Prior to recording the Site Plan Review plat, the applicant shall address the following to the Department of Planning Services' satisfaction: a. The plat shall be amended to delineate the following: 1. Offstreet Loading and Parking Requirements shall be in accordance with Section 41 of the Weld County Zoning Ordinance. Presently the applicant shows 35 parking spaces including two handicapped parking spaces. Under sub-section 41.1.3 Office and Manufacturing -one space plus one additional space for every 500 square feet of office space is required. For manufacturing, research and assembly, two spaces are required for every 1000 square feet of floor area designated for this use. Drawings submitted with application designate 2088 square feet for office space and 23,766 square feet for manufacturing, research and assembly of products. Given these floor area totals,five parking stalls are required for office space, and forty-eight spaces are required for manufacturing, research and assembly of products. Total parking required for this parcel is 53 parking spaces. Handicapped parking stalls shall be clustered near the office entry door to the building. All handicapped parking stalls shall adhere to the National ADA standards. The applicant shall provide curb cuts and curb ramps for ease of access to the disabled public per ADA standards. 2. The trash receptacle east of and immediately adjacent to the building shall be screened. This shall be delineated on the Site Plan. 3. The loading area shall be screened in accordance with Section 33.4.3.2 of the Weld County Zoning Ordinance and Section 2.6.3#5 of the Mixed Use Development Plan which states, "Loading, service, or storage areas must be screened with an opaque screen that is an integral part of the building architecture. Chain link fencing with slats or pallets are not an acceptable screening material. Plant material shall be used to soften the appearance of the screen". (Dept. of Planning Services) 4. Appropriate landscaping of parking lots shall be in accordance with Section 2.6.3 of the MUD Ordinance. (Dept. of Planning Services) 5. Appropriate landscaping and buffering along Mead Street and Mulligan Drive, in accordance with Section 2.6.4#2a and #2b of the Mixed Use Development Plan, (Ordinance 191). (Dept. of Planning Services) 6. The applicant shall place a typical cross-section of the parking lot on the plat and identify the depth of base and concrete or full depth concrete according to the Weld County Subdivision Ordinance, Sections 10.2.3 and 10.2.4., Geometric Design Standards and Road Structures. (Dept. Of Public Works, Dept. of Planning Services) 7. The applicant shall adhere to the lighting standards, in accordance with Section 23.2.1.21.6 of the Weld County Zoning Ordinance (Ordinance 89, as amended). (Dept. of Planning Services) b. The applicant shall include a detailed Landscape Plan that conforms with the requirements of Sections 23.2.1.13, 35.3.1 and 35.3.5 of the Weld County Zoning Ordinance, as amended, and Section 9.3 of the Weld County Planned Unit Development Ordinance. In addition, the Landscape Plan shall be recorded on the Site Plan or recorded as a separate Landscape Plan. The Landscape Plan shall address the following information: 1. An installation schedule which specifies when the landscaping will be installed on site (Dept. of Planning Services). 2. A Plant Material List specifying the Botanical and Common names of all plant material to be installed; the size of the plant material at installation and whether the plant material is in a container or is B&B (Dept. of Planning Services). 3. A landscape maintenance schedule which specifically states who will perform maintenance and that maintenance is on-going and shall not end upon final acceptance by the Department of Planning Services (Dept. of Planning Services). c. The following notes shall be placed on the plat: 1. In accordance with the Weld County Zoning Ordinance, no land, building or structure shall be changed in use or type of occupancy, developed, erected, constructed, reconstructed, moved or structurally altered or operated in the commercial or industrial zone districts until a Site Plan Review has been approved by the Department of Planning Services (Dept. of Planning Services). 2. The application proposes that a portion of the site is to be leased to another party. In the event that a portion of the building is proposed to be leased to another party, the applicant shall submit a copy of the lease agreement and information regarding the proposed use of the leased portion to the Weld County Attorney's office, Weld County Building Inspection Department, Mountain View Fire Protection District and the Department of Planning Services for review. Based upon the proposed use and/or impacts of the leased portion, the Department of Planning Services may require a new Site Plan Review application (Dept. of Planning Services). 3. All parking areas are to be asphalt surfaced and have curb and gutter. (Public Works Dept.) 4. There will be no parking or staging of trucks allowed on Mulligan Drive or Mead Street (Public Works Dept.) 5. Sufficient space shall be provided in loading areas to accommodate the vehicles being loaded or unloaded without encroachment upon neighboring property or rights-of-way. The rear entrance onto Mulligan Drive shall be used for larger trucks, equipment and supplies. (Department of Public Works, Dept. of Planning Services) 6. The applicant is utilizing asphalt and gravel swales to direct drainage to the borrow pit ditch. Additionally,the paved parking area has curb cut sections to accommodate drainage. The applicant shall increase the size of the culverts from 12-inch CMP to, at least, the size of the adjacent property owners which is 16 to 18-inch diameter. The County minimum size is at least 15-inch diameter. (Department of Public Works) 7. The applicant shall adhere to Section 6.3.6.5 of the PUD Ordinance and to Section 2.8.2 of the MUD Ordinance for the design provisions and requirements for signs in the MUD Zone District. 8. All liquid and solid wastes(as defined in the solid Wastes Disposal sites and facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for final disposal; in a manner that protects against surface and groundwater contamination. 9. No permanent disposal of wastes shall be permitted at this site. 10. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 11. The maximum permissible noise level shall not exceed the industrial limit of 80dB(A), as measured according to 25-12-102, Colorado Revised Statues. 12. Adequate toilet facilities shall be provided for the public and employees. 13. An individual sewage disposal system is required for the proposed machine shop and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. A vault system may be utilized. This system shall be temporary until Municipal sewage is available. 14. All pesticides,fertilizer and other potentially hazardous chemicals must be stored and handles in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof 15. The facility shall utilize the existing public water supply. (Little Thompson Water District) 16. The facility shall utilize the proposed municipal sewage system when it becomes available, if the facility is within 400 feet of the sewer line. 17. Landscaping materials as indicated in the approved landscape plan shall be maintained at all times. Dead or diseased plant materials shall be replaced with materials of similar quality and quantity at the earliest possible time. 18. All structures, including signs, on site must obtain the appropriate building permits. 19. The site shall maintain compliance with the Weld County Planned Unit Development (PUD) and Mixed Use Development(MUD) Standards at all times. d. The applicant shall submit evidence to the Department of Planning Services that final approval has been received from the Mountain View Fire Protection District. (Mountain View ' Fire Protection District) e. The applicant shall submit two sets of engineered blueprints, including engineered foundation and structural design to the Weld County Building Inspection Department to determine code •• ` compliance. (Building Inspection) f. The applicant shall comply with all Federal and State regulations with regards to endangered and threatened species as mandated by Colorado Division of Wildlife in their referral dated September 2, 1999. The applicant shall submit evidence to the Department of Planning C L Services that the conditions for site development have been met to the satisfaction of the Colorado Division of Wildlife. g. The applicant shall submit a plan describing any proposed on-site signage. Any proposed • sign shall adhere to Section 42.3 of the Weld County Zoning Ordinance, Section 6.3.6 of the PUD District Regulations and Section 2.8.2 of the MUD Ordinance. All proposed signs shall comply for and receive a building permit. 2. Prior to recording the plat a. The applicant shall submit a waste handling plan to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility j y name, address, and telephone number). b. The applicant shall enter into an Improvements Agreement according to policy regarding collateral for improvements and post adequate collateral for parking and landscaping requirements. The agreement and form of collateral shall be reviewed by County Staff and accepted by the Board of County Commissioners prior to recording the plat. 3. Prior to the release of building permits: a. In conjunction with the requirements for the Final Plan of Sekich Business Park, all street signs and lot identification shall be in place. (Planning Services) b. The fact that many new requirements are also on the books, now leaves your Department with the burden of setting precedent on all the issues that must be applied to building areas that are now M.U.D.-P.U.A., but were built to earlier standards. Sekich Business Park is in that predicament. The"Campus-Like" atmosphere is difficult to incorporate when your building is in an area that was not designed this way. In order to be congruous with the other 20 or so buildings in the area, we are forced to blend the new regulations with the existing area. Kim has been extremely kind and helpful on all accounts in getting what everyone feels is the right blend or look. However, our six week site-plan has taken so far, over four months. We have delayed K-N Energy three times. We have delayed United Power three times. We have delayed the Phone Company twice. We have open trenches with plumbing in them to inspect. We have a 11-19-99 pour date with T.C.S. Concrete through Landmark Builders—our next available date for a job this size is over five weeks away. We have been extremely fortunate to have this weather hold. It will not hold five weeks or more. These colonies provide habitat for a variety of wildlife, including Burrowing Owls. Burrowing Owls are protected in Colorado and are listed as a threatened species. The species relies heavily on the Prairie Dog burrow system for nesting habitat from April 1 - August 31. Construction work during this time period would require a biological survey for the presence of Burrowing Owls. Development and construction on this site should occur between September 1 and March 31 to avoid the possibility of nesting Burrowing Owls. Prairie Dog removal on this site should be required prior to development or construction work begins . Trapping/transplant efforts or euthanasia are legal options for Prairie Dog removal. The property is within the boundaries of the Mountain View Fire Protection District and receives service from the District. The Fire District has the following comments with regard to the project: • Buildings shall be designed and constructed in accordance with the provisions of the 1994 Edition of the Uniform Fire Code, as ratified by the Weld County Commissioners, and all other codes and ordinances, as enforced by Weld County. • Plans did not indicate the Uniform Building Code construction type or occupancy classification, so the specific fire- and life-safety requirements can not really be determined at this time. The total building appears to be about 37,500 square feet. Assuming that the building is of type II-N or III-N construction and protected throughout with an automatic fire sprinkler system, a minimum fire flow of 2,000 gallons per minute, measured at a residual pressure or 20 pounds per square inch, would be required as per Appendix III-A of the Uniform Fire Code. If the building is of type V-N construction and protected with fire sprinklers, the required fire flow is 2,625 gallons per minute. Existing fire hydrants are located within the required distances to the building and will be sufficient provided the required fire flow is available. A letter must be provided to the Fire District, by the water supplier, that the required fire flow is available. Changing the building type of construction, adding fire walls, and installing smoke detection also may reduce the required fire flow. • Fire apparatus access appears to be adequate as indicated in the plans. Apparatus access roads shall be designed and maintained to support the imposed loads of fire apparatus (60,000 pounds), have a surface that provides all-weather driving capabilities and be free from obstructions which includes locked gates. The applicant has stated that similar businesses will lease space, in which case, additional Site Plan Reviews will not be necessary. If the businesses leasing the space are not similar to a machine shop, we recommend that the businesses that lease space at this site be required to submit a Site Plan Review. The St. Vrain Sanitation District stated that sewage availability is planned within the next six months. The following conditions are recommended to be part of any approval: 1) All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2) No permanent disposal of wastes shall be permitted at this site. 3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4) The maximum permissible noise level shall not exceed the industrial limit of 80 dB(A), as measured according to 25-12-102, Colorado Revised Statutes.. 5) Adequate toilet facilities shall be provided for the public and employees. 6) An individual sewage disposal system is required for the proposed machine shop and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. A vault system may be utilized. This system shall be temporary until municipal sewage is available. 7) All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof. 8) The facility shall utilize the existing public water supply. (Little Thompson Water District). 9) The facility shall utilize the proposed municipal sewage system when it becomes available, if the facility is within 400'of the sewer line. This project falls primarily under the purview of the Zoning Ordinance Site Plan Review Section/MUD Area. Our comments and requirements are as follows: COMMENTS: - Mead Street and Mulligan Drive have previously been annexed by the Town of Mead The main access points are onto Mead Street from the paved parking lot. Circulation appears to be good with adequate parking. Striping, handicap areas, and adequate access widths have been identified. The rear entrance onto Mulligan Drive shall be used for larger trucks, equipment, and supplies. REQUIREMENTS: Storm Water Drainage: The applicant is identifying gravel and asphalt swales to direct drainage to the borrow pit ditch. The parking lot has curb cut sections to accommodate drainage.
