HOUSING AUTHORITY
WELD COUNTY, COLORADO
SEPTEMBER 28, 1998

The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Housing Authority Board in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, September 28, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster,Yro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Carol A. Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Baxter moved to approve the minutes of the Housing Authority
Board meeting of August 24, 1998, as printed. Commissioner Kirkmeyer
seconded the motion, and it carried unanimously.
NEW BUSINESS: CONSIDER TWO SECTION 8 ESTIMATES OF REQUIRED CONTRIBUTIONS
AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Social Services Director,
presented the Section 8 Estimates as required by HUD for the Certificate and
Voucher Programs and stated funding will support 165 units through the
Certificate Program and 217 units through the Voucher Program.
Commissioner Hall moved to approve said estimates and authorize the Chair
to sign. Seconded by Commissioner Baxter, the motion carried unanimously.
CONSIDER REQUEST FOR FUNDING FOR DACONO SENIOR HOUSING
PROJECT: Ms. Griego reviewed her recommendation for a deferred loan to be
provided to High Plains in the amount of$25,000, and stated the interest rate
will be established to comply with tax credit requirements. Commissioner
Kirkmeyer moved to approve said request. The motion, which was seconded
by Commissioner Hall, carried unanimously.

CONSIDER SECTION 8 UTILITY ALLOWANCE SCHEDULE: Ms. Griego
explained HUD requires Section 8 Utility Allowance Schedules to be adjusted
based on current rates for utilities and other services whenever there is a ten
percent increase in the rates. Commissioner Hall moved to approve the new
rates, as presented by staff. The motion, which was seconded by
Commissioner Baxter, carried unanimously.
CONSIDER AGREEMENT FOR CASE MANAGEMENT AUDIT PROCEDURES
AND ACTIVITIES AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated Weld
County's allocation process requires a case management audit be conducted
for the distribution of case management General Assistance dollars. She stated
the agencies to be audited are Greeley Transitional House, A Woman's Place,
Inc., and Catholic Charities Northern. Commissioner Baxter moved to approve
said agreement and authorize the Chair to sign. Seconded by Commissioner
Webster, the motion carried unanimously.
CONSIDER HOUSING PRESERVATION GRANT AGREEMENT AND
AUTHORIZE CHAIR TO SIGN: Ms. Griego stated said agreement is for the
rehabilitation of five owner-occupied, single-family units, funded in the amount
of $46,900. Commissioner Hall moved to approve said agreement and
authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion
carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
