BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
NOVEMBER 2, 1998

The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
November 2, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Webster moved to approve the minutes of the Board of County
Commissioners meeting of October 28, 1998, as printed. Commissioner Hall
seconded the motion, and it carried unanimously.
READ ORDINANCE
BY TAPE: READ ORDINANCES #82-T, #84-T, AND #136-M BY TAPE: Commissioner
Baxter moved to read Ordinances#82-T,#84-T, and#136-M by tape. Seconded
by Commissioner Hall, the motion carried unanimously.
CERTIFICATION
OF HEARINGS: Commissioner Hall moved to approve the Certification of Hearings conducted on
October 28, 1998, as follows: 1) Show Cause Hearing for USR #1181,
Weidenhamer/Kelly; and 2) A Site Specific Development Plan and Third
Amended Special Review Permit#877, CAMAS Colorado, Inc. Commissioner
Kirkmeyer seconded the motion, which carried unanimously.
ADDITIONS TO
AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Webster moved to approve the consent agenda as printed.
Commissioner Baxter seconded the motion, and it carried unanimously.

PUBLIC INPUT: There was no public input.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following
warrants for approval by the Board:
All Funds - $626,051.32
Electronic Transfers -All Funds $94,703.75
Commissioner Kirkmeyer moved to approve the warrants as presented by Mr.
Warden. Commissioner Webster seconded the motion, which carried
unanimously.
BUSINESS:
NEW: CONSIDER 1998-1999 YOUTH CRIME PREVENTION AND INTERVENTION
GRANT SUBCONTRACT AND AUTHORIZE CHAIR TO SIGN: Nancy Haffner,
District Attorney's Office representative, stated the City of Greeley has received
$228,433 in grant money from the Colorado Department of Local Affairs for the
Youth Crime Prevention and Intervention Program. Ms. Haffner stated the Weld
County District Attorney Juvenile Diversion Project applied in conjunction with the
City of Greeley and will receive$4,500. Commissioner Baxter moved to approve
said subcontract and authorize the Chair to sign. Seconded by Commissioner
Hall, the motion carried unanimously.

PLANNING: CONSIDER CANCELLATION AND RELEASE OF COLLATERAL, LITTLE
THOMPSON VALLEY ESTATES - MCCARTY: Bruce Barker, County Attorney,
stated the Board released collateral to Little Thompson Valley Estates, % Kevin
and Dina McCarty on March 23, 1998, and retained fifteen percent to be held for
the period of six months. Don Carroll, Department of Public Works, inspected
the site on October 9, 1998, and in a memorandum dated October 12, 1998,
reported there is no evidence of a need for repairs. Commissioner Webster
moved to cancel and release the remaining collateral. Seconded by
Commissioner Hall, the motion carried unanimously.
FIRST READING OF ORDINANCE #82-T, IN THE MATTER OF SETTING OF
FEES FOR SERVICES PROVIDED BY THE WELD COUNTY HEALTH
DEPARTMENT: Mr. Warden explained this Ordinance sets the 1999 Health
Department fees including Environmental Protection Service fees, and gave a
brief description of the various changes that have been made since last year.
There was no public input regarding this matter. Commissioner Hall moved to
approve Ordinance #82-T on first reading. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
FIRST READING OF ORDINANCE #84-T, IN THE MATTER OF SETTING OF
FEES FOR SERVICES PROVIDED BY WELD COUNTY: Mr. Warden stated
Ordinance#84-T sets the 1999 fees charged for rental of the Board's Chamber
Room, Ambulance Services, use of the Missile Site Park, miscellaneous County
Services, and Clerk to the Board services. There was no public input concerning
this matter. Commissioner Webster moved to approve Ordinance#84-T on first
reading. Commissioner Baxter seconded the motion, which carried
unanimously.

FIRST READING OF ORDINANCE#136-M, IN THE MATTER OF SETTING OF
THE AMOUNT OF PURCHASES WHICH MUST BE BY WRITTEN SEALED
BIDS WITH A TEN-DAY PERIOD FOR CONSIDERATION: Mr. Warden
explained Ordinance#136-M provides that only purchases in excess of$7,500
will require written, sealed bids with a ten-day period for consideration and
investigation. There was no public input concerning this matter. Commissioner
Kirkmeyer moved to approve Ordinance#136-M on first reading. Seconded by
Commissioner Hall, the motion carried unanimously.
RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda.
Ordinances#82-T, #84-T, and 136-M were approved on first reading.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
