USE BY SPECIAL REVIEW QUESTIONNAIRE
1. The provision of a communications infrastructure sufficient to meet the current and
future needs of both individuals and commerce is an inherent part of the Weld County
Comprehensive Plan, as amended. This proposal is not an incompatible land use that
will cause undue interference on surrounding land uses, as stated in A.Policy 1.
2. This zone is currently acting as transitional use during the gradual development of the
HWY 85 corridor. At the same time it does not interfere with the current zoning/usage
which is agriculture. Thus, it will help prepare this zone for future purposes whilst its
enhanced communication resource improves the lot of agricultural workers in coordina-
tion, summoning assistance, etc. Finally, the proposed use is allowed as a Use by
Special Review in the A (Agricultural) District.
3. As noted in #1, communication resources are an inherent aspect of future development.
Businesses will make decisions about locating or staying in regions, in part, based on
availability and type of communications in place. Any region defficient this resource
will find it difficult to retain or attract high-tech employers.
4. Mostly agricultural except for a small development of single family homes on large
lots a 1/4 of a mile to the South-West. The site itself is of low maintenance and will
not cause interference with the agricultural activities associated with the parent
parcel.

6. This has been done by keeping the area of this facility to the absolute minimum.
7. Experience with every sort of emergency and disaster has shown the importance
of wireless communications to individuals and communities. The survivability and
versatility of wireless communications makes them an undoubted asset to Weld
County. Furthermore, strict regulation by the federal government and adherence
to nationally recognized safety standards ensures that this facility will pose no inherent
hazard to the community.
8. This site will be an unmanned wireless communication facility supporting the
deployment of a new generation of digital technology. This facility will consist of
a steel monopole 130' high, small antennas, a foundation, radio -telephone equipment,
cable -runs and connections to telephone and electrical utilities.
9. The nearest residence (other than the owner's) is about 1/4 of a mile distant.
10. This facility is unmanned with visits by a technician about once every 6 weeks.

13. Low power radio -telephone equipment will be located on site.
14. A steel monopole 130' high, a foundation and very small equipment cabinets.
15. A van -type vehicle will access the site about once every 6 weeks.
16. No ties to septic or sewer systems are required.
17. No wastes will be stored or stockpiled on this site.
18. The site will be inspected about once every 6 weeks and any debris will be disposed
of then.
19. The site will take about 30 days to construct and construction will occur within
12 weeks of the receipt of all needed permits.
20. Landscaping will be as specified by this approval. The added hard surface of this
facility is very minimal.
21. If appropriate, this facility can be readily removed and the site returned to its pre -
development state.
22. As noted earlier this facility is part of the deployment of a new generation of digital
wireless communications. This facility is a "cell" in a system which will connect
Weld County to the rest of Colorado and nationally and internationally as well. This
system is federally mandated and requires that adequate service be provided
throughout the area being served. Without a site in this vicinity there would be a
gap in the system. This specific site was chosen for a variety of reasons, primarily
because of its suitability from an engineering perspective.
23. Fire protection will be provided by the appropriate fire district.
24. No connection to water service is required.
25. The parent parcel for this site is raw land adjacent to a drainage swale.
