(EP) ANNEXATION IMPACT SUMMARY TRIPLE CREEK ANNEXATION PROPERTY OWNERS Grant and Roxanne Moen Steve and Laurie Struthers ANSCI (Grant and Roxanne Moen) REPRESENTATIVE Bill Hughes Brega and Winters LOCATION Southwest of 71st Avenue and 12th Street ACREAGE 126.62 Acres EXISTING USES Agricultural Production, Two Single-Family Residences, 17 Alpacas AVAILABLE UTILITIES City of Greeley Water, City of Greeley Sewer, Greeley Gas Company, U.S. West, Poudre Valley REA, TCI Cablevision TAXING DISTRICTS Northern Colorado Water Conservancy District, Milliken Fire Protection District, Milliken Fire Bond, Weld County Library District, Weld County School District No. 6, Aims Community College, Weld County, West Greeley Soil Conservation District INTENDED/PROPOSED USES The Moens have stated the intention of selling a 14 acre parcel for the development of one single-family residential lot. The Struthers have not indicated any development plans. Since the zoning has not been identified, a fiscal analysis of the annexation was done with several assumptions in mind, including 3.5 units per acre, which would suggest an additional 443 residential units, with approximately 1,196 people would be added to Greeley. This was done strictly for illustrative purposes. �Si931 COMPREHENSIVE PLAN The site lies within the City's existing and proposed Mid-Range Expected Service Area, within the boundaries of the Long-Range Expected Growth Area, and outside the Municipal Services Suitability Area. Generally speaking, the proposed land uses will be compatible with existing surrounding land uses both within City limits and in unincorporated Weld County. Under the Land Compatibility section of the Comprehensive Plan, several potential issues arise. According to the Comprehensive Plan Maps, a portion of the property is identified as a key wildlife area, approximately 1/2 of the site has slopes between 3% - 15%. Additionally, the Development Code indicates portions of this site are within the Areas of Ecological significance. The site is not currently particularly well-served by transportation services, since it is somewhat internal to the quarter section; however, access from two different points on 71st Avenue is a possibility, and as other development occurs to the south and northwest of this site, additional access to the site will be possible. 71st Avenue is designated as a minor arterial street. SURROUNDING LAND USES North - Single-Family Residences South - Undeveloped (Proposed Residential Subdivision) East - Rural Residences West - Undeveloped, (Proposed Residential Subdivision) SURROUNDING ZONING North - County R-1 (Single-Family Residential) South - City R-L (Residential Low Density), City R-H (Residential High Density) East - City R-L (Residential Low Density), County A (Agricultural) West - County A(Agricultural), City R-L (Residential Low Density), City C-D (Conservation District) ANALYSIS The site consists of 126.62 acres, and is located south of 12th Street, and west of 71st Avenue north, west and southeast of existing city limits. The site is fully within the City's Long-Range Expected Growth Area and Mid-Range Expected Service Area, and outside the City's Municipal Services Suitability Area. Within City limits immediately to the south of this site is the proposed Mountain Vista subdivision, which would have single-family residential lots. To the northwest is the proposed Boomerang Ranch Subdivision which would have single-family residences as well. Single-family residential lots within the County exists to the north. A proposed annexation is in process to the east and is anticipated to have single-family residences on the majority of that site with the potential for office uses near the intersection of 71st Avenue and 20th Street. The land use envisioned by the applicant for this site, one additional single-family residence appears consistent with City of Greeley Comprehensive Plan policies. The Comprehensive Plan also encourages residential uses where the slope of the land is up to 15%. The location of this area adjacent to existing and potential residential areas may also be a benefit. The annexation of this site into the city would be consistent with present growth patterns and Comprehensive Plan policies. There is clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for 93/934 annexation appear to have been met by this requested annexation.
