HomeMy WebLinkAbout950698.tiffRESOLUTION RE: ACTION OF BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY, COLORADO, CONCERNING SITE APPLICATION OF SYLMAR MOBILE HOME PARK AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has received a site application from Sylmar Mobile Home Park, Go Bob Sasner, E. O. Church, Inc., 925 East 17th Avenue, Denver, Colorado 80218, concerning improvements to an existing wastewater treatment system located on the following described parcel of land, to -wit: Part of the SW% of Section 31, Township 1 North, Range 66 West of the 6th P.M., Weld County, Colorado WHEREAS, the regulations for site applications for the wastewater treatment system require review of the site application by the Board of County Commissioners, and further, that various local and state agencies be given the opportunity to review and comment on said site application, and WHEREAS, the site application from Sylmar Mobile Home Park was submitted to the Board of County Commissioners of Weld County for review and comment, a copy of said application being attached hereto and incorporated herein by reference, and WHEREAS, after study and review, the Board finds that said site application is compatible with the Weld County Comprehensive Plan, and that it is in the best interest of Weld County to recommend approval of said application. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the site application submitted by Sylmar Mobile Home Park, Go Bob Sasner, E. O. Church, Inc., 925 East 17th Avenue, Denver, Colorado 80218, be, and hereby is, recommended favorably to the Colorado Department of Health, Water Quality Control Division, as being compatible with the Weld County Comprehensive Plan, subject to the following condition: 1. Signs a of Applicant TYPED NAME WQCD-3 (Revised 8-83) 950693 ATTACHMENT TO SITE APPLICATION .In accordance with C.R.S. 1981, 25-8-702 (2)(a), (b), and (c), and the "Regulations for Site Applications for Domestic Wastewater Treatment Works", the Water Quality Control Division must determine that each site location is consistent with the longrange, comprehensive planning for the area in which it is to be located, that the plant on the proposed site will be managed to minimize the potential adverse impacts on water quality, and must encourage the consolidation of wastewater treatment works whenever feasible. In making this determination, the Division requires each applicant for a site approval for a domestic wastewater treatment works to supply an engineering report describing the project and showing the applicant's capabilities to manage and operate the faility over the life of the project to determine the potential adverse impacts on water quality. The report shall be considered the culmination of the planning process and as a minimum shall address the following: Service area definition including existing population and population projections, flow/loading projections, and relationship to other water and wastewater treatment plants in the area. Proposed effluent limitations as developed in coordination with the Planning and Standards Section of the Division. (Allow minimum four weeks processing time.) Analysis of existing facilities including performance of those facilities. Analysis of treatment alternatives considered. Flood plain and natural hazard analysis. Detailed description of selected alternatives including legal description of the site, treatment system description, design capacities, and operational staffing needs. Legal arrangements showing control of site for the project life. Institutional arrangements such as contract and/or covenant terms for all users which will be finalized to accomplished acceptable waste treatment. Management capabilities for controlling the wastewater throughout and treatment within the capacity limitations of the proposed treatment works, i.e., user contracts, operating agreements, pretreatment requirements. Financial system which has been developed to provide for necessary capital and continued operation, maintenance, and replacement through the life of the project. This would include, for example, anticipated fee structure. Implementation plan and schedule including estimated construction time and estimated start—up date. Depending on the proposed project, some of the above items may not be applicable to address. In such cases, simply indicate on the application form the non applicability of those. Mr. Church stated they were proposing an on site sewage disposal system to replace the current failing septic system, which supplies sewage disposal to 104 spaces (100 coaches and 4 RV homes). The closest current sewage disposal site is in Brighton, they have pursued connecting the park with them and they feel that this would be too costly. Bud Clemons asked what the Park was currently using, Mr. Church stated they are currently using a septic system that is surfacing and is currently under violation. Marie Koolstra was concerned with the current and proposed disposal of the sewage. Extensive discussion followed. Concern that the treatment site was not on the Mobile Home site was brought up by Bud Clemons, Mr. Church stated that the new site is adjacent to the site and is being leased. The Chairman asked if there was anyone in the audience who wished to speak for or against this application. No one wished to speak. Ron Sommer moved that the Chairman sign the site application as being approved and forwarded a copy of the Planning Commission recommendation for approval to the Board of County Commissioners with staff recommendation. Curt Moore seconded the motion. The chairman asked the secretary to poll the members of the Planning Commission for their decision. Park Onsite Wastewater Treatment System and determined it to be generally acceptable. However, the following areas are of concern to the Department and we are requestingthat they be addressed: l). The proposed location is on Parcel 3, which the applicant does not own. This Department is aware that there is an easement agreement for Parcel 3 and has seen a copy of the easement agreement. Although the agreement appears to be complete. in providing for this project and for an undefined length of time, this Department would like assurances that the applicant will have access to the site for repair, maintanence and operation of the sanitary sewer system -for the expected life of the system. 2). The method of disinfection of the effluent proposed is an Ultra Violet (UV) system. This Department is concerned that there is no secondary monitoring proposed to ensure that the (UV) system is functioning properly between weekly monitorings. Box 2869 • Evergreen, Colorado 80439 (303) 832-9692 FAX (303) 832.3517 (303) 674-0660 FAX (303) 674-0813 SCOPE This report presents the results of an evaluation of the existing onsite wastewater treatment system and presents a proposal for upgrad- ing the system for SYLMAR MOBILE HOME PARK (Sylmar), located in SW/4, Section 31, Township 1 North, Range 66 West, of the 6th P.M., Weld County, Colorado, as indicated on Figs. 1 and 2. The report is intend- ed to address the requirements of the Application For Site Approval for submittal to the COLORADO DEPARTMENT OF HEALTH AND ENVIRONMENT (CDOHE), Water Quality Control Division. Upon approval of the Site Application, the design for the treatment system will be finalized. SITE DESCRIPTION The site is an approximate 11.24 acre parcel consisting of 3 par- cels located in southwestern Weld County, Colorado, as indicated on Fig. 2. The property is owned by Sylmar Ltd., Robert M. Sasner, General Partner. Parcels 1 and 2 are owned by Sylmar Ltd. and Sylmar Ltd. has an easement for use of Parcel 3. Sylmar is an existing 104 unit mobile home park which includes 96 permanent spaces, 7 RV spaces and 1 house. Sylmar is immediately west of US Highway 85, east of the South Platte River, and north of Weld County Road 2 (168th). The site is northwest of the City of Brighton. The majority of the mobile home park, Parcel 1, is located on the 2nd topographic terrace above the South Platte River at an elevation of approximately 4965 feet. Parcels 2 and are 3 located on a lower terrace with an approximate elevation of 4950 feet. The upper level was developed as a mobile home park in the late 1960's. There are mature trees at Sylmar. The lower western portions have sparse to moderate vegetation. The South Platte River forms the west border of the property, which is along the easement. ZONING - Zoning within a 1 mile radius of the site is agricultur- al, industrial, or residential as indicated on Fig. 3. Adjacent zoning is agricultural, commercial and industrial. 950693 2 WATER AND SANITATION DISTRICTS WITHIN A 5 MILE RADIUS - There are 3 Sanitation Districts located within 5 miles of the site, as in- dicated on Fig. 4. The City of Brighton Water and Sanitation Dis- trict exists to the east of US Highway 85 and south of Baseline Road. The other water and sanitation district is the Town of Fort Lupton, 4.5 miles to the north. There is a water only district at the Wattenberg Improvement Association 3 miles to the northwest. WATER SUPPLY INTAKES AND SEWAGE TREATMENT PLANTS WITHIN A 5 MILE RADIUS - The public wells within 5 miles of Sylmar belong the City of Brighton, as indicated on Fig. 5. Brighton has 6 wells within 1 mile of the proposed discharge point. The Brighton sew- age treatment plant is 2000 feet upgradient of the proposed Syl- mar plant and is closer or equi-distant to 4 of the 6 Brighton wells as the proposed Sylmar plant. The closest sewer connection to Sylmar is located approximately 200 feet east of the southeast corner of Sylmar at an 8 inch Brighton sewer line, or 200 feet east of the northeast corner of Sylmar at an 8 inch Brighton Sewer line. The existing sewer lines are 800 to 1000 feet up - gradient and across US Highway 85 from the proposed plant. WELLS WITHIN 1 MILE - There are 312 water wells registered with the Colorado State Engineer in the 4 sections within 1 mile of Sylmar. Because of the volume of paper, the State Engineer's well records are not attached, but are available from our office upon request. The closest wells are the onsite Sylmar wells located approximately 130 feet east of the proposed treatment facility. The closest offsite well is a residential well 860 feet to the north as indicated on Fig. 2. The listing of the City of Brighton wells within a 1 mile radius registered with the Colorado State Engineer is presented as Appendix A. 100 YEAR FLOOD PLAIN - The site is located adjacent to the South Platte River and an application for a Flood Hazard Development Permit has been applied for as presented on the application in APPENDIX B, prepared by Tuttle/Applegate Inc. GEOLOGIC SETTING - The site is underlain by near -surface alluvial deposits underlain by claystone bedrock of Tertiary Denver Arapa- hoe Formation. Basic geologic references for the area include: Geologic Map of the Denver 1X2 Decree Ouadranale, UGSG Map I- 1163; and the Geologic Map of the Boulder -Fort Collins -Greeley Area. Colorado, USGS Map I-855. The references indicate 18 to 40 feet of alluvial material underlain by claystone/sandstone bed- rock. The maps indicate ground water at depths of 5 to 30 feet. The impact of geologic conditions is minimal because disposal does not include subsurface discharge and treatment. EXISTING DISPOSAL SYSTEM The existing wastewater treatment system was installed and was upgraded at some time in the past. There has been surfacing of efflu- ent, and upgrading of the system is required by the Weld County Health Department and the CDOHE. The existing system consists of septic tanks 950693 3 and disposal fields as presented on Fig. 2 which includes 5 septic tanks and at least 2 disposal fields. The remnants of a large concrete tank near the northeast corner of Parcel 3 is believed to have been a storage tank, but has floated out of the ground and is not in use. At this time effluent is: a. partially accepted by fields, b. intermittently surfacing at a manhole in the western portion of Parcel 2, and c. discharging on low ground in Parcel 3. PROPOSED FACILITY AND ALTERNATIVES In addition to the proposed Sequential Batch Reactor (SBR), several wastewater treatment alternatives have been considered. Options range from the installation of innovative systems such as con- structed wetlands, to connecting to the City of Brighton. A brief analysis of the plausible alternatives is presented below. CONNECT TO AN EXISTING TREATMENT FACILITY - The closest waste- water treatment facility is owned by the City of Brighton. The closest service is located approximately 200 feet east of the southeast corner of Sylmar at an 8 inch Brighton sewer line. The cost to install a sewer line this distance is estimated at $40/ foot which is $8,000. Additional costs would be sewer lines in Sylmar of $29,600, and a lift station at $40,000, which does not include the purchase of right-of-way which would be required. The sewer tap (Development) fee in Brighton is $2500 per unit, which would result in a fee of $260,000. The total cost of sewer con- nection is estimated at greater than $340,000.00. If both water and sewer were connected to Brighton, the cost is estimated at $587,000 and would require annexation to Brighton. The Sylmar property in not located in the City. An additional $800 per site Development fee is being considered by Brighton, which would add additional cost. Discussion with Charles Kiepe, Director of Operations at the City of Brighton, indicate the city is not able to provide both sewer and water service. INSTALL NEW SUBSURFACE DISPOSAL FIELDS - Any system involving subsurface infiltration of effluent is not possible due to set- back requirements to wells and river based on the property owned by Sylmar or which Sylmar has easements. RECIRCULATING SAND FILTER TREATMENT (RSF) AND CONSTRUCTED WETLAND SYSTEMS - RSF and Constructed Wetland technology were considered, but were not selected based on the land area requirements which are not available at Sylmar. 950693 4 EXTENDED AERATION PACKAGE TREATMENT PLANT - Extended aeration plants evaluated included: the NORWECO, INC. Modulair and SANTEC wastewater treatment plants. We believe the treatment capabili- ties of the extended aeration plants are comparable to the pro- posed SBR system, however the aeration systems would require an equalization basin and we believe would be more operation and mailarl,tbutnwould have vmuch greater e. The inital cost is believed to be simi- lar, maintenance costs. PROPOSED SEQUENTIAL BATCH REACTOR TREATMENT SYSTEM We are proposing the installation of a Sequential Batch Reactor (SBR) as a new onsite treatment system to be located at Parcel 3 in the western portion of the site as indicted on Fig. 6. A SBR manu- factured by Case/Cotter is proposed as indicated at APPENDIX C. A cost estimate for the SBR and maintenance is presented as TABLE III. From the collection manhole indicated on Fig. 7, sewage will gravity flow to a lift station to be pumped to the SBR plant. After treatment at the SBR, an Ultra Violet (UV) trench will disinfect the effluent. The effluent will discharged at a point source between the plant and the South Platte River. Final design will be submitted upon approval of the Site Application. As a part of construction existing septic tanks will be bypassed, with the tanks abandoned inplace. The effluent sampling and quality requirements will be set by the Permits and Enforcement Section of the Water Quality Control Division of the CDOHE. Anticipated quality requirements are presented in a letter of March 15, 1994 from the Water Quality Control Division attached as Appendix D. The effluent quality will be monitored. ESTIMATED WASTEWATER FLOW RATES - The current population of the mobile home park is 104 units which includes 96 permanent spaces, 7 RV spaces and 1 house. Water use records which have record main- main- tained since March 1994 as presented on TABLE I, ranged from supplied the to facility. There is also a high use in the spring 950698 for an unknown reason. A summary of daily use is presented as TABLE II, which monitored five 3 hour periods plus overnight flow. Actual sewage flow will be monitored at the new facility. ESTIMATED COST - The estimated cost of the SBR is $125,000. The installation of the treatment system will commence upon approval of the Site Application and approval of the final design of the SBR by the CDOHE. OPERATION AND MAINTENANCE A primary feature in selecting the SBR system is its relative low operation and maintenance requirements. -An operator with a Class C License is required. Annual Maintenance Costs: Annual sampling and testing of efflu- ent, permit fees, and pump replacement costs are estimated at $8500 per year. It is anticipated operation and maintenance will be provided through a contract operator until onsite personnel have obtained their Class C License or a Class C License holder is hired by Sylmar. LIMITATIONS Our investigation, layout, design, and recommendations are based on information contained herein. If conditions considerably different from those described in this report are encountered, we should be not- ified to evaluate the effect of the conditions on the proposed treat- ment system. We should be notified to review and approve any site changes made during construction of the treatment system. The long term effectiveness of the wastewater treatment system depends not only on the design, but on the operation and maintenance of the system.
