Re: Futura Park West Annexation and Zoning Change
To Whom It May Concern:
In compliance with the provisions of Section 31-12-108(2) C.R.S., please find enclosed
a copy of the published Notice, together with copies of the Resolution and Petition
concerning the annexation to the town of Frederick of territory therein described. The
provisions of annexation laws of the State of Colorado require that such mailing be made
to the Board of County Commissioner, the County Attorney and to each Special District
or School District having territory within the area to be annexed. Additionally, you have
also received a copy of the Annexation Impact Report.
In compliance with Section 16-21 and 17-43 of the Frederick Municipal Code, the
Notice of Public Hearing is mailed to all adjacent property owners.

RESOLUTION NO. 97-R-1
WHEREAS, a petition for annexation of certain property has been filed with
the Board of Trustees of the Town of Frederick; and
WHEREAS, the Board of Trustees has reviewed the petition; and
WHEREAS, the Board of Trustees wishes to permit the consideration of the
subject property for annexation and for zoning, if requested in the petition; and
WHEREAS, the Board of Trustees has reviewed the petition and desires to
adopt by Resolution its findings in regard to the petition;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
TRUSTEES OF THE TOWN OF FREDERICK, COLORADO, as follows:
1. The petition, whose legal description is attached hereto as Exhibit A and
incorporated by reference herein, is in substantial compliance with the applicable laws of
the State of Colorado.
2. No election is required under C.R.S. §31-12-107(2).
3. No additional terms and conditions are to be imposed except those
provided for in the petition.
4. The Board of Trustees will hold a public hearing for the purpose of
determining if the proposed annexation complies with C.R.S. §31-12-104, and with
C.R.S. §31-12-105, and will hold a public hearing to determine the appropriate zoning of
the subject property if requested in the petition, at the Frederick Municipal Building,
333 5th Street, Frederick, Colorado 80530, at the following time and date:
Thursday, March 13, 1997, at 7:30 p.m.
5. Any person may appear at such hearing and present evidence relative to
the proposed annexation or the proposed zoning.
6. Upon completion of the hearing, the Board of Trustees shall set forth,
by resolution, its findings and conclusions with reference to the eligibility of the proposed
annexation, and whether the statutory requirements for the proposed annexation have been
met, and further, will determine the appropriate zoning of the subject property if requested
in the petition.
7. If the Board of Trustees concludes, by resolution, that all statutory
requirements have been met and that the proposed annexation is proper under the laws of
the State of Colorado, the Board of Trustees shall pass one or more ordinances annexing
the subject property to the Town of Frederick, and shall pass one or more ordinances

NOTICE OF PUBLIC HEARING
This is to inform you that the Board of Trustees of the Town of Frederick is holding a
Public Hearing on Thursday, March 13, 1997 at 7:30 p.m. in the Town of Frederick
Municipal Building, located at 333 5th Street, Frederick, Colorado.
The purpose of the Public Hearing will be to determine whether certain property for which
a petition for annexation that has been filed, to be known as Futura Park West, meets the
applicable requirements of the statutes of the State of Colorado, is eligible for annexation

FUTURA PARK WEST PLANNED UNIT DEVELOPMENT

Utilities exist contiguous to or near the property on the north; any extensions to this site
will be at the expense of the developer. Specific services will be provided by St. Vrain
Sanitation District, Left Hand Water District, Frederick Fire Protection District, United
Power, U.S. West and Rocky Mountain Natural Gas.
(d) A statement setting forth the method under which the municipality plans to finance the
extension of the municipal services into the area to be annexed

extension will be financed by the developer.

This annexation will have no impact on the school district in terms of students or capital
construction requirements. Since no residential units are proposed, no students will be
generated. The school district will benefit, however, from increased property tax base.

Annexation, Zoning, and Sketch Plan
for
FUTURA PARK WEST PLANNED UNIT DEVELOPMENT
Project Intent and Vision Statement
This request is for annexation, zoning, and Sketch Plan for the Futura Park West Planned Unit
Development (PUD). In this case, a Mixed Use Business and High -Tech Industrial Park is
envisioned for the 41.7 acre parcel which lies west of Interstate 25 and Futura Park PUD, and
south of State Highway 52.
The PUD includes a Sketch Plan to control future growth and development on this parcel. The
goals of the project is to specifically waive certain industrial uses which may be considered
offensive and incorporate standards to restrict use, density, setbacks, height and parking.
Restrictive covenants will further promote a development that is high in quality.
These parcels are already contiguous to the Town of Frederick and lie adjacent to an existing
Planned Unit Development (PUD). Also, these parcels are intended to join with Futura Park
(already annexed to the Town of Frederick) by a common, well thought-out design, assuring land
use compatibility. The development will conform to the Town of Frederick Design Guidelines for
Community Commercial and Industrial use areas.
Utilities, including both water and sanitary, lie adjacent to the site and/or can be extended easily.
If approved, this request will allow Frederick to expand its commercial and employment tax base,
with no negative impacts on schools or other services which are typically affected by residential
population growth.
Annexation, Zoning, and Sketch Plan
for
FUTURA PARK WEST PLANNED UNIT DEVELOPMENT
Community Enhancement Statement
A. Small Town / Rural Character
l . The product type, design, and diversity of units for the Futura Park West Planned
Unit Development (PUD) will be determined at time of sale of individual lots
within the development. The project goal will be to control future growth and
development on this parcel; to specifically waive certain industrial uses which may
be considered offensive; and to incorporate standards to restrict use, density,
setbacks, height and parking. Restrictive covenants will further promote a
development that is high in quality and consistent with the small town character of
the Town of Frederick.
The design and layout of the project takes into consideration the adjacent Futura
Park PUD project within the Town of Frederick. The roadway network and parcel
layout are intended to join with Futura Park on the west by a common, well
thought-out design that will assuring land use compatibility.
3. Another goal envisioned for the project is that the covenants for the PUD will be
written to require aesthetic and usable open space and that the designs for
individual lots will be reviewed for their character and diversity. It will be essential
that each user provide useable open space areas for it's employers to enjoy. It will
be required to provide pedestrian connections to areas such as the greenbelt park
to the west of the PUD that is shown on the Frederick Comprehensive Plan.
4. The "Mixed Use Business/Industrial" uses proposed for the PUD is consistent to
the land use as designated by the Frederick Comprehensive Plan. The project area
is approximately 41.7 acres and is consistent in size and location for "Community
Commercial and Industrial Development" areas as defined in the Frederick
Comprehensive Plan.
5. Consistency with the Neighborhood Planning Criteria (Strategy 4.1.1) will be
developed as a part of the Design Guidelines established for the project. Site
specific plans will be submitted to the Town and reviewed for consistency to the
Design Guidelines established for the project. In general, at Sketch Plan only the
roadway network and parcel areas have been determined but as the area develops,
every effort will be made to preserve the integrity of the Neighborhood Planning
Criteria through the implementation of the Design Guidelines and specific site plan
review process.
The Frederick Design Guidelines will be the basis for design and review upon the
sale and development of individual lots. All plans submitted for review will be
required to conform to the guidelines as established for Architecture, Landscaping,
Signage, Lighting, and Building Height and Setbacks.

The Futura Park West PUD is a Mixed Use Business/Industrial development that will
satisfy the Frederick Comprehensive Plan, 1996 Goal 10 to "establish a well-balanced
economic base that provides jobs and economic opportunities for residents and a stable tax
base for town services." Once businesses and industries develop within the Futura Park
West PUD, they will bring services to the town that previously did not exist. A wider
range of jobs and employment opportunities will be provided that previously may have not
existed. Futura Park PUD will create a tax base for the town to help support local public
service agencies without creating negative impacts on schools or other services which are
typically affected by residential population growth.
The proposed Futura Park West PUD will tie into the transportation circulation system in
Frederick because the proposed circulation of the development is consistent with the
Transportation Map in the Frederick Comprehensive Plan. The development proposes a
shared collector entry drive from State Highway 52 with the Futura Park PUD to the east.
In order to enhance mobility between developments, the development proposes a
connection to the proposed Futura Park PUD on the east, a future roadway extension to
the west for future development access, and an easement for future access to the south if
necessary. The State Highway 52 is located along the northern property line and will be
dedicated as a principal arterial with a main entry to the project located as recommended
by the Colorado State Transportation Department. The internal circulation system from
the principal arterial will range from a divided, landscaped collector entry road to collector
and local right's -of -way.
In order to promote alternative modes of transportation, it is envisioned that sidewalks
will be provided for walking or biking. Greenbelt pedestrian connections will be provided
throughout the development and to the proposed greenbelt to the west that is defined in
the Frederick Comprehensive Plan.
The proposed Futura Park West PUD will remain consistent with the Parks, Open Space,
and Recreation Map designations in the Comprehensive Plan. The State Highway 52
right-of-way will be buffered along the development with landscaping and this area will be
maintained by the development association. There is a greenbelt park shown on the Parks,
Open Space, and Recreation Map that is to the west of the property and will act as a
buffer between the Mixed Business/Industrial uses of this development and the residential
uses of the future development to the west. It is anticipated that pedestrian connections to
this greenbelt park from the Futura Park West PUD will be maintained as much as
possible. No existing or proposed neighborhood, community or district parks are
designated for this property but, the open space that will be required within each parcel
area will be logically planned to connect throughout the development. Views to the west
and the Front Range will be preserved wherever possible during the site planning process.
Existing oil and gas well sites have been planned so as to blend as much as possible within
the development.
F. The proposed Futura Park West PUD will maintain an environmentally sensitive approach
to site specific design. The uses proposed within the Futura Park West PUD have been
restricted in order to prevent any uses which may be considered offensive, environmentally
insensitive, loud, odiferous, etc. Landscaping will be designed for low-water usage plant
material and water conservation techniques will be used whenever possible.
G. The proposed Futura Park West PUD will enhance the Town of Frederick by providing
the landscape buffer along State Highway 52 and by providing pedestrian connections to
the greenbelt park to the west of the development. In addition, the Futura Park West
PUD will further promote the Gateway Development Area at the Interstate 25 and State
Highway 52 interchange as defined in the Image and Design of the Town Map.

Technical Criteria Statement
A. General Information
1. The project is located generally west of Interstate 25 and directly south of State
Highway 52 to the west of the Futura Park PUD. The project is located within the
Planning Area Boundary and is contiguous to the Town on its eastern boundary.
2. The periphery of the area to be annexed is 5413.50 feet and the area that is
contiguous to the Town of Frederick is 1210.57 which meets the required 1/6
contiguity as defined by the State Statute.
The adjacent State Highway 52 right-of-way is owned by the Department of
Highways State of Colorado. Any additional right-of-way on the south side of
Highway 52 that is not currently owned by the Department of Highways State of
Colorado would be annexed with the project.
The Land Use designation for the property is Mixed Use Business/Industrial as
shown on the Land Use Map in the Comprehensive Plan. The requested land use
is Mixed Use Business and High -Tech Industrial. The proposed land use relates
well to the locational criteria of the Comprehensive Plan for several reasons. First,
the project is adjacent to State Highway 52 which is designated as a principal
arterial and provides excellent accessibility to the development from the east and
west and is easily accessible from Interstate 25 and areas north and south. Second,
the location of the project is such that is able to service not only the Town of
Frederick but the neighboring towns of Dacono, Firestone, and Erie as well.
Finally, the adjacent uses within the town are consistent with that proposed for this
project.
4. The property is currently zoned as Agricultural in Weld County and the requested
zoning for the property is Planned Unit Development (PUD) within the Town of
Frederick. The proposed Mixed Use Business/Industrial land use is allowed within
the PUD zone district (please refer to page 16-10 of the Zoning Code).
5. The development of the property will occur as individual lots are sold and
following approval of Final Plats. Development will occur as market demands
arise but in a cost effective and efficient manner.
6. The applicant and owner for the property will submit the Futura Park West PUD
for annexation, zoning, and Sketch Plan. Upon approval, the sale of individual lots
will occur and the financing of site specific development will depend on individual
lot owners.

The following use standards and requirements are proposed for the Business and Industrial
uses within the Futura Park West PUD. The use standards and requirements are
consistent with those previously approved for Futura Park PUD:
BUSINESS
The following standards shall apply to the business uses which will be confined to the
approximately 32.6 acres of Futura Park West labeled on the PUD / Sketch Plan as
Business /Industrial. This portion of the PUD has been reserved for commercial, office
or industrial uses, or a mixture thereof.

The following uses will be permitted, by right, in the Business/Industrial portion of the
Futura Park West PUD:

Both Futura Park and Futura Park West are within St. Vrain Sanitation District service
area; however, neither have petitioned for inclusion into the District. This needs to be
done, and I am enclosing two Petition for Inclusion packages. There if a $400.00
Inclusion (processing) Fee. If filed together, a single $400.00 fee will suffice. If filed
over time, each will require a separate fee.
Futura Park can readily be served by an existing line south and east of the Coffee Urn.
Futura Park West will require an off -site line extension across Lots 1, 2, and 3 of the
former Frontier Materials Office and yard. The routing of this line has not been
determined; it awaits a site plan for some future use. I suggest that you schedule a

Barbara, this letter is provided at your request as the Department's commitment to a future shared access from
State Highway (SH) 52, at approximately 1/2 mile west of I-25, on the south side at the center of Section 3.
Access will be authorized at the west property boundary of the site identified as Futura Park. As stated in your
correspondence signed by the property owner immediately to the west of Futura Park, that access will be shared
by the two properties. That will be the single direct SH 52 access for the two properties, and will provide a full
complement of auxiliary lanes on SH 52. The highway improvements are possible as shown on preliminary
cross -sections you provided for my review.
An access permit must be obtained from my office for construction of that access. The engineering work
completed to date is not sufficient for the issuance of that permit. The application for access must include a
complete set of plans and other submittals to fully describe development of these two sites, and any other
property which will obtain access through the new street. Please contact me in the early stages of development
planning so we can discuss necessary submittals. (I am constantly updating the plans checklist, so the one
provided to you in February 1996 may need to be revised.)

include the District Facilities Fee which is determined by using our factor of .0136
times the current assessed valuation of the lands to be included.

FROM: Petition Known As: Futura Park West Petition for Annexation #1
The undersigned landowners, in accordance with the provisions of Sections 31-12-101, et seq.,
12B, C.R.S. and known as the Municipal Annexation Act of 1965, as amended, hereby petition
the Board of Trustees of the Town of Frederick for annexation to the Town of Frederick the
following -described unincorporated area situated and being in the County of Weld, and State of
Colorado, to -wit:

incorporated herein by reference.
Your petitioners further state to the Board of Trustees of the Town of Frederick, Colorado, as
follows:
1. That it is desirable and necessary that such area be annexed to the Town of
Frederick, Colorado.
2. That the area sought to be annexed to the Town of Frederick meets the
requirements of Section 31-12-104 and 105, as amended, of the Municipal
Annexation Act of 1965, in that:
a. Not less than one -sixth (1/6) of the perimeter of the area proposed to be
annexed will be contiguous with the existing boundaries of the Town of
Frederick, Colorado.
A community of interest exists between the area proposed to be annexed
and the Town of Frederick; Colorado.
The area proposed to be annexed is urban or will be urbanized in the near
future and said area is integrated or is capable of being integrated with the
Town of Frederick, Colorado.
d. No land held in identical ownership, whether consisting of one tract or
parcel of real estate or two or more contiguous tracts or parcels of real
estate:
(1) is divided into separate parts or parcels without the written consent
of the landowner or landowners thereof, unless such tracts or

parcels are separated by a dedicated street, road, or other public
way.
(2) comprising 20 acres or more and which, together with the buildings
and improvements situated thereon, has a valuation for assessment
in excess of $200,000.00 for ad valorem tax purposes for the year
next preceding the annexation is included within the area proposed
to be annexed without the written consent of the landowner or
landowners.
e. No annexation proceedings have been commenced for the annexation to
another municipality of part or all of the territory proposed to be annexed.
f The annexation of the area proposed to be annexed will not result in the
detachment of area from any school district and the attachment of same to
another school district.
g. The annexation of the area proposed to be annexed will not have the effect
of extending the boundary of the Town of Frederick more than three miles
in any direction from any point of the Town's boundary in any one year.
h. If a portion of a platted street or alley is to be annexed, the entire width of
said street or alley is included within the area to be annexed.
Reasonable access shall not be denied to landowners, owners of easements,
or the owners of franchises, adjoining any platted street or alley to be
annexed that will not be bordered on both sides by the Town of Frederick.
The area proposed to be annexed comprises more than ten acres and an
impact report as provided for in Section 31-12-105.5, CRS, as amended, is
required.
The area proposed to be annexed is located within Weld County, and no
others; refer to Annexation Impact Report for special districts.
1. The mailing address of each signer, the legal description of the land
owned by each signer and the date of signing of each signature are
all shown on this Petition;
3. That attached hereto and incorporated herein by reference are two (2)
mylars and four (4) prints of the annexation map, containing the following
information:
a. A written legal description of the boundaries of the area proposed
to be annexed;
b. A map showing the boundary of the area proposed to be annexed,
such map prepared and containing the seal of a registered engineer
or land surveyor.
Within the annexation boundary map, a showing of the location of
each ownership tract of unplatted land, and, with respect to any
area which is platted, the boundaries and the plat numbers of plots
or lots and blocks;
d. Next to the boundary of the area proposed to be annexed a drawing
of the contiguous boundary of the Town of Frederick and the
contiguous boundary of any other municipality abutting the area
proposed to be annexed.
e. The dimensions of the contiguous boundaries are shown on the
map.
That the petitioners are the landowners of more than fifty percent (50%) of
the area sought to be annexed, exclusive of streets and alleys.
5. That all of the petitioners signed this Petition for Annexation no more than
180 days prior to the date of the filing of this Petition for Annexation.
6. That this Petition for Annexation satisfies the requirements of Article II,
Section 30, of the constitution of Colorado in that it is signed by persons
comprising more than fifty percent (50%) of the landowners in the area
proposed to be annexed who own more than fifty percent (50%) of said
area, excluding public streets and alleys and any land owned by the Town
of Frederick.
7. That upon the Annexation Ordinance becoming effective, all lands within
the area sought to be annexed shall become subject to all ordinances,
resolutions, rules and regulations of the Town of Frederick, except for
general property taxes of the Town of Frederick which shall become
effective on January 1 of the next succeeding year following passage of the

PETITION FOR ANNEXATION
TO: Board of Trustees of the Town of Frederick, Colorado
FROM: Petition Known As: Futura Park West Petition for Annexation #2
The undersigned landowners, in accordance with the provisions of Sections 31-12-101, et seq.,
12B, C.R.S. and known as the Municipal Annexation Act of 1965, as amended, hereby petition
the Board of Trustees of the Town of Frederick for annexation to the Town of Frederick the
following -described unincorporated area situated and being in the County of Weld, and State of
Colorado, to -wit:
See Exhibit A attached hereto and
incorporated herein by reference.
Your petitioners further state to the Board of Trustees of the Town of Frederick, Colorado, as
follows:
That it is desirable and necessary that such area be annexed to the Town of
Frederick, Colorado.
2. That the area sought to be annexed to the Town of Frederick meets the
requirements of Section 31-12-104 and 105, as amended, of the Municipal
Annexation Act of 1965, in that:
a. Not less than one -sixth (1/6) of the perimeter of the area proposed to be
annexed will be contiguous with the existing boundaries of the Town of
Frederick, Colorado.
b. A community of interest exists between the area'proposed to be annexed
and the Town of Frederick, Colorado.
c. The area proposed to be annexed is urban or will be urbanized in the near
future and said area is integrated or is capable of being integrated with the
Town of Frederick, Colorado.
No land held in identical ownership, whether consisting of one tract or
parcel of real estate or two or more contiguous tracts or parcels of real
estate:
(1) is divided into separate parts or parcels without the written consent
of the landowner or landowners thereof, unless such tracts or

parcels are separated by a dedicated street, road, or other public
way.
(2) comprising 20 acres or more and which, together with the buildings
and improvements situated thereon, has a valuation for assessment
in excess of $200,000.00 for ad valorem tax purposes for the year
next preceding the annexation is included within the area proposed
to be annexed without the written consent of the landowner or
landowners.
e. No annexation proceedings have been commenced for the annexation to
another municipality of part or all of the territory proposed to be annexed.
The annexation of the area proposed to be annexed will not result in the
detachment of area from any school district and the attachment of same to
another school district.
g
The annexation of the area proposed to be annexed will not have the effect
of extending the boundary of the Town of Frederick more than three miles
in any direction from any point of the Town's boundary in any one year.
h. If a portion of a platted street or alley is to be annexed, the entire width of
said street or alley is included within the area to be annexed.
Reasonable access shall not be denied to landowners, owners of easements,
or the owners of franchises, adjoining any platted street or alley to be
annexed that will not be bordered on both sides by the Town of Frederick.
The area proposed to be annexed comprises more than ten acres and an
impact report as provided for in Section 31-12-105.5, CRS, as amended, is
required.
k. The area proposed to be annexed is located within Weld County, and no
others; refer to Annexation Impact Report for special districts.
1. The mailing address of each signer, the legal description of the land
owned by each signer and the date of signing of each signature are
all shown on this Petition;
That attached hereto and incorporated herein by reference are two (2)
mylars and four (4) prints of the annexation map, containing the following
information:
a. A written legal description of the boundaries of the area proposed
to be annexed;
A map showing the boundary of the area proposed to be annexed,
such map prepared and containing the seal of a registered engineer
or land surveyor.
c. Within the annexation boundary map, a showing of the location of
each ownership tract of unplatted land, and, with respect to any
area which is platted, the boundaries and the plat numbers of plots
or lots and blocks;
Next to the boundary of the area proposed to be annexed a drawing
of the contiguous boundary of the Town of Frederick and the
contiguous boundary of any other municipality abutting the area
proposed to be annexed.
e. The dimensions of the contiguous boundaries are shown on the
map.
4. That the petitioners are the landowners of more than fifty percent (50%) of
the area sought to be annexed, exclusive of streets and alleys.
5. That all of the petitioners signed this Petition for Annexation no more than
180 days prior to the date of the filing of this Petition for Annexation.
6. That this Petition for Annexation satisfies the requirements of Article II,
Section 30, of the constitution of Colorado in that it is signed by persons
comprising more than fifty percent (50%) of the landowners in the area
proposed to be annexed who own more than fifty percent (50%) of said
area, excluding public streets and alleys and any land owned by the Town
of Frederick.
That upon the Annexation Ordinance becoming effective, all lands within
the area sought to be annexed shall become subject to all ordinances,
resolutions, rules and regulations of the Town of Frederick, except for
general property taxes of the Town of Frederick which shall become
effective on January 1 of the next succeeding year following passage of the
Annexation Ordinance.

ANNEXATION IMPACT REPORT
FUTURA PARK WEST PLANNED UNIT DEVELOPMENT
(a) A map or maps of the municipality and adjacent territory to show the following
information:
(I) The present and proposed boundaries of the municipality in the vicinity of the proposed
annexation; (Please refer to Annexation Map)
(II) The present streets, major trunk water mains, sewer interceptors and outfalls, other utility
lines and ditches, and the proposed extension of such streets and utility lines in the vicinity
of the proposed annexation: (Please refer to attached exhibit)
(III) The existing and proposed land use pattern in the areas to be annexed; (Please refer to
PUD / Sketch Plan)
(b) A copy of any draft or final pre -annexation agreement if available; (Not available at this

(c) A statement setting forth the plans of the municipality for extending to or otherwise

Utilities exist contiguous to or near the property on the north; any extensions to this site
will be at the expense of the developer. Specific services will be provided by St. Vrain
Sanitation District, Left Hand Water District, Frederick Fire Protection District, United
Power, U.S. West and Rocky Mountain Natural Gas.
(d) A statement setting forth the method under which the municipality plans to finance the
extension of the municipal services into the area to'be annexed

This annexation will have no impact on the school district in terms of students or capital

LOCATION
Futura Park West is a 41.75 acre parcel located west of Futura Park at the Southwest corner of Highway 52
and Interstate 25 in Weld County. Specifically, it is situated in a portion of the NE1/4 of Section 3, TIN,
R68W.
EXISTING CONDITIONS
The site is undeveloped and slopes generally to the North at 4%. Existing ground is covered with native
grasses and weeds.
EROSION CONTROL DESIGN
During the overlot grading phase of construction, temporary drainage swales, hay bales, vehicle tracking
control devices and silt fencing will be utilized to control erosion, essentially limiting the loss of soil from
the site. As the drainage facilities are constructed, hay bales along the streets and at the location of any
drainage inlets will limit the infiltration of silt into thestormsewer system. Additionally, hay bales will be
used to turn proposed detention ponds into silt retention ponds through construction.
As final grading, development and landscaping occur all areas will be sufficiently seeded and maintained,
to guarantee soil levels on the site.

LOCATION
Futura Park West is a 41.75 acre parcel located west of Futura Park at the Southwest corner of Highway 52
and Interstate 25 in Weld County. Specifically, it is situated in a portion of the NE 1/4 of Section 3, TIN,
R68W.
EXISTING CONDITIONS
The site is undeveloped and slopes generally to the North at 4%. Existing ground is covered with native
grasses and weeds.
Approximately 40 acres are tributary to the site from the South. The outfall for the site is north across
Highway 52.
A major drainage swale exists along the Western property line. The flow releases to the north across
Highway 52 through two 36" pipes.
The site is not located within a 100 year flood plain. There do not appear to be any irrigation ditches onsite.
DRAINAGE FACILITY DESIGN
Detention ponding will be provided onsite to reduced developed flows to historic amounts. Offsite tributary
flow will be routed through the site to an historic outfall point.
Proposed street improvements will be designed to sufficiently direct flow as necessary to protect streets and
property.
All drainage facilities will be designed for a minor year storm, while handling the major 100 year flow.

The proposed site lies in region 2 of the General Soil Map of Colorado (U.S. Department of Agriculture,
Soil Conservation Science, see attatched). The soil classification for this region is Ulm -Nunn: level to
gently sloping, well drained clay foams and foams formed in alluvial and eolian deposits.
GEOLOGY
The proposed site lies in the KLF Geologic zone which consists of Laramie Foundation and Fox Hills
Sandstone (Per the Geologic Map of Colorado, Compiled by Ogden Tweto, 1979, see attached).
There do not appear to be any existing faults on the proposed property.
