Longmont CO 80504 4 303 833 2992 January 1c+; 1997 We will not have to wait long for the proposed interim Coordinated Planning Agreement (ICPA) between Weld County and the three local municipalities to reveal whatever stengths and weaknesses it might have to'coordinate development of the Southern (sic) Weld Planning Area for the benefit of you and me, the residents of this area. It will bring out that the ICGA only addresses a future effort to agree on standards of developmen and a notification process between interested parties of future developement, but not an agreement on specific areas of political control. Notice was published this week: of a public hearing before the Board of County Commissioners relating to a request for change of zoning for a parcel of land located on the south side of WCR 22 between the I25 frontage road and WCR11. What makes this parcel of particular interest is that it lies within the Urban Growth Area (Comprehensive Plan) of both Firestone and Frederic: AND within the County's Mixed Use Developement (MUD) area. In other words, there are three different government entities looking to developement this parcel as a part of their growth area. The purpose of the ICPA is "to establish procedures and standards pursuant to which the parties (Firestone, Frederick, Daco o and Weld County) will move toward greater coordination in the exercise of their land use and related regulatory powers within unincorporated areas surrounding each MUNICIPALITY" Nithi.n parentheses, mine). The ICPA does not provide for regulating into what areas the parties can expand so that a sensible and efficient pattern of contol and administration will result. As property owners seek annexation or zoning for actual developement such as the one here under consideration they have a choice of three government entities to which they may apply in order to best suit theit purposes. This may well lead to the unfortunate result of a checkerboard pattern of control by the municipalities and the county that is both inefficent and detrimental to the inhabitants of the area. As a worst case scenario might drive alongmile WCR22 eed r from one a of dJ.�n.�.� proceeding County through Firestone and then Frederick and back into County control within that mile if land owners sought municipal annexation or count's zoning for developement in that manner. Of course, those parcels developed within county control could eventually opt to be annexed into Firestone or Frederick thus reducing the checkerboard to two players,' but this is unrealistically sanguine. The main consideration of the property owners will continue to be their own interests (not said derogatorily) not the general welfare of the area. Additionally, it is my understanding that Firestone and Frederick are presently negotiating to remove the overlapping of their planning areas, but based on past experience, the actual agreement should be effected before making this a consideration. Again, the ICGA itself is not an accomplished fact. Further, no provision is made for participation of Mead, Erie and, most importantly., Lonnmont, lurking on the borders of this tempting area with the real possibility of their annexing and imposing their own standards and procedures. In summation, if and when passed, the ICGA may well set the tone for the subsequent uniform and hopefully sensible, both socially and economically, standards of developement for our local area. It is to be hoped that the purpose of this interim agreement (ICGA) is not only to give the impression of progress being made towards agreement on the detailed standards of developement. And even if all this is accomplished, and we have an area with uniform developement standards and design, the perhaps mgre important issues and consequences of ill planned, chaotic, checkerboard government jurisdictions may well remain. As you can see there is strong opposition to this type of development in our community. Many times our paid official and developers have remarked that you do not hear from various community members as to their views and feelings towards what is developing in their communities. Here is a signed document disclosing our wishes. You will also find our letter that was faxed to the Weld County Planning Commission on December 17, 1996. It has come to our attention that it was not received by anyone in your commission. Therefore, we are submitting it once again. We do have a concern that we would like publicly addressed at the Weld County Planning Commission meeting on February 5, 1997 at 10:00 AM. If this development is to be "low density residential" then why is the zoning to be changed to include C-1, C-2, C-3, I-1, 1-2, 1-3 ? It appears as if commercial and industrial uses are also planned.
