The meeting was called to order by the Chairman, Richard Kimmel. The summary of the last regular meeting of the Weld County Planning Commission held on November 21, 1995, was approved as read. 1. CASE NUMBER: USR-1098 PLANNER: Chris Goranson -APPLICANT: Prairie Mountain Pipeline Company REQUEST: Site Specific Development Plan and a Special Review permit for a Major Facility for a Public Utility (a 9.5 mile natural gas liquids pipeline) in the A(Agricultural) zone district. LEGAL: Various legal - see application materials for more information. LOCATION: Beginning approximately 1 mile east of Keenesburg in a southeast direction for 9.5 miles. Chris Goranson requested this application be continued until Thursday, January 4, 1996, to give the applicant appropriate time to publish the legal notice. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Eastin APPLICANT: Kersey Community Church REQUEST: A Site Specific Development Plan and a Special Review permit for an expansion of a church facility in the A (Agricultural) zone district. LEGAL DESCRIPTION: Part of the SE4 of Section 20, T4N, R64W of the 6th P.M., Weld County, Colorado. LOCATION: West of and adjacent to Weld County Road 53; approximately 1/4 mile south of Weld `t/ \ CountyRoad 54-1/4 (Sandy Knoll Blvd). 952551 MINUTES OF THE WELD COUNTY PLANNING COMMISSION MEETING December 5, 1995 Page 2 -Shani Eastin gave an overview of the surrounding uses: North - Sandy Knolls Subdivision; East - Rangeview Estates; and to the South and West - pasture. In 1977 a Conditional Use permit was approved for the existing church. This request will be an expansion to the existing use to the western portion of the property. The Department of Planning Services' staff is recommending approval, this application is consistent with the Comprehensive Plan, it is in the A (Agricultural) zone district and within the Urban Growth Boundary of the Town of Kersey. No overlay districts affect this site and the Conditions of Approval and Development Standards ensure the health, safety and welfare of the public. Delbert Scholfield, Chairman, Kersey Community Church, said the church expansion is in direct relation to expansion going on everywhere else. The Chairman asked if there was anyone in the audience who wished to speak for or against this application. No one wished to speak. Ron Sommer moved Case Number USR-1099, Kersey Community Church, be forwarded to the Board of County Commissioners with the Planning Commission's recommendation for approval. Monica Daniels -Mika, explained historically the Planning Department has requested -extension dates for Planning Commission Hearings when the Tuesday meeting date falls after a major holiday. The Chairman asked if there was anyone in -the audience who wished to speak for or against this application. No one wished to speak. Ron Sommer moved to forward the consideration for date changes from January 2 to January 4, and September 3 to September 5 for the 1996 Planning Commission schedule to the Board of County Commissioners with the Planning Commission's recommendation for approval. Jack Epple seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. CASE NUMBER: 1JSR-1100 PLANNER: Gloria Dunn APPLICANT: Joe R. Gaona REQUEST: Site Specific Development Plan and Use by Special Review permit for a -Commercial business (auto and farm machinery repair) in the A (Agricultural ) zone district. LEGAL: Lot A ofRE-1769 in part of the N2 of -Section 1, T6N, R65W of the -6th P.M., Weld County, Colorado. LOCATION: South of Weld County Road 74 and approximately 1/2 mile east of Weld County Road 47. MINUTES OF THE WELD COUNTY PLANNING COMMISSION MEETING December 5, 1995 Rage 3 Gloria Dunn explained -this application will be an auto and farm machinery repair facility located on 7 acres in the A (Agricultural) zone district. The water supplied by North Weld County Water District and they have -an individual septic system. Access to the property is from Weld County Road 74 a paved county road. There have been two surrounding property owners with concerns about debris being stored on the property. Gloria explained she had added two conditions of approval and a development standard to address these concerns. Discussion followed regarding screening policies. Joe Gaona, -applicant, said they have already started cleaning up the property. Ann Garrison asked his preference for screening materials if it was -determined he had to screen the -storage areas. Joe Gaona said he would prefer to use natural screening such as trees. The Chairman asked if there was anyone in the audience who wished to speak for or against this -application. No one wished to speak. Ann Garrison moved -Case Number USR-1100, Joe Gaona, be forwarded to the Board of County Commissioners with the Planning Commission's recommendation for -approval with the addition of Conditions of Approval #3 and #4, and Development Standard #16. Shirley Camenisch seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision.
