calendar days prior, or by 5/27/98.
First, please be advised that is unlikely that compliance with this schedule requirement can occur, due to the
short notice received and the holiday weekend on which it arrived. This letter transmits our best effort to
comply. If,when you have received this material,you are still unable to review it prior to the scheduled meeting,
please advise us of when the next scheduled meeting will occur at which we may be heard regarding this matter.
Unless we hear from you, we plan to attend the 6/3/98 meeting. Our telephone number is listed below should you
have insufficient time to reply via mail.
Further, as requested, enclosed please find our statement arguing for a partial rebatement of taxes paid for 1997
in the amount of$533.

The effort to raise the additional$533 in such a short time has created a hardship for our family. This has come at
a time when we are trying to ready our current home in Boulder County for sale in preparation for construction
of our new home on the subject property in Weld County.
We request that, due to insufficient notice,the taxes due for 1997 be restated at the 1996 amount,and that the
overage recently paid be reimbursed to us.
