All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. Fugitive dust shall be controlled on this site. 5. The maximum permissible noise level shall not exceed the, residential limit of 55 db(A) , as measured according to 25-12-102, Colorado Revised Statutes. 6. An individual sewage disposal system, is required for the proposed facility. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. 7. The Environmental Protection Services Division of the Weld County Health Department was unable to locate a sepic permit for the septic system serving the existing home on this property. Any existing septic system(s) which is not currently permitted through the Weld County Health Department will require an I.S.D.S Evaluation prior to the issuance of the required septic permit(s) . In the even the system(s) is found to be inadquate, the system(s) must be borught into compliance with current I.S.D.S regulations. Jones and Mable Pittman I have visited the site and have the following comments: The location of this proposed facility is within an established rural subdivision. Site Plan: The applicant has indicated that half of his pasture would be utilized to store the auction equipment prior to having the auction. The remaining one half and the adjacent property across the street will be used for parking. The applicant has indicated that there may be as many as 300-400 cars and trucks utilizing the site at one time. By measuring and looking at both parking facilities, the maximum amount of people that could possibly be parked comfortably on-site is 250 vehicles. There is adequate right-of-way on 197th Way that could be utilized to park some additional vehicles. The applicant has indicated that the auction would take place approximately six times a year. The machinery would be resupplied to the site between each auction. Roads: The existing County rural subdivision roads that serve this area are classified as a local road. The local road would consist of the hard pan gravel surface with minimum road base and drainage adequate to handle rural subdivision-type traffic. This is not designed to handle extensive-type usage. With this type of usage supplying equipment for the auction and the additional traffic generated from the auction. It would cause dust control problems with the adjacent property owners. It would also be inconvenient the adjacent neighbors by the flow of traffic. This appears to be more a commercial-type operation than a rural cow-calf farming operation. If this is approved,I recommend additional dust control provided for the surrounding residents. If any damages occur to County roads or right-of-way by the extensive use or carelessness of patron's parking,the applicant should be responsible for the repairs. There is no County commitment to upgrade the County roads and bridges that accommodate traffic for this location. There shall be no blocking of any county maintained roads to the facility.
