The applicant shall contact the Weld County Public Works Department to determine if a culvert is necessary at any approved access point. C. The right-of-way or easement will be a graded and drained road to provide all weather access. (Lot A) D. The applicant will indicate adequate access to the parcel on the plat or a deed. Domestic water for both lots A and B set up by the recorded exemption in 1996 is supplied with separate taps by North Weld Count Water District. b. Irrigation water is available to both parcels from Cactus Hill Lateral, owned by North Poudre Irrigation Company. An underground 8" line which has been in use for five years supplies up to 4 acre feet/day to the proposed lot A from one of the three headgates located on the east boundary of the property. All fields in both lots A and B are irrigated with gated pipe. Adequate drainage and farm equipment access has been established for all fields of both proposed lots for many years. Owner owns twenty shares of North Poudre Irrigation Company water stock, and if sold, lot A will be furnished with at least one share of water stock. Additional water is available for lease each year, if required. 2 . Both residences on lots A and B have septic and leach fields approved by the Health Dept. (attached) . 3 . Virtually all of the acreage is prime irrigated farm land, with established, highly productive irrigated grass pastures and alfalfa. Between 100 and 150 ewes have been maintained with over 170% lamb crops during four years while the pastures have become established, and extra hay has been sold. Improvements include a large residence, barn, and corrals. Permanent electric fencing, gated irrigation pipe, and access roads divided the land into six fields for rotational grazing. 4 . The original residence and barn, 22 acres of permanent pasture, irrigation system and established roads will be included in lot A. These facilities should be useful for a variety of agricultural or livestock activities. Lot B will include over 50 acres of alfalfa, and about 20 acres of established pasture, a new insulated lambing barn, and residence, shop, permanent electric fencing, field access roads and corrals. 5 . The division and development of the two lots was determined by the original recorded exemption no. RE-1873, and was for the purpose of reducing the burden on the owners by reducing the farm size through sale of the smaller of the two lots, leaving a lot size which was still suitable for a commercial-sized flock of sheep. However, it became desirable to combine the larger lot size with a new residence and a new insulated lambing barn. This requires a lot line change to put more land with the new facilities where the owners now live. It is expected that a flock of ewes can be maintained more easily by the present owners on a new lot B. 6 . This particular farm has several small hills and valleys which determine irrigation practices, and field boundaries. 7 . All new or approved structures meet the minimum set- back and offset requirements for the zone district in which the property is located. 8 . Not applicable. (None available. ) 9 . Building sites have been established. 10 . The best effort possible is being made to establish farm sites where a small farm, which is recognized as a viable farming operation by the Federal and local Agriculture Departments, can be carried on, the soil and water rights protected, and the local livestock industry can be encouraged. 11 . The proposed use has not changed since the original recorded exemption was granted. The uses are very similar in size and type to surrounding farms and homes . 12 . Approval of the change in the position of the boundary line from the line established in the original recorded exemption will not change or conflict with the intent of the district or the Weld County Comprehensive Plan. The area is currently a well-planned area which is agriculturally oriented. The use of the available irrigation water will continue on both parcels. REQUIREMENTS: In accordance with the Subdivision Ordinance, Section 10.5.10, the flag lot configuration will be avoided where possible. The minimum width of a flag lot will be 30 feet.
