Health Department • COLORADO Case No.: USR-1227 NAME: Walker, Jack Environmental Protection Services has reviewed this proposal;the following conditions are recommended to be part of any approval: 1) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20- 101, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2) No permanent disposal of wastes shall be permitted at this site. 3) Waste materials shall be handled,stored,and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4) Fugitive dust shall be controlled on this site. 5) The maximum permissible noise level shall not exceed the residential limit of 55 db(A) as measured according to 25-12-IO2, Colorado Revised Statutes. 6) Adequate toilet facilities shall be provided for the employees. 7) An individual sewage disposal system is required for the proposed facility and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. 8) The facility shall utilize the existing well. This project falls primarily under the purview of the Weld County Use by Special Review Standards. Our requirements are as follows: 1. US Highway 85 Control Plan: This plan identifies additional northbound/southbound deceleration turn lanes onto WCR 20 in the future. Please contact Gloria Hice-Idler or Tess Jones at the Colorado Department of Transportation to verify additional right-of-way or improvements needed at the intersection of WCR 20 and Highway 85. 2. Dust Suppressant: Due to the light industrial/commercial use at the site, dust suppressant shall be placed on the access road and parking lot areas so neighbors will not be inconvenienced by dust. The applicant is indicating that recycled asphalt base shall be used for the access and parking areas. The circulation plan for the site appears to be adequate for the use. The access road shall be a minimum of 24 feet wide to accommodate two-way traffic. 3. Storm Water Drainage: The drainage shall be routed in a southeasterly direction into a holding pond. 4. WCR 20: This road is being identified on the Weld County Transportation Plan Map as a local gravel road having an ADT count of 119 in 1996.
