RE: EIAF# 3612 -- Weld County Census Technical Assistance 1999
Dear Commissioner Harbert:
In response to your recent request, I am offering to provide$10,000 in Energy and Mineral
Impact Assistance grant funds to assist with 2000 Census address list review and tallies of
housing units.
I have asked Don Sandoval,the department's field representative for your area,to initiate a
grant contract. The contract will stipulate that Census-related work activities cannot be
initiated until a complete work plan and budget have bee approved by Jim Westkott,the state
demographer. The contract will also stipulate that all requests for Census-related cost
reimbursements will not be processed for payment until approved by Mr. Westkott.
Reimbursement requests should be sent to Mr. Sandoval,who will forward Census-related cost
documentation to Mr. Westkott for his review and approval. I have advised him to generally
disallow any general administrative expenses.
As you know, no state funds should be obligated before a grant contract is fully executed.
Expenditures made prior to the contract being fully executed cannot be reimbursed by the state.
