RE: APPROVE DONATION TO STATE OF PORTION OF TRACT A IN WELD COUNTY'S
NORTH BUSINESS PARK FOR SITING OF YOUTH DETENTION FACILITY,
AUTHORIZATION OF STAFF TO COMPLETE THE DONATION, AND AUTHORIZATION
FOR CHAIRMAN TO SIGN ALL NECESSARY DOCUMENTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, on July 11, 1995, the Board of County Commissioners held a public forum
concerning the donation to the State of Colorado of a portion of Tract A in Weld County's North
Business Park to be used for the location of a youth detention facility, and
WHEREAS, at said public forum, the Board heard all of the testimony and statements of
those in attendance and studied the request of the State of Colorado and all of the exhibits and
evidence presented in this matter, and
WHEREAS, at a meeting on July 17, 1995, having been fully informed, the Board finds that
this request shall be approved with certain conditions and deems it advisable to authorize staff to
complete said donation and to authorize the Chairman to sign all necessary documents.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the donation to the State of Colorado of a portion of Tract A in the Weld
County Business Park, Greeley, Colorado, for the location of a youth detention facility be, and
hereby is, approved, subject to the following conditions which, if violated by the State of Colorado,
shall subject the property to reversion to Weld County:
1. The detention facility to be located on the property shall remain at all times a
detention facility for youth (younger than 21 years of age) owned and operated by
the State of Colorado.
2. The detention facility to be located on the property shall only detain youths who
have committed crimes in or are residents of the Northeast Region as designated
by the Office of Youth Services, State of Colorado Department of Human Services.
3. Such other conditions as determined to be necessary by Weld County staff.

BE IT FURTHER RESOLVED by the Board that staff be, and hereby is, authorized to
complete said donation.
BE IT FURTHER RESOLVED by the Board that the Chairman of the Board be, and hereby
is, authorized to sign all necessary documents.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 17th day of July, A.D., 1995.
