This report summarizes the activities of the Weld County Council during the first quarter of the calendar year 1999. January 5, 1999 Council Meeting -Weld County Centennial Center • Newly-elected Council members, At-Large Councilman Dwaine Kurtz and District III Councilman Rob Masden, were seated. • Dan Oster was elected president of the Council for 1999. Al Roberts was elected Council vice president. Resolutions were adopted honoring departing Council members Ralph Campbell and Pam Malcom. • Dan Post reiterated his concerns about Weld County's lease with Winona's that the Council had researched in 1998. • The Council determined that 1999 Council meetings would be held the third Tuesday of the month at the Weld County Centennial Center at 6:30 p.m. or at 7:30 p.m. at Council meetings held out of Greeley. January 7, 1999 Council Meeting -Weld County Centennial Center • Council members interviewed six applicants for the District I Council position. Joyce Smock was appointed District I Councilwoman. February 16, 1999 Council Meeting -Weld County Centennial Center • Newly-appointed Councilwoman Joyce Smock was seated. A resolution was adopted honoring departing Councilwoman Judy Curtis. • The Council considered a letter from Commissioner Vaad regarding a possible conflict of interest in Commissioner Vaad voting on planning issues that he had previously voted on as a member of the Weld County Planning Commission. March 1, 1999 Council Meeting -Weld County Centennial Center • County Attorney Bruce Barker briefed the Council on legal matters relevant to determining questions regarding conflict of interest. • The Council adopted Resolution 127 stating that there was not a conflict of interest in Commissioner Vaad voting on planning issues as related in his letter to the Council dated January 22, 1999. March 16, 1999 Council Meeting -Weld County Centennial Center • Concerns of Weld citizens considered by the Council included: Weld County sand and gravel deposits, paunch odors in the Briggsdale area, intergovernmental agreements for school funding, election department rules, and the intersection at US Highway 34 and WCR 57. Weld County Council Report to the People April 20, 1999 Page 2 of 2 • The Weld County Council voted to follow the Commissioners' Ordinance 84T regarding distributing documents to the public. During the first quarter of 1999, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. This report is not meant to be an exclusive enumeration of the activities entered into by the Council. It is, however, an attempt to communicate with the voters regarding its activities. The County Council believes that the Weld County Home Rule Charter continues to be a viable tool for the citizens of Weld County.
